Sorry to say but the writer of the piece you posted is wrong. If you read the law setting up the Sovereign Wealth Fund, it never said it will replace excess crude account, it never stated excess crude funds will go directly into the sovereign wealth fund.

It says nothing about the excess monies above budgeted crude prices.

If it attempts to talk about excess crude prices and that such monies should be paid into its accounts, then it will fall into the same trap as the excess crude accounts. Unless the constitution is changed, revenues must first go into the consolidated revenue account before it can go anywhere else.

If you insist that ECA is the same as SWF, why then has the amount in the ECA not grown more than $2 billion since its creation in 2011, and at the same time the excess crude account keeps growing.

Don't argue blindly. The Excess crude account is an illegal account and to bypass the technicalities and legal issues associated with it, the sovereign wealth account was created. The money that goes into that account, is money that comes from the excess profit made from sale of crude which used to be stored in the excess crude account before. The SWF is not the same as ECA. Even Google can help you clarify the difference.

Under the Obj government, the ECA(excess crude account) was created and it was causing conflict and governors were insisting it was an illegal account and it continued to yar 'Asia's tenure. By the time Jonathan came in,same issue was still in contention and he decided to create the swf(sovereign wealth fund) account which was passed into law by the national assembly and it replaced the excess crude account. Where you saw her mentioning excess crude account there, is to make it easier for readers to understand as that was the previous name it was known as. Even after the swf account came into existence, it was still referred to as the ECA cause that was what we were already used to.

Before you start talking about an account that is illegal, make sure you know which is which. Under OBJ, it was illegal cos it wasn't backed by law but under GEJ, it was legal as it was duely passed into law with legislative backing.

Sorry to say, but you are talking from a position of ignorance. Excess Crude Account (ECA) is not the same thing as Sovereign Wealth Fund. Excess Crude Account that excess monies realized from sale of crude is kept. This excess crude money is the difference in revenue based on the budgeted crude price ( which is usually lower than the actual price) and the actual amount realized from the actual price.
This excess crude account is illegal because all revenue should first be paid into the consulated revenue account before it is shared.

The sovereign wealth fund however is contributions (mandatory ) by all tiers of government after they have received their share from the federation account. The contributions are to be managed by a body called Nigerian Sovereign Investment Authority, headed by the president and having all state governors as members.

The sovereign wealth funds was to act as investment for all tiers of government and as savings. The SWF was initially funded with $1billion take off grant from the federal government.

It is not a claim, the ECA is illegal. According to the Nigerian constitution, a revenue accrued the federation must be paid into the consulated revenue account from where it will be shared by the 3 tiers of government according to the revenue sharing formula. The illegal ECA account was created by Obasanjo and through his tenure the governors were at loggerheads with Obasanjo. They threatened severally to take the FG to court, but Obasanjo was able to manage the situation. If the case should ever go to court, the FG would lose as the constitution does not make provision for ECA.
During Jonathan however, the governors rebelled against the ECA again and threatened to go to court, primarily because the accuse the FG of dipping hands into the ECA without their knowledge or consent. So Madam world Bank was forced to share some portion (not all ) of the ECA.
Now according to the revenue sharing formula, the FG gets about 52%, while the states together gets about 24%. This means Aregbesola only gets 1/36 of 24% of the money, so I wonder why you guys free Okonjo-Iweala and her oga and instead is obsessed with Aregbesola.

If you project the same stone from the earths orbit at 42.1km/s, it will escape the sun's gravity. Buy properties in Dubai is no big deal. It depends on the worth and value of the properties. I have friends who bought properties in Dubai through properly companies in Nigeria. They have one, two or three bedroom apartment buildings, which started from about $120,000. ( that was when they bought it about 10 years ago). They allowed flexible payment terms. The apartments are rented on your behalf as an investment.

So it is not unreasonable for a General to afford such. Be aware that Nigerians generals and even ratings (korofo ) do not depend solely on their salaries. Their posting and operational allowances can sometimes be higher than their salaries. I have an in law who is a naval rating and her allowances alone is almost as much as her salary.

Finally, there is no law than mandate your sources of wealth must be known in Nigeria, so public servants who are suspected to have stolen money can only be charged with breaking the code of conduct bureau act, under which undeclared properties can be seized.
