There are administrative heads and political heads in Ministries. The Minister is the Political head, while the Perm. Sec. is the administrative head. Mind you, many of the Perm Secs. are Phd holders and Professors, hence your logic collapses on its face.

The National Security Adviser (NSA), Major General Babagana Mongonu (retd), has sacked all the 12 directors in his office.
 
The NSA inherited the directors from his predecessor, Colonel Sambo Dasuki (retd) who is currently facing charges of illegal possession of arms.
 
The directors were some retired senior military officers and others who were seconded from various government agencies
 
They were handed the letters relieving them of their services in the NSA’s office before he travelled with President Muhammadu Buhari to France on Monday
 
Informed security sources disclosed to the Tribune Online that General Monguno had, last week Thursday, held a brief meeting with all the directors where he informed them of a lot of things going wrong in his office
 
According to the source, the issue of allowances and welfare of junior staff were not taken serious by the directors as they allegedly did not care how the personnel were faring.
 
He consequently directed them to prepare their handover notes within one week and hand over to their next in rank.
 
The NSA further directed those deployed from other agencies and are still in service to return to their formations.
 
The directors of the various departments sacked are; Departments of Internal Security, Defence Affairs, Communication, Economic Intelligence, Special Duties and Counter-terrorism Centre.
 
Others are Departments of Lawful Interception, Behavioural Analysis, Policy and Strategy, External Security, Administration and Finance and Presidential Communication Command and Control Centre

ilekeh, i think for this people it is beyond just saying to them to go to Aba where they come from. They both indigenes land and build, also rent it high to the indigenes. Infact i heard they have colonise ikorodu area both interiors where the indigenes sold land at an exorbitant rate to them. The picture of what is happening is a situation where average igbos lives like gods in those communities while their yoruba's hosts who are not interested in investing the huge sum of monies from land sells lives in mostly unpainted and old houses. I think the yorubas should be blamed. I am telling you of what is happening even in ekpe area. Dont be deceived, the igbo has come to stay. it is high time the yoruba's stop selling their ancestral land to the igbos. They will sell all their properties to igbos and later rent thesame to yorubas who will pay higher. A country like Nigeria should not have an official religion because that will further complicate things in the country. PMB has made a wise decision unlike some previous administrations were you hear that Nigeria has been declared an Islamic nation.

What wise decission, more over this statement does not in any way stops the mentality of northern hausa fulani muslims in imposing their religions to people who want to switch off from islam. They are delighted in people sighning in to islam but if one wants to sign out, they will try to shut your whole system down with pesecutions and death. Literally and in a real sense the official religion in the North is islam, in the East is christianity and in the west is islam, christianity, chrislam which is fast growing up. All the regions has pockets of traditional worshippers with osun and sw reviving theirs, making it the fastest growing religion in the SW. In the east, judaism is the fastest growing religion and it appeals more to traditional worshippers who believe that it relates some how to Hebrews-jewish ancient religion. Presently a lot of synagogues are scattered in the Se esp in anambra state. The fastest growing religion in the whole north despite oppression of islam is Christianity, although far much higher in non hausa fulani enclave. Before 1960, there less than 13% christians in the north but today, you guess is good as mine.

The president made the declaration Sunday in Port Harcourt, Rivers State, at the Catholic Bishops Conference of Nigeria.

He advised that the poor and vulnerable in the society should be considered, as they constitute two-thirds of the population, and advocated for substantive investment in education, teachers’ training and entrepreneurial training, calling for the diversification of the economy and investment in infrastructure.

In his speech, Rivers State Governor Nyesom Wike promised to maintain good relations with the Catholic Church, saying that he would support missionary schools and make them regain their lost glory and prestige; “so that they can become centres of educational excellence.

“As my government settles fully into the business of governance, we hope to engage the church in all the areas where our unique competence and moral suasion are likely to bring about a faster realization of the common good of the people.”

In reality, we know what is happening. No official religion yet millions of Christian indigenes scattered all over the core northern states are considered worst than animal: denied of right to worship, jobs, education, employment etc. No state religion but hundreds of thousands of moslems in the north who are tired of islam and desired to converted are persecuted and killed.
