By Franca Ochigbo With $12billion in 2007 and $20billion in 2008 Foreign Direct Investment (FDI), Nigeria is 19th in the world’s ranking and among the 20th strongest economies, the United Nations Conference, Trade and Development (UNCTAD) has said. According to the World’s Investment Report 2009, which was released yesterday, FDI inflow is estimated to fall from $1.7 trillion in 2008 to below $1.2trillion in 2009. Recovery is expected to be slow in 2010, reaching no more than $1.4trillion. But gather momentum in 2011 to approach $1.8trillon. Making the disclosure yesterday in Abuja, the Chief Executive Officer (CEO) and Executive Secretary of the Nigerian Investment Promotion Commission, Alhaji Mustafa Bello, attributed the development to what he called the steady flow of investments across the world. Bello, who spoke at a press conference on the release of the World International Report 2009, was represented by the Director of Finance and Administration, Mr. Steve Amase. He said: "In 2007, Nigeria’s FDI was $12billion. In 2008, it went up to $20billion, mostly in oil and gas, agriculture, and manufacturing. Nigeria has hit its target of being among the 20th strong economies in the world. "In Nigeria, the Olokoba LNG free trade zone, a consortium of BG international in partnership with Chevron and Shell, by the time the project is completed, the investment will be in the region of $500million. This is one project that has attracted huge FDI. "The other one is the Chinese Energy company, CNOOC Ltd; they have taken up about 45% in the offshore. They purchase the offshore for about $2.3billion; they have gone ahead to take it up by $45million. This has brought in huge inflow of $3billion." "The report presented today is being presented in four cities of the world. Nigeria is presenting its own on behalf of sub-Sahara Africa. It is intended that all the reports will be presented at the same time." On the decline of FDI, Amase explained: "While the FDI inflows declined globally and in developed countries where the financial crisis originated, flows to developing countries and the transition economies of South-East Europe and the Commonwealth of Independence states continue to rise last year. "For about five years, there has been steady increase in inflow of foreign direct investment across the world. Picking up to about $1.7billion in 2008, by expectation giving the economic and financial crisis the situation will not be so by 2009, it is expected that there will be a decline in the inflow to $1.2billion. "The expectation is that by 2010, things will begin to pick up to $1.4billion, by 2011 it will swing up to $1.8billion. In developed economy because of the financial crisis there is a decline in the inflow of investment by 29%, surprisingly the story is different in developing economies. While inflow of investment has been declining in developed economy it has been increasing in developing economies, picking up to about 43%. "In specific terms for Africa 2007, there was an increase of 63% of FDI picking up to high level of $88billion. In South East Asia, the increase has been in the figures of about 17% picking in real money terms up to $298billion. In the Latin America and the Caribbean’s the increase have been 13% in real terms up to $144billion. "In the South and Eastern part of Europe, for consecutively six years there has been steady increase in FDI, for 2008 the increase picked up with $114billion, for West Africa 2007 FDI picked up with $16billion. By 2008-2009 records have shown that inflow into this region has reached $26billion. "The reason for the growth in FDI is that there has been a number of new injection of funds in projects in this regions within the period under review. In Ghana, Vodafon which is a UK group moved into Ghana telecom and took up to 70% space in Ghana telecommunication company, bringing in an inflow of about $900million." Bello said there had been some huge injection that has beefed up the investments. Friday Ekeoba, Odidison Omankhanlen and Lanre Oyetade, Lagos - 18.09.2009 THE impasse between the Academic Staff Union of Universities (ASUU) and the Federal Government, on Thursday, took a new dimension when the State Security Service (SSS) paraded four suspects in Abuja, for allegedly planning to kidnap the Minister of Education, Dr. Sam Egwu, and his Labour and Productivity counterpart, Prince Adetokunbo Kayode (SAN), for ransom. The Assistant Director, Public Relations of the SSS, Mrs. Marilyn Ogar, told newsmen that the suspects plotted to kidnap the duo with intent to make fast money out of the crisis. The suspects are: 58-year old Abdallah Alfa alias Ambassador, and three students of the University of Abuja (UniAbuja); Kingsley Njoku Obi, Aniabor Ochuko, alias Kelly Handsome; and Chilaka Rowland, alias Peace. It was gathered that after the kidnap, the suspects were to have demanded a ransom of N300 million from the Federal Government. They were also to have asked the Federal Government to sign the contentious agreement with the ASUU, and a reduction in rank of the two ministers. Ogar further revealed that the leader of the gang, Alfa, was said to have planned to release Kayode and kill Egwu after the ransom would have been paid. According to the SSS, the suspects, who were arrested on September 12, 2009, would be handed over to the police for prosecution after investigations were concluded. It was also learnt that the chief suspect, Alfa, had been claiming that he was the Nigerian Ambassador to Spain. Ogar said: “The Service has arrested the following suspects who planned, though unsuccessful, the kidnap of the Minister of Education, Sam Egwu and that of Labour and Productivity, Adetokunbo Kayode. “While three of them are students of the University of Abuja, preliminary investigations showed that the plan was designed to serve as a forceful way of ending the ongoing strike. “The suspects have owned up to their plot and strategies to achieve their objective before they were nabbed by the Service. The Minister of Education was to be forced to sign an alleged agreement with ASUU. They further planned to demand a ransom of N300 million from the Federal Government as a condition for releasing the ministers, should they have been kidnapped. “However, part of the plot was to equally kill Egwu, the Minister of Education and release Kayode after the ransom would have been paid. “The choice of using students for the operation was ostensibly to make the exercise and the subsequent demand appear as if geared towards the Federal Government and ASUU impasse.” The SSS spokesperson added that investigations by the agency revealed that Alfa, the leader of the group “is an incurable fraudster given his antecedents. He has been associated with previous attempts to obtain money under false pretences. “While he hails from Dekina, Kogi State, he claims to be Hausa from Kano. The plan to kidnap the ministers was discussed in his house in Abuja. He not only promised to sponsor the attempt, he initiated it. He recruited others and promised them the sum of N14 million with an initial payment of N4 million.” Giving a brief on the three UniAbuja students, Ogar said: “Obi who is 23 years old is a 400 level student of Political Science at the University of Abuja. He resides in Abuja. He was part of the original plot to kidnap the ministers. “Ochuko is 27 years old and hails from Oha Town, Okpe Local Government Area of Delta State. He is a diploma student of the University of Abuja and claimed to be studying Computer Science. He came all the way from Warri, where he has been resident since the ASUU strike, for the kidnap job. “Roland owned up to his membership of the Confraternity. He hails from Umuezube Umuokrika, Ahiabo Mbaise Local Government Area of Imo State. A 28-year-old final year student of Political Science at the University of Abuja, he invited Ochuko into the plot, for which they were to be paid N14 million.” The four suspects confessed to the plot when answering questions from newsmen. The students specifically said it was Alfa, who recruited them to carry out the kidnap of the two ministers, adding that they were to be given N4 millon for logistics and the balance of N10 million after the plot was successfully carried out. But Alfa denied the allegation of planning and recruiting the students for the kidnap, saying it was the students who brought a proposal on how to kidnap the ministers to him and asked him to finance it. Although, the SSS were not forthcoming on how they uncovered the plot, Nigerian Tribune gathered that one of the students, who was scared, confided in somebody who later blew the lid on their nefarious plans. The source, who spoke in confidence, said: “The boys were scared and had to confide in somebody, but our anger is why didn’t they come forward and report to us: It took us time getting them.” Besides, the SSS lamented that “Alfa, a 58-year-old father, who is supposed to serve as a role model to the younger ones, cajoled them into carrying out the nefarious act, thus capitalising on their seeming frustrations and desperation to go back to school all means. Ogar added: “This Service will definitely not watch and see undesirable elements take laws into their own hands. The Federal Government is, no doubt, making good efforts to ensure the safety of all law abiding citizens in the country. All stakeholders are invited to partner with the Federal Government in this regard.” When the Nigerian Tribune sought the reaction of the minister of education through his special assistant on the development, he confirmed that the minister had been briefed of the attempted kidnap on him and his labour colleague. He said: “Of course, he was surprised on hearing the information, but observed that such has become the case in Nigeria now, that even when one occupied a strategic position in this country, one is not even spared of these kidnap cases. “It must be the hatch work of some disgruntled elements in the system who don’t want the progress of the nation,” he said. The progress being made at the gubernatorial elections tribunal which is handling the outcome of the controversial election re-runs in Ekiti state has attracted the attention of Nigeria’s controversial AGF, Michael Aondoakaa, who has now decided to help remove the chairman of the tribunal, Hamman Barkar. Mr. Barkar's "offence" is that he has permitted "too many" exhibits, including videos, at the tribunal where the Action Congress (AC) candidate, Kayode Fayemi is challenging the fraudulent election of the incumbent and People's Democratic Party candidate, Segun Oni. Three nights ago, Oni met with three other persons at the government house: Adebayo Adenipekun, a lawyer from Afe Babalola’s chambers; Tunde Ogunsakin, the recently dismissed Director of Operations at the Economic and Financial Crimes Commission (EFCC); and an aide to the governor who is expected to handle the financial aspects of the operation. Sources told Saharareporters that Ogunsakin is acting on behalf of Aondoakaa in the transaction. He remains close to the AGF despite his sack from the EFCC after he was accused of examination malpractices by the agency, and he remains in the police force. The new plot is to blackmail and remove the tribunal chairman. It would be recalled that in the last tribunal, Chief Afe Babalola caused two chairmen of the tribunal to be replaced as well. Great idea but can't work in Nigeria. The proposal will just create an avenue for some group of people to loot public fund for the next 50 years. Nigeria have witnessed a lot of good policies on socio-economic and infrastructural development for the past 48 years but none of these well meaning policies yielded result especially in the Agricultural sector alone policies such as back to land, NYSC pilot farm scheme, Roots and Tubers expansion, Rice initiative, Cassava Initiative and so on. I wrote a proposal of recent to an international organization on Wetland "WETLANDS" on the development of wetland in a part of the country for wetland rice production. It took the intervention of a friend who works with the organization before my proposal could be approved because those people complained that none of their interventions in Nigeria have ever produce result due mainly to mismanagement of grant. |

Nigerian Compass 11th September 2009 Kunle Olasanmi, Abuja FORMER Chairman of the Economic and Financial Crimes Commission (EFCC), Malam Nuhu Ribadu, was yesterday accused of working with foreigners to destabilise the country. The Attorney-General and Justice Minister, Michael Aondoakaa, (SAN) accused Ribadu of treason and “working against the interest of the administration of President Umaru Musa Yar’Adua.” The allegations against the former EFCC boss border on the provisions of the criminal code. The chief law officer of the country, however, said that no amount of propaganda from Ribadu can destabilise the country because the President is trying his best to uplift the standard of living of Nigerians. He also threatened to sue the former EFCC boss “if he comes to Nigeria to say all that he is saying abroad because nobody can remain in an office forever.” “He is giving false information to the British government about the situation of things in Nigeria. It is all false.” Ribadu made a deposition in a London court that Yar’Adua’s Principal Private Secretary, Mr. David Edevbie, signed an agreement between three former governors and Vmobile to sell the states’ shares to the telecoms company. The former governors are Victor Attah (Akwa Ibom), James Ibori (Delta) and Bola Tinubu (Lagos). “I won’t succumb to blackmail. If he (Ribadu) comes to the country and say all that he is saying abroad, I will sue him. Nobody can remain in an office forever. His appointment must be subject to the confirmation of the Senate. All the information he is giving to the British government is to embarrass and undermine the Federal Government,” Aondoakaa said. On the Halliburton scam, Aondoakaa said the retirement of Mr. Mike Okiro, former Inspector-General of Police, slowed down the work of the committee set up to investigate the scam. He said the N50 million approved for the committee by the Federal Government has been released by his office. The AGF also declared that the EFCC has cleared the former governors of alleged money laundering on the Vmobile scam. He however said the case file of the former governors on other cases has not been closed It was alleged in a petition during Ribadu’s tenure that the former governors sold the shares of the states to Vmobile (now Zain) through a company called African Development Funds Incorporated. It was further alleged that the transaction was not transparent and that it was used for money laundering. The revelation of their clearance was as a request from the British government for more information about the deal. According to the Attorney-General, he was not aware of the case until the British Home Office wrote him on June 1, 2009 for information on the case. He said after he got the letter from Britain, he requested for the file. Aondoakaa said: “This case has to do with Vmobile shares involving three former governors, Chief James Ibori of Delta State, Senator Bola Tinubu of Lagos State and Obong Victor Attah of Akwa-Ibom State. I was not aware of the case when I assumed office. I got a request for Mutual Legal Assistance Treaty (MLAT) from Britain on June 1, 2009. “There is a company called African Development Funds Incorporation. The company was engaged to sell the shares of the states to Vmobile. “While transaction was going on, the EFCC got information that the transaction was not transparent and that it was to be used for money laundering. EFCC started their investigation. I was not the AGF when it started. The EFCC said Access Bank was the bank used during the transactions. “During investigation, it was gathered that the EFCC ordered Access Bank to stay action on the deal, that the commission was investigating the deal. Later, the EFCC wrote the bank that the issued has been cleared”. He also denied the allegation that the agreement to the deal was signed by Edevbie, who was Ibori’s commissioner. “At the time the request was made, EFCC had cleared the former governors. I didn’t ask the EFCC to clear the former governors after I got the request from Britain. All they have done is to embarrass the government. I can’t grant any request if all the ingredients of the offences were committed here. “It is a lie that I have ordered the cases of the former governors to be withdrawn. The cases are still going on.
