Minister represent the entire nation in a particular sector while Senator represent one third of a state. Moreso, minister a major share of the national. In a sane country, senators has no budget at all except allowance. But in Nigeria; senators demand cornered constituency projects, demand share of budget from minister in the course of oversight functions, allocate burgous allowance for themselves. |
