Yes you can.
But to be honest, that is not the point of US, advising against it. People need to realise that they really really need this fund to survive in the UK. Atleast for a couple of months.
I would say have a 6 months fund while coming, then try to work for the rest. But it's very hard considering the schedule of the school year
