Carrying out revenge bombings would be a very foolish act. First you don't even know the identities of the attackers not to talk of their positions. It's definitely not the Taliban that carry out the attack. So who will you be bombing - just innocent civilians. You might even end up bombing the Taliban and exasperate an already precarious position. The US must still find a way to work with the new Taliban government to evacuate the remaining US citizens safely.

Biden could not stop the withdrawals without serious political backlash for himself and his party. President Trump had already primed the US electorate to reject US troops getting involved in overseas conflicts, just like he had primed many US citizens against immigration - both legal and illegal. Biden reversing the Pentagon's order to withdraw all US troops by may 31 by sending thousands of troops back would have been political suicide.
