I think the COS is more powerful in the sense that he is responsible for the day to day runnings of the Governor and majority of assessment pass through him to the governor,
Speaker only have the power in the assembly to override the veto power of the governor and it must come with the support of his members.
Generally in Nigeria politics, any office can be powerful or useful depending on your relationship with the boss.
For example in Bayelsa state, where the former Speaker was as useless/powerless as Osibanjo, while the government was ran by Gov, chief of staff and his SA political matters.
