The interest rate on the funds can be as little as 5% and the ministry of agriculture can supervise the implementation and deployment by the various recipients.

That is the objective and reasonable way to subsidise livestock rearing business not to condition every Nigerian to operate RUGA especially when no farming business man is open to such primitive business strategy (open grazing) other than the Fulani's.
