There's high rate of loan default by them. Lenders are therefore very careful.

When some states like Edo and Borno that are seen as commercially inefficient are proposing more than 70k?

The first governor that laid the foundation of modern Lagos was Jakande. The vision was unequaled. The speed was lightening. The style of his administration was enviable. The military came in 1983 and scatter it.

Those of us that have lived all our lives in Lagos knew what Lagos was in 1999. Lagos was rudderless. BAT came in and brought back the Awolowo and Jakande vision. He recruited technocrats that bought into the vision. Since then the vision has been running. We knew what Lagos became by 2007.

You can have all the resources but if you lack vision and good resource management skills your money will achieve nothing. A good example is the south south states.
