Has anyone thought of the implication of sacking fresh employees who have already spent 8 months in the secret service cadet course learning all their tradecraft? I have said it and it bears reiteration that in trying to bring about "change" and restore "professionalism" things are done tidily. Hi good people, I have been following up this issue and there is an interesting finding. A friend whose visa application has taken 8 weeks, wrote to the Netherlands Embassy in Abuja on Thursday. They replied him with apologies but explained that the decision on his visa is actually to be taken by the Belgian authorities in Brussels, Belgium and not the Netherlands Embassy Abuja or their home government back in Amsterdam! This for me is very interesting because it means the delay is caused by Belgium and its like one nation handing over its sovereignty to another? So the Belgian authorities can hold a visitor to Netheralands to ransom. They later sent another email to him saying they would write to their Belgian counterpart in Abuja. Something appears amiss or untidy about this arrangement. Its their right to do it but folks need to know so that they can plan their travels. By next week, his visa application will be 2 calendar months with no feedback.

President Muhammadu Buhari’s current slow approach to governance is affecting the prosecution of the war against extremist group, Boko Haram, in the north east, findings by PREMIUM TIMES have shown.

Officials in the administration and some retired security and military experts who spoke to PREMIUM TIMES, expressed the view that the decision by the president to continue working with the service chiefs and the National Security Adviser he inherited from the administration of former President Goodluck Jonathan, is greatly affecting the war.

“Service Chiefs are currently sitting at the edge of their seats; there is a regime of uncertainty because it was clear to them and everyone that they would not be part of the new administration, as such, they presently do not go the extra mile,” one official said.

We also gathered at the Defence Headquarters that there is presently no long term commitment on the part of the Service Chiefs and other top commanders, owing largely, to the uncertainty regarding their tenure.

“All the Service Chiefs have cleared their desks including the NSA, and each day, they expect to receive the news of their sack, in that case, how do you expect someone to be in the right frame to prosecute a war as complex as the one against Boko Haram who use civilian targets as shield,” he said.

Our source added that the Service Chiefs are presently hardly taking any decision on the war and security matters.

“They are often only called in to be given directive to carry out, the president is the one in charge,” he said.

“Take for example the decision to remove military checkpoints; an order was simply given without recourse to brainstorming on the issue,” he said.

Another retired army general, who also asked not to be named for “personal reasons” said other high ranking military officers, sensing the insecurity on the part of the service chiefs have begun to show signs of indiscipline.

He said top commanders are unable to enforce discipline at present because “everyone knows that the leadership are living on borrowed time, and so, hardly carry out directives”.

Our source added that the tenure of Service Chiefs is usually two years and the current chiefs were appointed in January 2014, as such, they know sack or not, they would leave by January 2016.

“I know that what is agitating the minds of our chiefs at present is planning their post retirement life and not any long term plan to prosecute a war

“What I would advise the president is to allow them leave, so that he, himself would be focused with a fresh team he personally put in place, the earlier we do this, the better for us as a nation,” the source said.

Just like what obtains at present in the military, this newspaper had reported recently how the delay by Mr. Buhari to make key appointments more than three weeks after assumption of office was taking a serious toll on government businesses.

We reported that the president’s delay in filling important government positions, especially the office of the Secretary to the Government of the Federation, was hurting the smooth running of government businesses.

PREMIUM TIMES investigations revealed that the day to day operations of the different ministries, departments and agencies have been weakened, while coordination of important government policies and programmes has become a mess.

“The country can ill-afford further delay by the president to make these vital appointments,” a federal permanent secretary said on Wednesday. “From the presidency to the ministries, departments and agencies, everything has come to virtual standstill.”

The President should appoint another competent Northerner to oversee the mass rehabilitation and re-radicalisation of these beggers and other jobless/aimless youths. There are unemployed youths everywhere so saying Boko Haram is because they are unemployed isnt the only reason. I have seen supposedly educated people, even graduates demonstrating religious fanaticism and extremism -the type that triggers the demon-driven madness behind the endless killings across the region. Its a challenge to the elites, politicians and other stakeholders that thrive on exploiting poverty, illiteracy and gullibility of the populace.

While we are focusing on the Marylin Ogar aspect of the story, bombs are going off and lives are being wasted. If she needs to be sacked or whatever, by all means go ahead but please tell whoever is in charge to do something. Another officer from Katsina is to come and do a probe. No problem, let him probe but while he is at that, breadwinners and other citizens are being slaughtered. This is a national emergency. If the President needs to empty the military barracks and relocate all troops to North, let him act fast. Those demon-possessed murderers are moving to other States and who knows where next?. While we are contesting over whether the attacks have increased or not (PDP vs APC) the facts on ground show that these attacks have increased both in scope and intensity -spreading back again to Kano, Zaria, Jos etc and people are talking of politics. Elections are over. Get to work somebody!

Thanks but please disregard. Its an old alert which the SSS have long discredited. I dont know who started re-circulating it again. Its essential as a general precaution though, to be vigilant as the recent attacks shows that evil doers and agents of darkness are still amongst us in this country.

There's been another incident -fire or explosion at an Agip pipeline/facility in Bayelsa State today. No further details yet but reports say there were at least 6 fatalities and some other persons still missing.

The consular-general in the Nigerian embassy in Saudi Arabia, Ahmed Umar, neither side-stepped protocol nor accorded preferential treatment to the family of former Vice President Namadi Sambo over that of President Muhammadu Buhari when both arrived for the lesser Hajj (Umrah) in Saudi Arabia.

A senior consular official, who is privy to the protocol arrangements for both families, told LEADERSHIP Friday that contrary to media reports that the consular-general is a protégé of Sambo and that the former vice president influenced his appointment, Umar was appointed to his present position based on his competence and experience.

The source, who craved for anonymity, also denied insinuations that Umar snubbed the wife of the president and her children, saying that the consular-general joined the Nigerian ambassador in Saudi Arabia to receive Buhari’s wife, Aisha, and her children at the airport.

LEADERSHIP had been informed that both families had arrived in Saudi Arabia earlier this week for the Umrah and while Aisha Buhari and her five children were allotted a two-bedroom accommodation, the former vice president was allotted an eight-room apartment.

But the source said the accommodation arrangements for both families were the prerogative of Saudi authorities and that any guest was at liberty to get another accommodation at his or her expense if dissatisfied with the official arrangement.

On the alleged preferential treatment given to the former vice president by the consular-general, the source also said Sambo actually paid for his hotel accommodation, save for the fact that he was ferried from the airport, the same privilege accorded to Hajia Buhari.

“Then the issue of the wife of the president paying for her accommodation is a normal practice, and the same thing applies to other wives of presidents who visit Saudi Arabia when they are not satisfied with the accommodation provided.

“In fact, we tried to get her a much better accommodation but that was what was provided by the Saudi Arabian authorities.

“So, this is the true state of things and not the other way round as reported. It is also not true that the consular-general is a stooge of the former vice president; they met each other when he had already been appointed to his present position,” he explained.

@ Chrizizon .....based on my knowledge , schengen visas take a max duration of 15 days bt if there is any pro it might take a month ...i suggest u call d embassy and inquire ....they wld gv u detailed info or direct u .....I am also planning to apply for Poland student visa .....gud luck

Maximum 15 days? When someone is still waiting for schengen visa to Netherlands via Belgium Embassy for 8 weeks -almost 2 months? Some even got their visas only after the events they were going for and one or two had to withdraw their applications.

I dont get something here. They are presumed innocent until proven guilty by our laws and if they can't be prosecuted immediately or granted bail, why remand them in Prison from today till September? Just asking for clarity please. Thanks.

Well...I live up north, so place close to kano. We have not had any bombing at all. Our former governor was very diplomatic with his handling of security. One thing I know he did is that he never joked with info brought to him. He was always on the neck of the dss and military. One rumor and the whole town is floaded with soldiers. And he never publicized his nabbing any bh Member. That way, no attention is brought on the state. Plus...he was an honorable man and the people loved him enough to cooperate

Of course I know that State! And that Governor is one of the best ever from the North. Apart from security, he really tried in terms of infrastructural development but he has a current challenge now that may hurt his political future.

The Muslim League for Accountability, an NGO, had advised President Muhammadu Buhari to overhaul the nation’s security system, in view of recent suicide attacks on innocent Nigerians. Its Executive Director, Malam Yusuf Arrigasiyyu, gave the advice in an interview in Kaduna on Wednesday. He said “the barbaric and irresponsible attacks in Zaria, Kano, Jos, Maiduguri and Potiskum, shows that there is need to re-strategise in order to face the challenges posed by terrorists. “There is the need to overhaul the entire security system in the country in order to bring to an end this insurgency. “I want to urge President Muhammadu Buhari to appoint competent personnel in security management, so as to quickly minimise activities of the terror groups and secure the lives of Nigerians.’’ Arrigasiyyu also solicited for the support of Nigerians “to bring the insurgents to their knees.’’ He said “fighting insurgency is a collective responsibility. It is not only for security operatives but all Nigerians must join hands to end the insurgency and bring peace and stability to the country. “Boko Haram should know that Almighty Allah will not allow them to go free for killing innocent souls.” The group’s executive director also advised the Boko Haram insurgents to repent and tow the path of peace and urged parents to monitor their childrens’ activities so as not to fall under the influence of bad friends. He called on Muslims to utilise the last 10 days of Ramadan to pray for peace and stability in the country.

Don’t pacify us with this talk about being patient -I dont hate the President and ironically I am from his region. I want him and anyone in office to succeed and one way to do that is to say it as it is. Except you are living in denial, there is some politicking and complexity ongoing around power-sharing. This should have been sorted out long ago. Quit the politics and power play. Get to work. No story or tales. Your job was cut out for you even before being inaugurated. Embattled Central Bank of Nigeria (CBN) Governor, Godwin Emefiele is doing a yeoman’s job trying to defend the naira currency all alone, without help from the fiscal side of the equation.

Nigeria’s newly elected president, Muhammadu Buhari has yet to appoint a Finance Minister, meaning the needed coordination between fiscal and monetary policy is lacking in turbulent economic times such as these.

The Nigerian economy is grappling with a commodity price downturn, the prospects of higher US interest rates, slower Chinese growth and power shortages crimping growth.

Removing fuel subsidies – which is the prerogative of the Fiscal authorities – could bring equilibrium to the Forex market, according to Bismarck Rewane, CEO of consulting firm Financial Derivatives.

“This would reduce the import bill by 15-20% of bogus demand, putting the naira in the real equilibrium exchange rate path,” Rewane said in a July 1 presentation.

“If subsidies are removed, the ease in currency pressure will impact positively on reserves.”

The CBN has hemorrhaged reserves as it tries in vain to defend the naira amid a 40 percent slump in oil prices in the past year.

The banks dollar reserves declined 15.3 percent to $29.01bn in June, from $34.28 billion in January 2015.
Last month the CBN unveiled another set of administrative measures that sought to curb dollar demand by stopping Nigerians from using the interbank FX market to access dollars for 40 categories of goods, ranging from private jets to rice, Eurobonds and foreign shares.

The new rules however led to increased currency pressure at the parallel market, where the naira tested new all time lows of N230 per dollar.

“There is very little the CBN governor can do in isolation and must partner with other arms of government to avoid a run-away value of the naira,” said Femi Olaloku, executive director, treasury at UBA, at a recent conference.

“The current measures are not working.”

An influx of dollars through foreign currency borrowing could assist the CBN by improving the supply side.
Ghana’s cedi – sliding on falling oil prices, like the naira – had its first quarterly advance in two years last September, as proceeds from a Eurobond sale and a cocoa loan boosted foreign reserves.

Ghana raised $1 billion through a Eurobond sale on Sept. 12, 2014 to help close its budget deficit.

Nigeria had plans to tap the Eurobond markets this year, which has yet to proceed due to the absence of a finance minister.

The naira which has lost some 18 percent of its value in the past year is falling, mostly because Nigeria gets 95 percent of its dollar earnings and 70 percent of the Federal budget from the sale of one commodity, oil.

Efforts to diversify the country’s earnings away from oil, which include boosting non- oil taxes have yet to take off, as inertia remains on the fiscal side.

Non oil taxes collected by the Nigerian Federal government were worse than Emerging Market peers and equivalent to only 3.9 percent of GDP or N3.5 trillion in the 12 months to April 2015, according to data from FBN Capital.

Plugging fiscal leakages in national oil company, NNPC and other government agencies could also aid the CBN in building up its reserves.

“Marked progress in this area would help to allay investor concerns over delays in appointments,” FBN Capital analysts, led by Gregory Kronsten said in a July 03 note.

It has been brought to our attention that Premium Times, a popular Nigerian online magazine, has alleged that Chief Femi Fani-Kayode wrote the following words on his Facebook page- ”For rejecting Jonathan, Nigerians deserve Boko Haram”. This is false and, needless to say, Chief Fani-Kayode has never and would never say such a thing or harbor such a horrendous and heartless view.

For the last few years Chief Fani-Kayode has been one of the loudest and most strident voices against Boko Haram in Nigeria and he has continously and courageously condemned them. He has also continously expressed his grave concerns about the barbarity and sheer evil that they have unleashed on the Nigerian people and he has constantly expressed his condolences to and support for the families whose loved ones have been murdered by them over the years.

For Premium Times or anyone else to allege that Chief Fani-Kayode wrote that the Nigerian people ”deserve Boko Haram” under any circumstances is not just mischievous but it is also irresponsible and malicious. It is a wicked lie which is designed to endanger the life and reputation of Chief Fani-Kayode and to subject him to public odium, ridicule, outrage and opprobium.

We challenge anyone that doubts the veracity of our contention to go and read Chief Fani-Kayode’s write-up on his Facebook wall because it is still there. They should point out where President Jonathan’s name was mentioned and they should also point out where he wrote that ”Nigerians deserve Boko Haram”.

We urge our friends in the media to please check their sources properly before going to press and to quote people accurately. They should also treat such matters in a thoroughly honest and professional manner and with the greatest sensitivity. Since yesterday night we have been inundated with calls from concerned Nigerians about this fake headline and we have had to go to great lengths to set the record straight.

These are indeed trying times for the Department of State Security[DSS] as they face an uncertain future under the Muhammadu Buhari presidency and there appears to be no end in sight to massive realignment of roles , fully executed from the Aso Villa. In what looks like interagency rivalry, soldiers have taken over the statutory roles of men of the State Security Service[SSS] as Presidential Body Guards and operatives within the inner spheres of the Villa. They[SSS] will henceforth, stay away from President Buhari’s wife, Aisha and children.

The change of guards came through a memo by Buhari’s Aide de Camp[ADC],Lt.Col. Abubakar Lawal Mohammed, directing the Secret Service to move away from within close range of the president’s office and residence. The president’s Chief Security Officer[CSO], Abdurahman Mani, countered the directive quoting relevant statute to support his action. Lawal is a military police officer while Mani belongs to the SSS. Presidential spokesman Femi Adesina tried to offer a middle way explanation when he assured that there was no rivalry between the two agencies. According to him, the SSS were not asked to leave the Villa entirely, they were given the outer territory still within the presidential complex, to secure. A few days later, the President appointed a new Director General for the DSS. Katsina Lawal Musa Daura, was recalled from retirement to replace Ekpeyong Ita. And just as the new boss was about settling down, Mani was dropped as CSO and redeployed to Ebonyi. The new CSO is Bashir Abubakar, an Assistant Director. The shake-up also consumed Widi Liman , an Administration Officer[AO], in the Presidential Villa. These changes mean more than meets the eye.

The law has been quoted by the SSS. Section 2[i] [ii] of Instrument No. SSS 1ofMay 23 1999, pursuant to Section 6 of the National security Agencies Act of 1986, otherwise known as Decree 19, re- enacted as Section 6 of NSA Act CAP N74 LFN 2004, favours the Secret Service. By this Act, the SSS is saddled with the responsibility of protecting the president and members of his immediate family with body guards. The Army and the police have their functions spelt out. The Brigade of Guards also provides outward cover just like the police. These agencies do not have to control the security of the Vice president, the Senate President, Speaker of the House of Representatives and visiting foreign dignitaries. That is the role of the SSS. We may be constrained to believe that a few persons in the Army still see President Buhari as Gen. Buhari, the Head-of –State. This may be out of ignorance of the law, overzealousness or both. As a democratically elected president, he is a different man from the Buhari of 1983-1985. This is not an unconstitutional government that would emerge, where it does, to rule by decree after suspending the constitution. The SSS deserves some respect as an independent agency. If there are misgivings about certain operatives from the Niger Delta who formed part of the network in the last dispensation, there are administrative methods to redeploy them. That cannot in any way, take away the statutory function of the Secret Service.

While we support the Buhari regime in its drive to ensure due process in promotions, we also caution that the missteps of a few should not be visited on the entire agency. There are indications that some of those who were promoted in the immediate past, neither sat for the mandatory examinations nor attended any interview. Reversing such is a welcome development. President Buhari should also watch some of his aides so that history does not repeat itself. When he assumed office in the 1980s, the military descended on the Police Mobile Force[PMF]. They were hounded and chased away from duty at Dodan Barracks, Lagos. The mobile policemen were so groomed by Inspectors General Adamu Suleiman and Sunday Adewusi to protect President Shehu Shagari with sophisticated weapons. The Army saw them as a huge threat. The Army should not feel threatened by the Secret Service. At formation in 1976, as the Nigeria Security Organisation[NSO], the first Director General was a soldier, Col Abdullahi Mohammed.

During the Chief Olusegun Obasanjo years, Col. Kayode Are headed the SSS, which was so renamed under Ismaila Gwarzo from 1986. The SSS had enjoyed the services of well trained bosses, from Umaru Shinkafi to Albert Horsfall, Peter Nwaoduah and Afakriya Gadzama. In terms of specialized training, their operatives have attended courses both at home and abroad. They can stand tall anywhere in terms of presidential body protection. We advise that both agencies work in harmony and face their respective areas of advantage. The military must realise that all agencies serve in different capacities, to achieve a common goal. Last month, they ordered the Police, Immigration and Customs Services to drop their camouflage uniforms. Now they are squaring up with the SSS. The idea of using soldiers as Presidential Body Guards reminds all of the dark days of the Sani Abacha regime when they were seen more as assassins and killer squad. President Buhari definitely cannot afford to open that sad chapter of our history.
