The Federal Government says being a member of #EndSARS protest is not an immunity from being investigated or charged for any offence or breach of the laws.

The Minister of Information and Culture, Alhaji Lai Mohammed, stated this on Friday in Lagos at a meeting with editors of newspapers.

The minister, who was responding to a question on the alleged arrest of some #EndSARS protesters and sponsors, said nobody is above investigation or prosecution.

“Being a member of #EndSARS protest does not grant you immunity if you have committed any crime against the land. The key thing is that you must be treated according to the laws.

“Even those whose accounts were frozen, the Central Bank of Nigeria went to court to seek permission to freeze the accounts. I am also aware that some of them whose international passports were seized had been returned.

“None can stop the government from investigating anybody, including #EndSARS protesters. Whoever you are and whatever you are doing, you must not take the laws into your hands.

“You must follow the due process because where your rights end is where someone else’s rights start,” he said.

Mohammed said there was no clampdown on the protesters and their supporters, adding that the government is following the due process in the investigations being carried out.

CHIEF of Army Staff, Lt. General Tukur Yusuf Buratai, has warned generals against coup, vowing that the Nigerian Army will never tolerate any agent of destabilization bent on scuttling the current democratic dispensation.


Buratai, who spoke, yesterday, while the Nigerian Army decorated 39 newly promoted Major Generals, said he was aware that some generals were being approached and his eyes are on them.

“Democracy has come to stay. We will not tolerate any agent of destabilization. The years of military misadventure in politics have never carried us anywhere. It is over,” he said.

Disclosing that the Army hierarchy was aware of some interests making efforts to interact with certain personnel, General Buratai expressed confidence in the discipline and loyalty of the newly decorated officers.


He charged the new generals: “Do not hobnob with politicians. At this rank of two star generals, do not lobby for appointment. If you want to lobby for appointment, lobby the Chief of Army Staff and you can only do this through hard work, discipline and loyalty.

“The crop of officers (39 Major Generals) decorated yesterday will never be dragged into any interest that is contrary to the sustenance of democracy in our nation.

“All our eyes are on you. We know there are several moves to get your attention. You must make sure that whatever you are doing, and when some persons approach you, you must act within the confines of the constitution.”

On the security challenges plaguing the nation for which the polity has been awash with calls on President Muhammadu Buhari to sack the service chiefs, Gen Buratai said: “I am glad that we held the Spiritual Warfare Seminar on Wednesday and most of the decorated generals today are graduates of the Spiritual Warfare Seminar.

“I must say that the Spiritual Warfare Seminar we had last time, helped us during the last #EndSARS protest to the extent that there was no single corpse, but some persons were seeing double at Lekki Toll Gate in Lagos State.”

LAGOS – Minister of Informa­tion and Culture, Alhaji Lai Moham­med has stated that the Nigerian government will not fold its arm and allow the reckless use of social media.

Speaking in Lagos on Friday on what transpired during the EndSARS protest and the ensuing, the minister said that the meeting, one of a series was necessary to draw lessons from the fallout of the protest with a view to forestall­ing a recurrence, especially of the mindless violence that fol­lowed the hijack of the peace­ful protest.

While acknowledging the fact that social media had come to stay, the minister em­phasised the need for curbing its excesses, adding that the government will neither shut­down the internet nor stifle press freedom or free speech as being insinuated.

Identifying fake news and disinformation as a product of social media abuse, Alhaji Mohammed emphasised that it aggravated the EndSARS protest, stating that it did not come as a surprise because he had been raising the alarm about dangers of social media since 2017.


He said: “In 2017, we dedicat­ed that year’s National Council on Information to the issue of fake news, hate speech, and disinformation. The following year, in 2018, we launched the national campaign against fake news and disinformation, partnering with a number of print and electronic media or­ganisations.

“Now, our fears about the abuse of social media, and specifically the dangers posed by fake news and disinforma­tion has come to pass. During the protest and the subsequent violence, fake news, and disin­formation were the order of the day. Social media was used for mobilisation, and it was also used to guide arsonists and looters to properties, both public and private, which were targeted for attack.”

The minister criticised me­dia houses for their reportage of the protest especially the attack on security agents.

According to him, the me­dia houses fell for the hoax that there was a massacre at Lekki Toll Gate, adding that almost all papers ran scream­ing headlines of massacre or killings at the toll gate the day after the October 20th incident when soldiers only fired blank ammunition into the air to disperse protesters.

According to him, no group was better placed than the newspaper houses to lead the narrative of what happened that night, adding that the conventional media houses ceded that authority to social media, which has no time for the rigours of gate-keeping or fact-checking.

The minister highlighted that in reporting the hoax mas­sacre, less attention was paid to the barbaric and gruesome murder of security agents by hoodlums during the crisis.

“While everyone was fixated on the fake massacre at Lekki Toll Gate, few paid attention to the way and manner policemen and soldiers were killed.

In particular, policemen were hacked down in the most gruesome manner that calls into question the sanity of their killers. Yet, these security agents were treated as sub-hu­mans.

“Human rights organisa­tions all but ignored the fact that six soldiers and 37 police­men were killed, some of them dismembered and cannibal­ised.”

Condemning the killing of law enforcement officers, the minister stated that a society that makes war against its po­lice had better learn to make friends with its criminals.

Despite public outcry for their replacement, the current service chiefs may remain in office till the expiration of President Muhammadu Buhari’s tenure in May 2023, Daily Independent has gathered.

The service chiefs, General Abayomi Gabriel Olonisakin, Chief of Defence Staff (CDS); Lieutenant General Tukur Buratai, Chief of Army Staff (COAS); Air Marshal Sadique Abubakar, Chief of Air Staff (CAS), and Vice Admiral Ibok-Ete Ekwe Ibas, Chief of Naval Staff, are all overdue for retire­ment.

They were appointed by President Buhari in 2015 upon assumption of office in May 2015. Under military regulations, their terms of service expired in 2017.

Despite calls for the re­moval by the National As­sembly, Ohanaeze Ndigbo, Afenifere, Northern Elders Forum (NEF), and other concerned Nigerians, the president has continued to keep them.

Again, the Senate on Tuesday reiterated its posi­tion that President Buhari should, as a matter of ur­gency, remove the service chiefs and replace them with people with fresh ideas and solutions follow­ing the massacre of over 43 rice farmers in Borno State on Saturday.

They also asked the president to restructure and remodel the entire security architecture and investigate allegations of widespread corruption and leakages within the securi­ty architecture.

Speaking on the issue, the Senior Special Assis­tant to the President on Me­dia and Publicity, Mallam Garba Shehu, described the clamour for the sack of service chiefs as “out of place”.

Shehu, who said this during an interview with Arise TV, noted that service chiefs were appointed and replaced at the pleasure of the president, adding that they would remain as long as Buhari deems fit.

“I am not aware that the tenure of service chiefs is subjected to any law or regulation that is clearly stated.They serve at the plea­sure of the president and (if) the president is sat­isfied with their perfor­mance, he keeps them.The buck stops at his table — with due respect to the feelings of Nigerians.

“The clamour for the sack is out of place consid­ering that the president is not subject to the opinion of the opposition political party, which has clam­oured for this all the time.”

However, a presidency source who spoke with our correspondent on con­dition of anonymity, said the president was not in a hurry to replace the ser­vice chiefs now.

He said though he was unhappy over the current security challenges in the country, the president had “implicit faith in the ser­vice chiefs and they may work with him till the end of his tenure in 2023”.

He added: “People are just blaming the service chiefs because they are just looking at the surface. Like Garba Shehu said, the buck stops on the table of the president.He appointed them and only he can explain why he is still retaining them despite the fact that he receives the blame for security challenges as the commander-in-chief.

“The fact is, the pres­ident knows what many of us don’t know. He has access to many privileged information, especially on security matters. The Minister of Infor­mation has said foreign nations have refused to sell vital weapons to us. How do you expect the service chiefs to prosecute the war without weapons?

“If the president sacks them and replaces them with new ones, which weapons will the new ones prosecute the war with? Maybe these are factors the president is considering which influence his de­cision not to replace them.But I can tell you that the president has no plans to replace them. He has im­plicit trust in them.”

Also speaking with our correspondent, Col. Tony Nyiam (rtd), a prominent member of the defunct National Democratic Co­alition (NADECO), said President Buhari had consistently breached the Armed Forces Act, and that he ought to have changed the current service chiefs long ago.

Nyiam, a delegate to the 2014 National Confer­ence, also said he heard that the president’s fear in retaining the current ser­vice chiefs was because he didn’t want new people he was not familiar with.

He added that the con­tinued stay of the current service chiefs was killing morale in the military as many promising officers with ideas were not allowed to rise to the zenith of their career.

He said: “It is very sad. Over two years now, I have been calling for the service chiefs to be replaced.If you have a service chief who is not perform­ing, the usual thing is to change them. Also, by keeping them, the career of many officers is being ruined because if the service chiefs had left almost three years ago, they would have had three sets of chief of staff.

“So, they are depriving many officers of promo­tion and ability to rise to higher ranks in their pro­fession.This is causing low morale in the army. What I also hear, which is sad, is that the president is afraid that if he changes them, he may find himself with new service chiefs he is not fa­miliar with.

“All I can say is that it is very sad for us as a nation, especially with what has happened in Borno. In any country, the service chiefs, the army in particular, would have gone. The irony of it is that the chief of army staff is from that part of the coun­try. The National Security Adviser is also from that area, yet their people are being killed. I would say it is shameless. The chief of army staff should have resigned.”

Meanwhile, Arewa Stakeholders Consultative Forum has said the inces­sant killings, attacks, and kidnappings in the North had adversely affected most inhabitants of the area.

Rising from an emer­gency meeting in Kaduna, the Arewa Stakeholders Consultative Forum, while reviewing the state of se­curity in the North follow­ing the gruesome murder of 43 farmers, according to the Nigerian government figure, declared: “We say emphatically that enough is enough of these sense­less killing of innocent and unarmed civilians in Borno State and across the northern part of Nigeria.

“The escalation of these killings almost on a daily basis, in our view, is a tes­timony that our troops sta­tioned across the troubled areas are overwhelmed and the strategies currently in operation are not adequate.

“We categorically join millions of voices to call on President Muhamma­du Buhari to, without further delay, relieve the nation’s service chiefs of their posts as they have ex­hausted all strategies with­in their capacity to stop the avoidable killing that has made millions homeless in their own country as they have failed to save Nigeri­ans this tragically-embar­rassing experiences that have continued to make us a laughing stock in the comity of nations with dire consequences for our im­age abroad.”

The group emphasised the urgent need not just for operational strategy of the troops in Borno State but also for a total overhauling of the nation’s security ar­chitecture.

“We advocate robust intelligence gathering as a component of the war against insecurity,” they said.

According to them, “We are convinced that for our troops to succeed in their assignment to bring back law and order in areas currently faced with chal­lenges of insecurity, active collaboration with commu­nities is key as we equally recognise the importance of inter-agencies collabo­ration. A word, they say, is enough for the wise.”

The Northern Elders’ Council (NEC) has expressed solidarity with President Muhammadu Buhari and expressed confidence in his ability to effectively halt the remnants of terrorists in the country following the killing of farmworkers in Borno State. 

The group, in a statement signed by its Assistant General Secretary, Dr Adama Kabiru, on Wednesday, described the killing as "barbaric, repulsive, inexcusable, depraved and deserving of the harshest consequences possible". 

The NEC said persons or groups gloating over the sad incident as a way of deriding President Buhari is tacitly encouraging Boko Haram to kill more.

According to the council, the sad incident should instead serve as a wake-up call to all relevant stakeholders irrespective of pecuniary differences to support the military. 

The group, however, urged the international community to support Nigeria in way of cutting off the terrorists’ access to funding and arms. 

The NEC further appealed to countries that have placed an embargo on the sales of arms to Nigeria to have a rethink.

The Northern Elders’ Council (NEC) is urging that the Boko Haram terrorists responsible for killing scores of farmers in Zabarmari, Borno State must not go unpunished for their abhorrent crime against humanity. The specific individuals that carried out the attack should be identified and dealt with while the campaign to exterminate the terrorist group should be escalated. This is even as we sympathize with the families of the bereaved, President Muhammadu Buhari and the entire nation.

We condemn the killing of these innocent farmers, who were only out to earn their livelihood, in the strongest terms as barbaric, repulsive, inexcusable, depraved and deserving of the harshest consequences possible. The punishment for this crime should be made particularly stiff given the fact that the terrorists possibly targeted the farmers to precipitate a food crisis.

The council regrets that the terrorists and their enablers committed the atrocious murder despite all of Mr President’s sacrifices and that of the Nigerian military by exploiting the political atmosphere in Borno State to inflict pains on humanity. 

The killing of the farmers should now prompt an alignment among all stakeholders irrespective of pecuniary differences. Those sitting on the fence in the anti-terror war must now take a stand in the interest of humanity while those who that usually make justification for the crimes committed by Boko Haram terrorists should now know that it is them against the civilized world that holds the sanctity of human life dear.

We appeal to those currently trying to squeeze political capital out of this tragedy to have a rethink because it is appalling for anyone to be callous to the point of using the death of innocent persons at the hands of terrorists as means of gaining political traction. Anyone gloating over the murder as a way of deriding President Buhari is tacitly encouraging Boko Haram to kill more people, which unfortunately is what a worrying number of persons have been doing. 

NEC is certain that the death of these farmers will trigger actions that guarantee that days of the terrorists are numbered, and this singular wicked and dastardly act is one they will pay the highest price possible for. Nigerians should help ensure this by furnishing the military and security agencies with timely information that will lead to successful military operations against Boko Haram fighters.

We, therefore, urge Mr President to give the command for the Nigerian military to unleash on Boko Haram and any of its known affiliates while the intelligence community is also mandated to fish out terrorists’ enablers to cut off the financial, propaganda and intelligence they receive from their supporters. Resources should be prioritized to scale up the operations to rid northeast Nigeria and the entire  Lake Chad Basin of terrorism.

The international community must at this point shake off their indifference, particularly countries whose foreign policy drive had contributed to the rise of extremism and terrorism. They should support Nigeria by assisting in cutting off the terrorists’ access to funding and arms. NewsOne Nigeria  reports that Rev. Father Ejike Mbaka, who the Spiritual Director of Adoration Ministry in Enugu, southeast Nigeria, has released powerful December prophecy, praying against five things that must not happen.

The Minister of Information and Culture, Lai Mohammed has commented on the killing of 43 rice farmers by Boko Haram insurgents in Borno state over the weekend.

Speaking during a courtesy visit to Governor Samuel Ortom of Benue state on Monday November 30, the minister said Nigeria is still at the mercy of terorrists because they are denied the ability to purchase weapons.

Lai Mohammed described the killing as "unfortunate" and further stated that the terrorists use media and publicity as oxygen.

He said;

Senior special assistant to the president on media and publicity Garba Shehu on Monday took to social media to clarify his statement earlier in the day that 43 farmers who were gruesomely murdered by Boko Haram fighters on Saturday in Borno had no military clearance to resume farming, Igbere TV reports.

Mr Shehu came under backlash after his statement in an interview on BBC.

At least 44 rice farmers were killed by suspected members of the Boko Haram while harvesting their crops, a lawmaker and sources have said.
Sources in Zabarmari, a Borno community known for rice farming, informed PREMIUM TIMES the farmers were attacked as they were working on a rice field at Garin Kwashebe.
The farmers were attacked on Saturday as residents of the state were voting to elect local government council officials, for the first time in 13 years.

The sources said the farmers “were rounded up and summarily slaughtered by the armed insurgents”.

Hassan Zabarmari, a former chairman of a rice farmers association in Borno State, confirmed the incident to PREMIUM TIMES on phone.
“It was a sad incident that took place at about 11 a.m today,” he said Saturday. “The farmers were attacked at the Garin-Kwashebe rice field, and according to reports reaching us since afternoon, about 40 of them were killed.”

“But we have been receiving conflicting information on the casualty figures – some said it was up to 50 farmers that were slaughtered.”
A member of House Representatives, Ahmed Satomi, who represents Jere federal constituency also confirmed the incident in an interview with PREMIUM TIMES.

“It was a very sad development that happened today at Zabarmari rice field general area,” he said.
