They didn't pay directly to nnpc for dangote products. The 40billion is part of the money ipman paid to nnpc for imported PMS. NNPC didn't import and the money was trapped in nnpc. The DG of SSS helped to broker peace and nnpc promised to release it.

Maybe NNPC hasn't paid to dangote. The truth is that the oil cabal both inside the country and outside the country are fighting dangote.

In reality people can't afford fuel anymore. Purchasing power reduced drastically hence the reduction in fuel consumption

Reason for reduction:
1 People are being sensible in the management of their finances.
2 No more 24 hours generator when public electricity is off.
3 No more one car for me, one for my wife another for my children's school runs.
4 Elimination of pool car in organisations.
5 No more a/c house, a/c cars and a/c office.
6 People drive around only when necessary.
7 Car owners sometimes now use public transportation. They do this overseas also.
8 Elimination of cars with high fuel consumption.

He has always benefited from unexpected painful circumstance of others viz:

Became military ruler because of assassination of Murtala Mohammed.

Became president because of the circumstance that Abiola died.
