Thirty eight licensed privately financed greenfield and mini-modular refinery investors have so far indicated interests in establishing refineries in the Niger Delta region, Vice President Yemi Osinbajo has disclosed. The vice president said at least ten of the licensed refineries investors were at an advanced stage of development. He quoted a report received at the end-of-the-year meeting of the Niger Delta Inter-Ministerial Committee at the Presidential Villa in Abuja before the holidays, according to a statement Saturday by his spokesman, Laolu Akande. “The advanced stage of development means that these projects have passed the Licence to Establish (LTE) stage, while some have the Authority to Construct (ATC) licence or close to having it because they have met some critical requirements in the Licensed stage. There are three stages in the process of refinery establishment,” he said. “So far, 10 modular refineries are located in five out of the nine states in the Niger Delta region; namely Akwa Ibom, Cross River, Delta, Edo and Imo states. Also, two out of these 10 - Amakpe Refinery meant to be located in Akwa Ibom, and OPAC Refinery to be based in Delta State - have their mini-refineries modules already fabricated, assembled and containerized overseas, ready for shipment to Nigeria for installation. Members of the House of Representatives will be approaching the New Year, 2018, with a lot of vigour and hope. However, they have many challenges which they must attend to, including the battle for return tickets from their various political parties. Our correspondent looks at the issues. The year 2017 has been one full of activities for members of the House of Representatives who partake in various political activities in the country. As they get set to usher in 2018 there are a number of issues that are on their tables, which they must clear. Based on observations by our correspondent, the most important thing that the lawmakers will grapple with is the fight for return tickets. Being the year preceding elections’ year, 2018 will see many of the lawmakers doing everything in their power to clinch their various political parties’ tickets. Although a Member of the House from Niger State, Abubakar Chika Adamu, of the ruling All Progressives Congress (APC), has already written his party at the state level that he would not be re-contesting, our correspondent gathered that most of the lawmakers will be seeking to re-contest. A few of them may not re-contest due to the fact that they have not been able to recoup their financial investments politically, because unlike what obtained in the past where largesse would be shared among lawmakers for just no cause, the case is now different. Suffice it to say that the office is now unattractive to some of the lawmakers. A number of times, some lawmakers, especially new comers, complained that had they known the situation in the House was like this, they would not have wasted their time to seek election in the first place. However, many of them that will be interested in coming back will meet a brick wall in getting the tickets for a number of reasons. First, constituents of many of the lawmakers accuse them of non-performance, which will greatly affect their chances of getting return tickets. Considering the way Nigerian politics is, where money plays an important role, most of the lawmakers do not meet their financial obligations to their constituents, which will serve as an albatross to their second term aspiration. Even if they do get the tickets, they may find it difficult to win the elections. This is simply because most of APC members in the House from the northern part rode on the back of the then APC presidential candidate and now President, Muhammadu Buhari, to win elections. However, political analysts say the case will be different in 2019 because even the president will be battling with serious opposition. Thus, the lawmakers will be engaged in serious politicking. Defections from one political party to another will be a prominent feature among members of the House in the coming year. In the last one year, the House witnessed several defections, especially from the opposition PDP to the ruling APC. In the month of December alone, two erstwhile PDP members in the House: Raphael Nnanna Igbokwe from Imo State and Johnson Agbonnyinma from Edo State, joined the APC. When Igbokwe defected, the PDP members demanded that his seat be declared vacant in line with constitutional provision since, according to them, there was no faction in PDP as at now. But the opposition lawmakers openly jubilated in a dramatic turn of events when Agbonnayinma defected, describing him an outcast. Lawmakers such as Hassan Saleh (Benue), Edward Pwajok (Plateau), Adamu Kamale (Adamawa), Zaphaniah Jisalo, among others, who came to the House under the banner of PDP are now in the APC. As at the last count, more 10 than PDP lawmakers joined the APC, reducing the number of an otherwise vibrant opposition party in the House. The defections will surely continue according to Daily Trust findings as the lawmakers realign ahead 2019. A PDP lawmaker told Daily Trust that politics was local and that when you saw members defecting from one political party to another, it was because the situation in their locality warranted such. Thus, it was gathered that many of PDP members will be joining APC in the build up to the party’s primaries in late 2018. Another issue that is on the table staring at the members is the 2018 budget. Unlike their Senate counterparts who have gone far with budget defence by engaging government agencies, only a few committees of the House have done so. In fact, our correspondent gathered from a number of committee chairmen that the budget defence proper would start early February. Even the budget public hearing that the House plans to do is yet to take place. Their action or inaction on the budget will determine when it will be passed and signed into law by the president. Again, members of the House will be preoccupied with a thorny issue, which is the non-signing of the National Assembly Budget and Research Office (NABRO) Bill into law by President Muhammadu Buuhari. Only last week, the Chairman of the Committee on Legislative Budget and Research, Timothy Golu (PDP, Plateau), told Daily Trust that the two chambers of the National Assembly had commenced the process of vetoing the president on the bill. The NABRO bill has been in the National Assembly for over a decade, but it was passed by both chambers about three months ago and a clean copy was transmitted to Buhari to sign into law. Golu hinted that since the president neither signed it into law nor communicated any reason to the National Assembly for his action, they had already started collecting signatures to override Buhari. Should this happen, it will be historic considering the kind of robust relationship the executive has been having with the House in the last two and half years. Concluding work on the ongoing constitution review is another issue that will top the lawmakers’ agenda in 2018. Though they had voted on various sections to be amended and forwarded same to state assemblies for further voting, the House, alongside the Senate, would have to conclude work on the alteration bill. As a matter of fact, the House said on several occasions after transmitting the bill to state assemblies that it would revisit the issue of devolution of powers, otherwise referred to as restructuring. When the lawmakers voted on the restructuring amendment, majority of members rejected it, and that drew a lot of criticism from some Nigerians. By revisiting the matter, it means the House will draw a lot of attention to itself in 2018, considering the political undertone given to the issue. The Petroleum Industry Governance Bill (PIGB) is one issue that will also get a lot of attention from the lawmakers in 2018. The bill has been in the National Assembly for over a decade but has not been signed into law. In fact, when the 7th House concluded work on the bill, President Goodluck Jonathan could not sign it into law. The ad hoc panel constituted by the House to work on the consolidated bills that formed the PIGB, chaired by Chief Whip, Alhassan Ado Doguwa, has held a retreat on the bill but nothing has been heard since then. Various panels of the House, both standing and ad hoc, will also be busy with the investigation of different matters referred to them. For example, the ad hoc committee constituted to look into the status of the Treasury Single Account (TSA), headed by Rep. Abubakar Nuhu Danburam (APC, Kano), will be busy engaging heads of agencies such as the Nigeria Maritime Administration and Safety Agency (NIMASA). Already, the panel said it would approach the whole House to obtain an arrest warrant against NIMASA Director General, Dakuku Peterside, who served as a member of the House during the 7th Assembly. Rivers State Governor Nyesom Wike on Friday described the approval of $1 billion from Excess Crude account by Nigeria Governors’ Forum as illegal. He said the same amount could also be taken from the ECA to address environmental problems in Ogoni land and other areas in the Niger Delta. Wike was addressing State House reporters after meeting behind closed doors with President Muhammadu Buhari at the Presidential Villa, Abuja. He said was at the Villa to update Buhari on the security situation in Rivers State, describing his relationship with the president as cordial. The governor said: “For me it is illegal, however, we are talking about fighting insurgence and no right thinking individual will say that he will not support the government to fight insurgency. Former President Goodluck Jonathan says Liberia is becoming a model of democracy in Africa and beyond, having attained “political stability’’. Jonathan told newsmen in the capital, Monrovia, during Tuesday’s presidential run-off election, that democracy had been institutionalised in Liberia. He spoke in his capacity as co-leader of the United States’ National Democratic Institute (NDI) International Elections Observation Mission to Liberia for the run-off polls. “Looking at the political history of Liberia, the country has passed through challenges. “They conducted elections and the President stayed for the complete two terms and this president is about handing over to another elected president. “That shows that Liberia is now politically stable to be a good example of democracy. A former Kano State governor, Dr Rabi’u Musa Kwankwaso and his supporters are considering the possibility of defecting from the ruling All Progressives Congress (APC) to either the Peoples Democratic Party (PDP) or the Peoples Redemption Party (PRP), Daily Trust has learnt. A source within the Kwankwasiyya, a political movement owned by Senator Kwankwaso, confided in Daily Trust yesterday that members of the movement had been holding series of meetings on the issue and that they would soon come up with a stand on the two political parties. “They have agreed to dump the ruling All Progressives Congress (APC). But the issue at stake now is which party they will join, between the PDP and the PRP. “They are still contemplating. But I can confirm to you that they will soon finalise the issue and come up with a stand,” the source said. But when contacted, a strong pillar in the Kwankwasiyya movement, Dr Yunusa Adamu Dangwani, denied having any knowledge of such plan by Kwankwaso or Kwankwasiyya to leave APC. Dr Dangwani said their leader, Senator Kwankwaso, and the entire members of the Kwankwasiyya group were still card carrying members of the APC and had no plan to dump the party. He said, “We have not discussed anything related to Kwankwaso’s defection from the APC to the PDP or the PRP. We are still members of the ruling APC. We have been hearing this for some time now. But it is just mere rumor. And we cannot stop people from speculations. Academic Staff Union of Universities (ASUU), on Wednesday described as shameful that Nigeria under the President Mohammadu Buhari cannot refine enough fuel for domestic consumption despite being the Minister of Petroleum. The Chairman of the Union, Deji Omole, who stated this while featuring as guest of the month at the Oyo State Correspondents’ Chapel of Nigeria Union of Journalists (NUJ) stated that those leading Nigeria do not believe in Nigeria and are not committed to solving her problems. Omole said the situation under Buhari played out similar situation of regimes before him, adding that it was obvious that neither APC nor PDP has the solution to the problems facing ordinary Nigerians. The ASUU chairman further said that Nigerians appeared to have been defrauded by the government when the President said he would want to oversee the Ministry himself to get the desired change. The ASUU boss who lashed out at the APC-led Federal government said nothing would change in the Education and health sectors since the President believes his children can school and graduate abroad while he can access quality health care in the UK. While alleging that the Buhari government is not serious about fighting corruption, the ASUU chairman challenged the EFCC to make public outcome on the petition the Union submitted to it on the corruption at the University of Ilorin. According to Omole, nearly 75% of Nigeria-trained qualified doctors have left the country while those at home are planning to leave owing to the poor working conditions and bad welfare schemes. “That we cannot refine oil for local consumption let alone for export is a shame. Police operatives attached to the Kano State Command yesterday made an attempt to arrest Senator Rabiu Kwankwaso’s political associate, Comrade Aminu Abdulsalam. Speaking to Daily Trust, Comrade Abdulsalam said well-armed policemen came to his residence at No5 Jamo road to arrest him. He said, “They came with two vehicles but they were not able to arrest me following intervention of Honorable Ali Madalin Gini, who demanded reasons for my arrest. They later went to the command with Madakin Gini. I am still waiting for Madalin Gini to come back, but the attempted arrest may be political. You know we are not on the same page with the incumbent governor politically, so they will use whatever means available to them to descend on us.” When Daily Trust reporter visited comrade Abdulsalam’s residence, hundreds of Kwankwasiyya supporters were loitering around the house to prevent any attempt by the police to arrest him. When contacted, the Police Public Relations Officer, DSP Magaji Musa Majiya, said the arrest was in connection with an interview Abdulsalam granted one of the private FM radio stations in the state recently. Majiya said, “Comrade Abdulsalam in the interview had accused the state Police Commissioner, Alhaji Rabi’u Yusuf and the Kano state police command of conniving with Kano state government to indict members of Kwankwasiyya group. He alleged that police and Kano state government had arranged to buy red caps and hire some youths during a 2-day presidential visit to embarrass President Muhammadu Buhari so that Kwankwasiyya group would be blamed for the action. “Abdulsalam’s statement is an attack on the personality of CP Yusuf and the entire Nigerian Police particularly Kano state command and the command will not fold its arms watching people attacking it. The Speaker of the House of Representatives, Yakubu Dogara, has explained how Senate President Bukola Saraki helped him to become speaker in June, 2015. Both Saraki and Dogara emerged as leaders of the National Assembly against the wish of their party, the All Progressives Congress (APC) in keenly contested elections. They defeated Sen. Ahmad Lawan and Rep. Femi Gbajabiamila respectively, who were the party’s choice. Recounting how he emerged speaker, Dogara said, during a book launch to mark his 50th birthday in Abuja on Tuesday, that Saraki was key to his victory as the Senate President and donated both ideas and money to him. “The story of my emergence as speaker is a story of national consensus. It’s a meeting of people across board. My brothers and sisters sat in the National Assembly and said ‘look, we’ll make you speaker’. “Members made me speaker against all odds. I’m sorry I have to remind us of this. Virtually everything was done against the project. From the party to even resources at our disposal. “I know I’ve not said this before, but the Senate president played a key role. Whenever we ran into trouble during the campaigns, we would go to him. He contributed a lot of ideas and even money, although I’m not going to mention how much. “My victory reassured my faith in project Nigeria. That made me to say everything is possible in this country,” Dogara said. Speaking on how to move the country forward, Dogara said Nigeria must invest heavily on education to have the right kind of leaders that would take the country to the desired destination. “If we want to have the right kind of leaders, we must invest in education. In other countries, they have Ivy League universities that train their leaders. In Africa and Nigeria, we must also do that,” he said. The Minister of Communications, Barrister Adebayo Shittu, has told the leaders of the Peoples Democratic Party (PDP) that despite their lies against President Muhammadu Buhari, many Nigerians still prefer his style of governance. Barrister Shittu, said this in Ibadan while speaking with newsmen during the 50th birthday ceremony of a PDP chieftain in Oyo State, Engr. Oluseyi Abiodun Makinde. The minister, who said the people of the country were neither fools nor ingrates, would appraise the president when he presented his score-card. He said those who drove Nigeria into a mess through corruption and mismanagement during the 16 years of PDP’s misrule were the ones now accusing President Buhari of non-performance. Shittu, however, told the PDP leaders that Nigerians appreciated the achievements of the President in the areas of the fight against corruption and insurgency and uplifting agriculture, infrastructure, education and employment. The minister said the ruling All Progressives Congress (APC) would come out to showcase the achievements of the president for Nigerians to compare with those of the PDP that ruled it for 16 years at the appropriate time. Thousands of policemen are attached to politicians, public office holders, and other dignitaries despite cries of shortage of personnel deployed for regular police duty by the authorities, Daily Trust investigations have shown. The Nigeria Police Force recently said an average of 221 policemen is attached to a Nigerian governor. There are about 300,000 policemen in Nigeria with a population of 182 million people, according to the Inspector-General of Police Ibrahim Idris. The Nigerian situation is far below the United Nations’ 1:400 police-population ratio. The Nigerian cops are overwhelmed by internal security challenges that include robbery, kidnapping, ritual killings, herders-farmers clashes, ethno-religious and political violence. Analysis by Daily Trust revealed that about 7,956 policemen are attached to the 36 state governors in the country. This number is more than two-third of the number of cops recruited last year. 221 cops per governor In April, the spokesperson of the Nigeria police force, Jimoh Moshood said 221 police personnel were attached to Governor Nyesom Wike of Rivers State for personal protection. Moshood was reacting to Governor Wike’s claim that the Inspector General of Police Ibrahim Idris had ordered that he should be killed. The police spokesperson said the 221 personnel are more than the number of cops in some state police area commands in the country. Moshood, an assistant commissioner of police, said: “It is incumbent on the Nigeria Police Force to educate the general public and draw the attention of the Governor of Rivers State to the facts and figures available for press and members of the public to verify, that there are 221 police personnel attached currently to His Excellency, Mr. Nyesom Wike, the Executive Governor of Rivers State for his Personal and office protection. “The breakdown is as follows: one ADC (SPO), one CSO (SPO), one Unit Commander (Special Protection Unit) SPO, one Unit Commander (Counter Terrorism Unit) SPO, one Escort Commander (SPO), one Camp Commander (SPO), one Admin officer (SPO) to administer the Police Personnel, 54 Inspectors of Police, 136 Police Sergeants and 24 Police Corporals.” Daily Trust investigations revealed that the 36 ministers in the country have an average of five policemen each, totalling 180, attached to them for protection. A minister has an average security convoy of two vehicles consisting of anti-riot cops and operatives of the Department of State Security (DSS). Special Advisers (SAs) and Senior Special Assistants (SSAs) to the president are currently having at least one police detail attached to them for personal security. Some of them have more than one. Members of the National Assembly also have police protection. Senate President Bukola Saraki, for instance, has 67 police personnel attached to him. About 80 are said to be attached to his deputy Ike Ekweremadu. The 106 other senators have at least one cop each for personal protection. In the House of Representatives, Speaker Yakubu Dogara has an average of 30 cops attached to his office. His deputy and other principal officers have more than two each, while the remaining 360 members have an average of one each. State legislators, commissioners, local government chairmen and heads of state agencies, among others, all have police personnel attached to them. For instance, the speakers of the 36 State Houses of Assembly maintain a convoy of security personnel. The judiciary is also having a large chunk of the cops for the protection of judges. The Chief Justice of the Federation (CJN), the President of the Court of Appeal, chief justices of the Federal High Court, the FCT High Court, Sharia Court of Appeal, Customary Court of Appeal, National Industrial Court, all have police personnel attached to them for protection. Also, the 22 Supreme Court justices, the 66 Court of Appeal justices, the 69 FHC judges, 38 FCT High Court judges, and the 20 judges of the National Industrial Court, all have at least a cop each attached to them. Apart from these judicial officers, the 36 states and the Federal Capital Territory (FCT), equally have hundreds of judges with police protection. Protection for big cats The heads of the 480 federal agencies, commissions, parastatals and inter-ministerial committees have between one to five police personnel attached to them. They comprise of group managing directors, managing directors, directors general, executive secretaries, executive chairmen, chief executive officers, chief medical directors, executive vice presidents, among others. The number of police personnel attached to these heads of agencies is based on their category and grades. For instance, the GMD of NNPC, Governor of CBN, EVC of Nigerian Communications Commission (NCC), managing director of Nigerian Ports Authority (NPA), EFCC chairman, among others have more police personnel attached to them compared to those attached to heads of teaching hospitals or NTA, FRCN. Even the police chiefs maintain a retinue of large police personnel for protection. The Inspector General of Police has a large motorcade of security detail consisting of about ten vehicles. The Deputy Inspectors General (DIG) of police, Assistant Inspectors General (AIG) of police, as well as Police Commissioners (CP) maintain a moderate army of policemen for protection. The traditional rulers in the country also have their own share of the cops for protection. There are more than 100 first- class emirs and chiefs in the country, and they maintain a huge retinue of security convoy that comprises police personnel. There are more than that number of second -class and third-class chiefs that have between three to two cops attached to them. 9,000 cops retire yearly All this is happening at a time the country is under-policed because of the shortage of personnel. The chairman of the Police Service Commission, Chief Mike Okiro recently told Daily Trust in an interview that the Nigerian police force loses an average of 9,000 personnel annually. “From last year to date, we have lost about 9,000 people,” he said. “For five years, there’s been no recruitment, and the police lost almost 40,000 people due to retirement, death and so on before we got the marching order to recruit 10,000 every year, which we did last year,” the former inspector general of police, said. 100,000 cops as orderlies Despite all this, about one-third of the police population are illegally deployed as orderlies, escorts, and guards to individuals not entitled to such privileges. This was the disclosure made in the middle of 2009 by the then Inspector-General of Police Ogbonna Onovo in Abuja. Addressing a press conference, Onovo said close to 100,000 policemen were at the moment illegally serving as guards to individuals who are not entitled to such privileges. The police chief at that time ordered all such policemen working with individuals to withdraw and report back to their police formations within seven days or risk dismissal. The police force has a total of 377,000 men and officers at that time. “Most of the police escorts and orderlies were assigned illegally,” he said. The Federal Executive Council in March 2009, directed the withdrawal of police personnel attached to Nigerians who were not entitled to such privileges. On August 19, 2015, President Muhammadu Buhari ordered the then Inspector-General Solomon Arase to withdraw cops attached to dignitaries and redeploy them to regular police duties. More than two years later, both the police authorities and the dignitaries seemed to have defied this directive. The police officers remain on their illegal duties and they were never delisted and no dignitary was prosecuted for keeping a cop as escorts illegally. Public officials entitled to escorts Political and public office holders entitled to special police security include the President, Vice President, Chief Justice of Nigeria, governors, deputy governors, Secretary to the Government of the Federation and Head of Service of the Federation. Others are ministers, president of the Court of Appeal, justices of the Supreme Court, judges of the Court of Appeal, Chief Judge and Grand Khadi of a state, president of the Customary Court of Appeal, chairman of a local government/area council, vice chairman of a local government/area council and chairman of the Independent Corrupt Practices Commission (ICPC). Also entitled to police guards are President of the Senate, Deputy President of the Senate, Speaker of the House of Representatives, Deputy Speaker of the House of Representatives, Speakers of State Houses of Assembly and Deputy Speakers of State Houses of Assembly. Force Headquarters keeps mum For more than one week, this reporter tried to obtain comment from the police spokesperson Moshood for the story. Moshood didn’t answer several calls to his mobile nor replied text messages sent to him. Former footballer George Weah has been voted president of Liberia after clinching 12 of the 15 counties in the west African country. Weah has taken to Twitter to thank all his supporters, saying that he plans to liberate the country. "It is with deep emotion that I want to thank you, the Liberian people, for honoring me with your vote today. It is a great hope", he said.
