According to a new document, Nigeria National Petroleum Company (NNPC) and its partners have spent over $546 million on it. NNPC partners such as Shell, BG, and Chevron have pulled out of the project, putting it in jeopardy. Due to the slowdown of work on the project, NNPC wants to relocate some of its staff to Abuja, and it is asking for another $4.5 million to do this. These information come from an internal memo from NNPC, where the company budgets $12 million for her work program and other expenses for the next year over the same project. According to a Facebook user, he goes from house to house to get used baby pampers from dust bins. He then sells them to ritualists, who use them to make charms, causing the babies to die not long after the sale. When he was caught, baby pampers, lots of cash, and other materials were found on him, suggesting he may not be an ordinary mad man. This information was conveyed by the Facebook user, who wrote, “THIS MAD-MAN HAS BEEN PRETENDING TO BE MAD BUT GO FROM ONE HOUSE TO ANOTHER TO GET USED BABY PAMPERS FROM THE BIN AND SELL THEM TO RITUALISTS AND ANY BABY THEY SELL THEIR USED PAMPERS DON’T LIVE LONG. MAY GOD HELP AND PROTECT US ALL. “When i sell the pampers for native doctor, they will use it for ritual and the baby will sick and die after 14 days,” the mad man was quoted to have said. The Towncrier gathered that the hoodlums invaded the community by 9:00 pm Saturday and shot sporadically, scaring many away in the process. The suspected cultists, who carried out a coordinated attack, had rounded up three streets before opening fire. A source who pleaded anonymity told Sahara Reporters that some residents of the area have started fleeing again. A resident who narrowly escaped the attack, Chief Ezegohuru Chukudi Eluozo, narrated that the incident caused panic and grounded Christmas celebration. Eluozo disclosed that the killers specifically invaded palace road and two other streets in the area. The chief who said the attack was politically motivated, alleged that cultists were empowered recently by politicians during the rerun election. Another source who pleaded anonymity narrated, “On the eve of Christmas around 9 pm, I was sitting out with one of friends who just came and invited me when we started hearing gunshots. As usual, people started running for safety. I ran into them as I was heading to my house. “They were putting on military uniform and armed to the teeth. At the moment we don’t know the actual cause of the attack, but we heard that the cult boys are angry claiming that the state government settled a cult group and abandoned them. They said they will not stop attack until the government compensates them.” The Police Relations Officer of the Rivers State Police Command, Nnamdi Omoni, said he was yet to get details on the incident.

Chairman of Staff Screening Review and Complaints Committee, Mr. Yakubu Okala, disclosed this during the presentation of the final report of the review exercise at the Government House, Lokoja. Okala said the monthly amount being lost to ghost workers/unintended beneficiaries stood at over N2.6 billion. He noted that the review committee was able to confirm a total of 45,128 as genuine workers and pensioners in the state. Okala said: “The payrolls were saturated with names of pupils and students. This is a clear breach of the civil service rules.” Other anomalies uncovered include abuse of study leaves, incessant promotion of staff, names of dead pensioners on payroll, cases of backdated employments, public servants with excellent results but couldn’t read nor write, impersonation and multiple employments. Chief of Staff to the Governor, Edward Onoja, commended members of the verification committee, saying their efforts will help reposition the state civil service. Recall that Kogi State Auditor General, Alhaji Yusufu Okala, had early in the year said that the state lost over N213bn to a category of persons he called “GhostWorkers/Unintended Beneficiaries.”

Speaking on Thursday at the South East Security and Economic Summit in Enugu, Obasanjo said that the zone would not achieve much with continued individualism and lack of cohesion amongst them. He said the people of the area seemed to have forgotten their spirit of enterprise and communal efforts, which stood them apart from other ethnic groups in the country. He said the zone was unique and that it needed to use its uniqueness to its advantage to negotiate the actualisation of their aspirations. “The South East is known for their spirit of enterprise and adventure and you have to utilize it for improved development and security. “You must work together and not be divided. You must shy away from the spirit of individualism and must earn solidarity with your neighbours,” he said. Obasanjo urged the state governments to leverage on the abundant natural resources in the zone to improve the lives of their people. He said that the South East could be the food basket of the nation, adding that state governments needed to take the responsibility of engaging the youths to check restiveness. “I don’t think I should be eulogized for facilitating this summit in the South East because I did the same thing when I visited Maiduguri because of the problem of Boko Haram,” Obasanjo said. Earlier, the Chairman of the summit, Emeka Anyaoku, had said that the event was non-partisan and a commitment to the economic and security well-being of the region. Anyaoku, who is a former Secretary General of the Commonwealth said that the South East felt neglected as it was experiencing the worst economic challenge in the country. “Although every other zone in the country is experiencing economic malaise but that of the South East is more grievous. “There is a sense of neglect and non-inclusion in this zone by the Federal Government and that is why coordination among the state governments is very necessary,” he said. He, therefore, appealed to the state governors and the organised private sector to devote greater attention to building bridges of unity in the zone. Anyaoku said there would be no need for the Federal Government to periodically bailout state governments if the country was restructured with fewer federating units. “The summit is also working for the advancement of the entire country. If the Nigerian federation is restructured with fewer units this country will achieve greater stability,” Anyaoku said. The event was attended by governors of Enugu, Abia, Ebonyi and the deputy governor of Anambra state. Other dignitaries that attended the event include former vice president, Chief Alex Ekwueme, Deputy Senate President, Chief Ike Ekweremadu, Maj.-Gen. Azubuike Ihejirika (rtd.). The rest are government officials from the five South East states, members of the state houses of assembly and others.

A combined team of Special Anti-Robbery Squad and regular policemen from Rumuolumeni Police Station stormed a new generation bank located at Eagle Cement, following a tip off. The hoodlums were said to have opened fire on the advancing police team led by a Divisional Police Officer, Felix Nnebue. According to eye-witness reports, a SARS operative was injured during the gun duel that ensued between the robbers and the policemen. The suspects were arrested while they were using a gas cylinder to cut open an entrance into the bank. The State Police Public Relations Officer, Mr. Nnamdi Omoni, who confirmed the incident to newsmen in Port Harcourt, said the bank robbers were arrested at about 2am on Thursday. Omoni disclosed that the SARS operative that sustained gunshot injury was immediately rushed to the hospital. He identified the three suspected bank robbers (all males) as Samuel Nwara (28) from Igwuruta town, Kaaly Taagaba (28) from Kpong, Khana LGA and Lucky Ukwuoma (26) from Etche LGA. “Today (Thursday) at about 0200hrs, upon a distress call that there was a robbery going on at a new generation bank at Eagle Cement, Rumuolumeni, combined team of SARS and men of the Rumuolumeni Police Station led by the DPO, Felix Nnebue stormed the scene of the robbery. “On sighting the police, the robbers opened fire on them, a situation that led to an exchange of fire. At the end, three armed robbers were arrested while one of the SARS operatives sustained gunshot wound. He is currently receiving treatment in the hospital,” he added. Explaining that the suspects were helping the police in their investigation with a view to arresting others on the run, Omoni listed one cooking gas cylinder, one handsaw, one chisel and two Ghana-must-go bags as items recovered from them. “The Commissioner of Police, CP Francis Odesanya, wishes to assure the people of the state that the Command under his watch has vowed to relentlessly fight all manner of crimes in the state. “He (Odesanya) has promised to make Rivers State safer, especially during the Yuletide period and urged the public to have confidence in the police and continue to share information with the police,” Omoni added.

They hijacked the state’s accountant general to the bank, forcing him to speed up payment of their emoluments for July. They shouted at the bank staff, threatening to kill them, if they did not comply with their orders. They wanted the salary to be paid, so they could collect it by tomorrow for the Christmas celebrations. In the process, they disrupted banking operations, causing panic among customers.

Ikoiwak stated that the December 10 elections in the area were marred by violence. He said elections were scheduled for a state assembly seat and House of Representatives for Etche/Omuma constituency. He said elections did not take place in up to 30 per cent of the Local Government because hoodlums disrupted activities in the area. “ In Etche, elections did not take place in up to 30 per cent of the area. Even when deployments were made on the eve of the election, hoodlums went there and stopped INEC officials from going to the polling units. “ Since they did not allow elections to be completed in Etche, that constituency will have to wait. “ This is because INEC will not go back immediately. Materials have already gone into the field. “Some were snatched and destroyed. We need to plan for another election in the area,” Ikoiwak said. The REC said elections in Omuma Local Government had been concluded and that the result for the federal constituency would be announced when Etche was ready.

According to further reports, youths staged a demonstration to the Ikogosi resort, where cold and warm streams flow side by side, a major tourist attraction in the entire Ekiti State. Muhammad Badaru Abubakar of Jigawa State on Tuesday presented the 2017 Appropriation Bill of N127.87billion to the Jigawa House of Assembly. Based on the consolidated position of the revenue projections, his 2017 Appropriation Bill is proposing the sum of N127.87 Billion as the total amount to be derived from various incomes sources and expended on the various expenditure components of the budget. He called his proposed budget “The Budget of Economic Diversification and Self-sufficiency”. On the Capital Receipts side, the governor said the total amount envisaged from all sources is about N52.1 billion expected to finance over 80% of the total Capital Investments. He said the budget would be financed through Internally Generated Revenue (N12,439,000,000), statutory allocation and value added tax (N45,908,000,000), Local Government Contributions for Primary Education Personnel and Primary Healthcare Staff (N17,417,000,000). He said the opening balance for 2016 Fiscal Year (including funds in project accounts such as the Universal Basic Education Grant) was N19,066,000,000. In conclusion, he said, “I would like to acknowledge the continued support of the United Kingdom Department for International Development which is funding the implementation of various reform and service delivery programmes in the State including the Child Development Grant Programme, Women for Health, Maternal & Child Healthcare Programme, GEMS-3 and the new governance reform programme called ARC – Accountability, Responsiveness and Capabilities. I also wish to thank UNICEF for championing the cause for children and women in the State especially through the numerous nutrition and rural water supply and sanitation programmes it has been implementing in collaboration with DFID and the European Union.”

It damaged his spinal cord, confined him to a wheelchair, and utterly changed the destiny of his life. Yinka Ayefele started his music career after the accident. Through a dint of hard work and persistence, he emerged to become a one of the most prominent gospel singers in Nigeria. He recently took to social media to thank God for saving his life as well as share photos of the accident. He wrote, “Thank you Lord..On Decemebr 12, 1997 a tragic event occurred, the sad event later became a watershed that transformed his life. 19 years on, Yinka Ayefele MON, still gives thanks to God for saving his life. Kafanchan, the commercial nerve-centre of southern Kaduna, is the headquarters of Jema’a local government area. The report says that hundreds of youths, women and children took to the streets in the morning of Monday, 19 December, 2016 to protest the continued attacks and killing of residents by suspected herdsmen.
