There's investment apathy by foreign investors because the project in itself is not bankable, hence the failure to raise bonds on the international market to finance the project. So the NNPC being peopled by the northerners decided to use the FG to gurantee the project just so as to secure the construction of the project.
This project has a higher probability of failure.
