Go and study some of the events after 2019 general election, he tried his possible best to stop Tinubu but could not succeed. Buhari want Tinubu out and at the same time want to use APC structure to install his anointed successor. He knows that Tinubu being a strong pillar holding the coalition, any attempt to pull him out will jeopardize the chances of his anointed candidate.

Like I said before, Tinubu being a smart and intelligent politician has forseen this for a long time. He knew withiout New PDP and former ANPP, CPC can't do withiout ACN or win any election, so his first move was removal of new PDP/ANPP, which gave him a chance to have a large share of party structure under him.

Besides, Buhari having notice that CPC don't have real party structure but solely depends on his personality, it would be foolish for him to trade Tinubu for someone that opposition can easily defeat. He also fear being probe by opposition government should his candidate fail to win.

As for Atiku and Obasanjo saga, the former made a lot of mistakes during his political journey. He lacks patient, wisdom and always believe he can have his way even against all odds. He should've simply stay in PDP and take over after 4 years of Jonathan administration. Or better still, form a formidable opposition party and took his large followers out of PDP before the end of Obasanjo 2nd term.

They gang up to remove his installed chairman in Adam Oshiomole, intentionally backed Obatseki against APC in Edo, used his loyal friends and disciples against him. But the man being a smart and intelligent politician use patient and his advantage in party structure to put them in check.

Besides, Tinubu and Akande are just too big for Buhari to decide for. If he had tried it, they will simply dismantle APC and form another coalition with other parties. CPC can only perform in the North, they can never win any election withiout collaboration with Southern bloc in ACN. Buhari knows this, and will never risk to lose at both end should he stop Tinubu at that moment.

Instead of this why not a Bill to change geopolitical zones to Regions with each headed by its own Heads of Region.

Thereby scapping either the Senate or the HOR and subsequently allow each region's HOR to make laws that is suitable and applicable to their respective regions.

A Bill to turn all these 6 or 7 geopolitical zones to actual regions with each having its own supervising leader to manage their own regions the way they like and with a President of a United Regions of Nigeria.

The North is not a monolith. Tafawa Balewa's party had the largest number of votes, but they were far from being the majority. They needed to form a coalition with another party to run the government.

By the way, Obafemi Awolowo approached Azikiwe and asked for a coalition. Both parties, combined with some other Northern minority parties would have been enough to form a coalition. Azikiwe would have been prime minister and Awolowo wanted to be minister of finance.

Azikiwe said no.
