ABEOKUTA — Emo-tions ran high, Thursdayy, when a car in which a man, his wife and two children were travelling suddenly plunged into Ososa river on Lagos-Bennin road in Odogbolu Local Government Area of Ogun State.

The Ijebu-Ode Unit Commander of the Federal Road Safety Commission, FRSC, Isa Seidu confirmed the incident, saying the occupants were not dead yet.

The FRSC boss who explained that the family members were coming from Lagos before the incident, however, said timely rescue efforts saved their lives.

Seidu said: “A black End of Discussion Honda car with number plate EA 768 LSR which was conveying a family of four crashed into the river in the early hour of today (yesterday) due to over speeding, but fortunately no life was lost.

“The man and his wife and two children, a male and a female, were rescued without any injury.”

Seidu, however, appealed to motorists plying Sagamu-Ore-Benin expressway to always exercise caution.

He said: “I want to passionately appeal to motorists plying Sagamu-Ore-Benin highway to always excercise caution.

“ Due to heavy rain at this period, rivers on this highway have risen in volume and there is need for motorists to always apply common sense when approaching these rivers.”

Seidu added that motorists should particularly beware of Ososa river, Ogbere and J4 bridge in Ijebu-East local government

LAGOS — Veteran journalist, Alhaji Alade Odunewu, popularly known as Allah De, is dead. Alhaji Odunewu, an indigene of Ikorodu in Lagos State, died Thursday at St Nicholas Hospital, Lagos, at the age of 85.   He will be buried today at Vaults and Gardens Ikoyi,  Lagos at 3 p.m.
Reacting to his death, Publisher of Vanguard Newspapers, Mr Sam Amuka said: “He was a fine fellow, we will miss him”.

Late Alade Odunewui
Alade Odunewu, was a prominent Nigerian journalist who became famous for his satirical essays and his ‘Allah De’ columns written when he worked with the Daily Times of Nigeria. He later went on to publish a book, ‘Winner Takes All’, a compilation of some of his writings.
He once headed the Nigerian Guild of Editors, an association he co-founded and also served as the President of the National Press Council.
Educated St John’s School, Aroloya; St Cyprian, Port Harcourt; New Bethel College, Onitsha and the Regent Street Polytechnic, London, Odunewu began his journalism career in 1950 as a sub-editor with the Daily Service.
He later became an editor with the Service. In 1956, he became the managing director of the Nigerian Tribune and later worked with the Allied Newspapers of Nigeria as the editor-in-chief. In 1964, he moved to the Times group where he became the editor of the Daily Times, and rose to become Editor-in-Chief of the Times Publications.
He served as a commissioner for tourism in Lagos State in 1973 and was later a member of the Federal Electoral Commission, FEDECO.
 
Odunewu was known for his advocacy of fairness and ethics in reporting. He served as the president of the Nigerian Media Merit Award, a project that is designed to reward excellence in journalism. He was also pioneer chairman of the National Press Council (NPC) inaugurated in 1992 to regulate journalism.

Told him for online transaction......asked me what kind of online transaction.....told him am into internet biz....domainin, fx,......the idiot said thats not convincing enough. Turn the back of your card, you will see 3 digit number, enter it there, also make sure your card has been verified by visa.

PORT HARCOURT: Mother of Mrs Patience Jonathan yesterday died in a ghastly motor accident around Elele part of the East West road while on her way to Bayelsa state.

A source who spoke on the incident said she was popularly called Sese, adding that her remain had since been deposited at Kpaima mortuary in Diobu area of Port Harcourt.

SESE when interpreted in Okrika language it simply means mother.

Details were hazy at press time. When Vanguard called the state Police Public Relations Officer, DSP Angela Agabe she said she had no signal on the incident.

According to her, if the mother of the President’s wife was involved in an accident it would not be hidden, adding that the Police would have been contacted long ago.

A source from Okrika who spoke to the Vanguard said the deceased might not be the biological mother of Mrs Jonathan, adding that the first lady probably took her as a mother

“I am not sure she was the mother. But she probably chose to call her mother”, the source said.

Effort to get the state government comment on the sad incident was not fruitful as text messages sent to the mobile line of the Chief Press secretary to the governor, Mr Dave Iyofor and the Commissioner for Information and Communications, Mrs Ibim Semenitari were yet to be responded to.

ABUJA — The Federal Government has saved about N119 billion from ghost workers through the Integrated Payroll and Personnel Information System, IPPIS.

The Coordinating Minister for the Economy and Minister of Finance, Dr. Ngozi Okonjo-Iweala, disclosed this while inaugurating the implementation committee of the system in Abuja, yesterday

She said the implementation of the IPPIS will “enhance efficient personnel cost planning and budgeting as personnel cost will be based on actual verified numbers and not estimates”.

Under the IPPIS, workers’ salaries are paid centrally from the Office of the Accountant-General of the Federation, AGF, into individual workers’ accounts, as opposed to the former practice under which estimated staff salaries were released to MDAs and the organisations paid the individual workers.

That system gave room to a large army of ghost workers in the MDAs such that a total of 46, 000 names on the payroll, representing close to one out of three workers in the organisations so far covered were ghost workers

According to Dr. Okonjo-Iewala, 215 Ministries, Departments and Agencies, MDAs, with a total staff strength of 153, 019 have been captured on the IPPIS.

Under the system, each Federal Government staff’s biometric data is captured to enable the implementation officers determine who really is a staff, while names whose bearers fail to present themselves for verification are considered those being used by pay officers to defraud the government.

The minister said the new committee with the Minister of State for Finance, Dr. Yarima Ngama, as Chairman would fast-track the process of bringing the remaining 321 federal MDAs on the system, with the hope that the problem of ghost workers would be addressed effectively at the federal level.

Dr. Okonjo-Iweala also charged the Ngama-led committee to speed up work on the Government Integrated Financial Management and Information System, GIFMIS, under which Federal Government acquisition, allocation, utilization and conservation of public financial resources is automated and integrated.

She disclosed that 58 per cent of the budget was already being executed through GIFMIS, adding that the volume of government activities captured under the system would have risen to 79 per cent by the end of the third quarter.

On the refusal of some MDAs to remit 25 per cent of their gross revenue to the coffers of the Federal Government as directed, the minister revealed that her team has recovered about N34 billion out of the outstanding N58 billion.

She insisted that further measures were being adopted to ensure the recovery of their funds .

The AGF, Mr. Jonah Otunla, disclosed that until the commencement of the GIFMIS in April last year, there was a preponderance of MDAs accounts across various banks in the country and that managing Federal Government’s finances was very difficult.

According to him, there were situations where government was even borrowing its own money from the system, especially as there was a disparity in terms of idle funds of low spending MDAs as opposed to their high spending counterparts.

He said some government officials were reluctant to buy into the new system of administering government funds from a central focal point but that there was no going back on the initiative which has reduced government’s borrowing from about N154 billion to only N20 billion.

Other members of the committee were: Messrs Otunla, Faouk Gumel, Bizmark Rewane, Tunde Kehinde of duniya.com and Angela Adeboye.
