TOLLING would commence at the Admiralty Circle Toll Plaza only upon the certification of the toll road as ‘fit for purpose’ by an independent engineer. The independent engineer is already certifying work that has been done so far.
The benefits that will be availed road users include improved journey times, such that road users are able to save valuable time, commuting from one place to the other. Also, with the revamped expressway scheduled to undergo round-the-clock maintenance, the usual problems such as dangerous potholes and uneven road surfaces which road users regularly encounter and which often pose grave dangers would be eliminated.

SIX days ahead of the scheduled August 2010 commencement period of the Lagos State government’s planned tolling scheme for the Lekki-Epe Expressway, clouds of uncertainty have continued to hover above the scheme, as government and unrepentant stakeholders stick to their guns over divergent positions on the project. While the state authorities, speaking in the same vein with the concessionaire for the scheme – The Lekki Concession Company (LCC) – insist the scheme is the answer to the perennial infrastructure problems plaguing the highway, residents in communities located along its route have remained staunchly opposed to the tolling implications for all users of the road.
LCC officials, however, assured members of the State House of Assembly who waded into the dispute that the rumoured August 1st take–off date was not true, but that the firm expected the scheme to be up and running sometime during the month.

I am not sure there is a "best" textbook for Java.

While learning Java, I had the opportunity to read a lot of textbooks. Today, the one I first recommend to people trying to learn the ropes is Jacquie Barker's "Beginning Java Objects: From Concepts To Code". (see http://www.amazon.com/Beginning-Java-Objects-Concepts-Second/dp/1590594576).

Very good book I have to say, not just teaching the language, but showing with clear examples how to apply the language features & OOconcepts to real problem solving.

Latest edition targets J2SE 5.0 tough.

That Android is Linux based makes this correct, in theory. But theory != practice. I am waiting for the first Android phone on a low end device. All we hear of are HTC Hero and G1's et al. For f^cks sake, the Hero is powered by a 528 MHz Qualcomm® MSM7200A™ CPU with over 200 MB of RAM! This is more than quadruple the spec of my first computer could offer

Isn't it interesting that the rev2 article  (@ http://www.rev2.org/2007/11/13/5-reasons-why-android-will-revolutionize-the-mobile-industry/)  - which you essentially plagiarized in your post - was first published in 2007?! Three years is a very long time in "mobile tech" world. How has Android fared in that time?


The "revolution" in the mobile industry started long before Android. Someone told me it (the revolution) started in 2003. I'd say even much earlier! As of today, it is not just Android vs iPhone. Symbian (which still has a lion share of the smart phone market) is now open source (how about that?). J2ME  (which is the most widely deployed platform, with billions of handsets in use as we speak) apps can now offer truely astonishing UI's (thanks to open, standards complaint libraries like LWUIT and SVG support) - I wont even mention "THE KILLER" (MIDP 3.0). Then there's Nokia, with Meego/Maemo, opening up and tooling Qt/C++ developers too. I can go on and on . . . . I can even take each of the 5 reasons you posted above and make them look like a huge joke, I won't bother.

My point is, its not just an Android party, at least, not from where I stand. It would be great if you can include a balanced view of the options out there as you preach your Android sermon to what seems eager Nairaland  congregants.

I did my Java certification  exams (SCJP, SCJD and SCWCD) at Bi-Trax Axxent, Lekki. It is a Prometric/Vue center. This was a long time ago (in 2003/2004) so I don't know for sure how the system works nowadays but back then, I had to ring Bi-trax requesting that I wanted to sit the Sun Java Cert exams and they gave me dates I could chose from, we fixed a date, I travelled to lagos (I was living outside lagos), paid cash, registered and wrote exam same day - I think you will need some form of ID.


I suggest you search for Prometric centers in Nigeria (Bi-Trax is/was just one, there are others) and give one or two of them a call to find out more details. I just google Bi-Trax and came up with this website http://www.bi-traxaxxent.com. Their address and phone number are at the bottom of the home page.

Lekki road: LCC introduces toll-free number for reporting incidents

The Lekki Concession Company, the concessionaire of the Lekki Toll Road, has unveiled a toll-free number for reporting road incidents along the road by members of the public to facilitate prompt responses to incidents along the road.

It is expected to help in the maintenance of free flow of traffic as well as reduce the number of potential fatalities as a result of traffic incidents on the road.

The company unveiled the number to participants at the fourth interactive workshop on traffic management, health, safety, environment and law enforcement on the road last week. It also disclosed that steps were being taken to further enhance and accelerate incident reporting and response process, while also providing stakeholders with information concerning LCC‘s radio communication processes.

There will be chaos when they start charging tolls.
I guess it will all depend on how much is charged, how much progess has been made in expanding the road and how much relief the expansion is perceived to have brought.

If the expansion does not appear to bring relief to motorists, and the toll is high, obviously that will be a recipe for chaos.

If Lagos State govt has already signed a contract with LCC to concession the road and allow tolling, can they (LASG) now not honour the contract due to the populace pushing back the idea? Surely, the Lagos PDP propaganda machinery will want to exploit this .


Things will get interesting in this Lekki axis, no doubt. I am staying tuned.

I'm a Petroleum Engr working in the Industry. My background is Chemical Eng first degree and an Msc in Pet Eng. I think is better to have your first degree in another engineering specialty before an Msc in Pet Eng even if you want to work as a Pet Eng. Pet Eng is a bit narrow and with an Msc you can cover all you need to know in one year and the rest comes with exp. Most of my colleagues took the same root as I did ( not necessarity Chem Eng, some EE, maths, Mech or even geology). As per getting a good job, a good degree is a good starting point, most companies require a 2.1 and above and pray to God as well. I hope this helps. Good luck. it pays to work hard!!!

For the oil sector, it doesn't really matter what engineering you do at undergrad, I think. These days, it's a lot more competitive, with most engineering fresh intakes having masters degrees already.

Also, if you can travel, goto Benin city: For metal works, visit Igun Street; wood work and other works of art, go to Airport road. Both of these roads are linked/close to the city centre. You can find both Igun Street and Airport Road if you zoom into Benin City on Google maps.

You really do not have to do anything. You can very easily own two valid passport without cancelling the old one provided you satisfy these two important requirements:
a) Your old passport is expiring within 6 months at the time of applying for the new one
b) You are not to travel with both while the old one is still valid and not cancelled

The fact then is, you can renew your passport without cancelling the old one if you satisfy the points above. If you were a British or an American citizen, once you apply for the new one, the old one is automatically cancelled before the new one is issued even if you did not forward the expiring copy

My brother is british and when he did a change of name he applied for a new passport while the old one was still valid. They issued him a new one. A few months later he tried to travel to Germany with the old one but was turned back at Heathrow because he was carrying a cancelled passport

You will not have problem with the Norwagian embassy on account of the old passport. How are they to know our system is not automated to cancel old passport when a new one is being issued?

As for the British visa on your expired passport you need to tranfer it to your new one. However the Americans accept a visa on an expired passports provided you are also carrying a new and valid passport

I was born and grew up in Benin, and as much as it hurts to read some of the things written here, it also saddens me that most of it is the truth. I have often wondered why my home city has remain in the squalor it's in to this day. Everything bad and evil happens in that city, kidnapping, armed robbery, international prostitution, where you see parents and husbands sending their loved ones abroad to go love-peddler and all this mostly becos the next door neighbour built a five bedroom duplex, idol worshipping, and yet you find churches in every street corner, you cannot worship two Gods at the same time, but it appears that message has not reached my people. We have the biggest hypocrites too, I mean how do you explain the way the Igbinedion family is worshipped by the same people that they robbed. There is chronic lack of exposure, that is why you see most of the men still living in their family homes in their thirtys. Another big problem is our inability to let go of old things e.g traditions that have brought us nothing but set backs, when the world is moving on, we are still hanging on and putting so much importance to irrelevant things, and because we put so much importance to what people say about us or our family we are afraid to break away from the usual mode or way of doing things. The worse disease in Benin, is ENVY, you dare not be successful, because the next thing you will know is someone is out there trying to eliminate you. This is one of the reasons you see the successful sons and daughters never going back home to invest in the city and a city where no one is putting money into will definately deteroriate and that is exactly what is happening in Benin. Until we change our mentality and begin to realise that when one person is successful and is given the opportunity to create other opportunities for other people, then Benin will remain the way it is. We need common sense, Nothing will happen in Benin until it becomes a safe place to come to.

Hi, and sorry for the long post.


I obtained the old international passport in Aug 2005. I applied for and was granted a UK student visa in 2006. The old passport is due to expire in Aug 2010, however I have UK FLR Visa (Work Permit) which is valid until 2012 + a US B1 visa valid until 2011.


When I visited home this march, I thought that since my old passport would soon expire, it was going to be a good idea to renew my passport (@ home). I did not want to go through the stress of renewing in the High commision in London. The immigration folks told me that my old passport will be replaced with the new e-passport. I collected the new e-passport 2 days after application (march 2010). I was not aware that my (still valid) old passport should have been cancelled on collection of the new e-passport, I simply collected the new e-passport and was told I could go.


However, when I was about to leave through MMIA a few weeks later, our immigration folks saw me with both passports and said it was criminal, that the old one should have been cancelled. I was like "I have 3 valid visas on my old passport, how the hell are you going to cancel it?". The immigration people said they were going to arrest me for holding two valid passports. I said "look the old one will expire in less that 5 months time, and since I wont visit home in that period I decided to renew during this visit, there is no criminal intent". After prolonged discussion and since they were insisting that I could not have two passports, I said "ok, if I destroy the new one here in your presence will you let me go with my old one (that is still valid)? I have visas on the old one and nothing on the new one". They then suddenly said "na you sabi, do whatever you like" and left me. I then proceeded with the old one and kept the new one in my bag. Because of the fuss they made (I was delayed for more than 30 minutes) I felt I would have problems at Heathrow if I flashed both there so I kept the new one in my handbag and showed only the old one at Heathrow.


Subsequently, I have done a bit of research on the internet which tells me that indeed the old passport should have been cancelled when the new one was issued. But how was I suppose to know this? The immigration people at the passport office (where I proceesed the new one) were more interested in their egunje than anything else.


I need to travel to Norway in October (after my old passport would have actually expired - it expires in August), and will need apply to Norway's embassy in London for a schengen visa. I am just worried whether the fact that my old passport was not cancelled when my new one was issued will be an issue. Remember that it is this old passport that contains my UK residence permit, one of the requirements for applying for a Norway visa in London. At the time I apply for the schengen visa, I would need to use the new passport (old one expired) so I guess the embassy folks would be checking to see if indeed it is a replacement for my old one, and the fact that the old one was not cancelled may introduce doubts, I think.


My research shows that when a passport is cancelled, the corners are simply clipped or holes punched in it. But it appears that in some cases that "CANCELLED" is stamped on it. Even worse (mostly in India) the new passport contains a note that it is a replacements for "XXXX" (where XXXX is the old passport number). Do I just punch holes and clip the edge of my old passport (i.e. cancel it myself)? Is there anybody here whose old passport was cancelled when being replaced by the new e-passport, how was it done - stamped, puched, clippedhuh


If I have to go back home b4 the old one expires just to get it cancelled, then that would be a heavy price to pay.

True. Witnessed Akpakpava Rd being expanded. Same goes for the road that leads from Ugbowo into the city center. Heard others are being worked on too, but didnt have time to visit other areas of the city.

King Square given major, major facelift, street traders removed.

You can say a transformation has started, lets see if he can sustain the tempo and do a Fashola (or better) in Edo state. Watched the governor on TV doing some interviews, body language says he is worried about funds being sufficient for the projects he has started or wants to start. If I were him though, I would first focus on projects that could generate revenue then later on the capital intensive ones that wont (like road expansion).

Heard from a long time associate of the gov. how he has been strugling with a certain vulture from Uromi who wants federal allocation appropriated in his sitting room. Might explain the governor's alliance with other equally unholy power broker, including a certain gap toothed Maradona.

I am considering moving this thread and the twin thread  "What is happening on the Badagry Axis?"  (https://www.nairaland.com/nigeria?topic=427403.msg5975442#msg5975442) to the political section.

This is because I have noticed that the properties section has gradually degenerated to an "Oyingbo market" where the exchange of useful information and ideas has been relegated to the background.


Vigorous debates seem to have given way to pure consumerism.

I recall that there was a sugggestion that the section be broken up into sub-sections to take care of the "sellers" and others.

Unfortunately that has not been done till now.

While some threads are "locked" and are always at the top of the section even though their appeal to the generality can be faulted, other more general ones get lost in the wave of "for sale posts" within minutes of being posted.

I have also observed that no thread on the properties section has made it to the main page of Nairaland in recent times.

While appreciating the work of the moderator, I think more could be done.

Meanwhile, I am seriously considering relocating the threads.
I understand how you feel. I share your disappointment about the fact that no action has been taken on splitting up the property boards or at least curtailing the number of ads by insisting that agents posts their ads in groups (i.e. one ad thread could contain multiple ads at once rather than  single separate threads for each ad). It becomes more annoying when, as you noticed, some of the "pinned" (i.e sticky topics or "Locked" as you called them) do not appeal to the generality.

I honestly think the twin "What is happening" threads belong to the property section but agree they will have more visibility in the Politics section given the current shambolic state of the property section. Its a good thing you have the option and can move to Politics if you want (worse case scenario will be to move threads back property section if/when sanity returns).

Brilliant threads like this are being enveloped and lost in the enormous amount of ads in the property section.  Creating two sub-forums within this property section - one for Articles/Info threads (like this thread) and the other strictly for Ads threads will solve the problem as you wont have to sticky threads like these since they will be easy to find in the Articles/Info sub-section. This has been suggested in another thread which, not surprisingly, is now lost in the Ads.
