The immediate past Minister of Finance, Dr Ngozi Okonjo-Iweala on Sunday described as untrue allegations that a substantial part of the $1bn Chinese loan obtained for railway projects was diverted. Okonjo-Iweala in a statement issued by her Media Adviser, Mr Paul Nwabuikwu, also explained that contrary to the allegation, the Kano-Lagos rail project is not part of the project listed for funding from the Chinese loan. President Muhammadu Buhari had last Monday queried the Ministry of Finance over alleged diversion of foreign loans obtained for rail projects by the administration of former President Goodluck Jonathan. Specifically, the President was seeking clarification on alleged diversion of a substantial part of a $1.005bn loan obtained from the Chinese Exim Bank for the construction of a standard gauge rail line linking Lagos to Kano. The funds were said to have been moved elsewhere. But while reacting to the allegation, Okonjo-Iweala who spearheaded the negotiation of the loan during her time as finance minister said the China- EximBank kept and disbursed funds for approved projects to contractors based on milestones. The funds, she added, were not domiciled with Finance Ministry. Giving a breakdown of the loan and how it was utilized, the minister said that $500m was used for the expansion of four International Airport Terminals in Lagos, Kano, Abuja and Port Harcourt, $500m for the Abuja Light Rail project, $984m for the Zungeru Hydro-electric power project and $100m for the Galaxy Backbone project The minister in the statement noted that even if the alleged project was on the list of China-Exim Bank funded projects, diversion of any Chinese funds would have been extremely difficult because the terms of the contract and the processes would simply not have permitted such action. The statement reads in part, “We have continued to receive media inquiries regarding an allegation reportedly made by the Permanent Secretary, Ministry of Transport, Alhaji Mohammed Bashar, that a substantial part of a $1bn loan obtained from the China-EximBank by the Jonathan administration for a Kano-Lagos rail project was diverted to other projects. “I want to state categorically that there is no truth in the reported allegation. Anyone who is interested can cross-check with the China-EximBank or the Chinese Embassy. “It is noteworthy that even though President Buhari, in his reported comments on the allegation, made no reference to Dr. Okonjo-Iweala but rightly stressed the need for due process and transparency in the execution of public projects, a sponsored media campaign has once again been launched by political elements to make the former Minister the culprit in a non-existent scandal. “The alleged diversion has no substance for the simple reason that the Kano-Lagos project was not even among the projects presented for funding by the China EximBank for several strategic infrastructural projects across the country. “In fact, it was the Lagos–Ibadan rail project, not Lagos-Kano rail project that was proposed in the original application to the China-EximBank. But in the end, no funds were assigned for the Lagos- Ibadan rail project by the China-EximBank.” The statement explained that based on the terms of the loan, the procedure was that funds for approved loans remain in the China-EximBank. The West African Examinations Council has promised to release the May/June 2015 Senior Secondary School Certificate Examination results of students from 13 states of the federation, which the examination body has withheld due to the indebtedness of the affected states. The decision to release the results of the students from the debtor states was taken on Wednesday following a meeting between the Nigerian Governors Forum and the sub-regional examination body. Speaking in Lagos, the Head of Country of WAEC, Charles Eguridu, promised that the seized results would be released “within 24 hours”. WAEC had raised the alarm recently that 24 states owed it N4bn, making its operations difficult. Eleven of the states, however, hurriedly paid their students fees, reducing the list of the delinquent debtors to 13. The impending gradual release of excess water from Lagdo Dam in Cameroon and the heavy rains expected in coming months will result in massive flooding across the country soon, the Federal Government has said. This, it said, poses serious threat to lives and property in Nigeria, adding that the various flooding types to be experienced include river flooding, coastal flooding and flash flooding. The Permanent Secretary, Federal Ministry of Environment, Mrs. Nana Mede, said the government was deeply concerned about the likely loss of lives and properties as well as other negative environmental consequences which the floods would bring. Mede, who spoke during a press briefing at the ministry’s headquarters on Monday in Abuja, stated that it had become pertinent for citizens living along flood plains to prepare for relocation to areas considered to be safe and remain at alert for any eventuality. She said, “The impending gradual release of excess water from Lagdo Dam by our neighbouring country, Cameroon, which they have hinted could take place anytime soon and the massive rains in the coming months poses serious threats to lives and property. The states that are likely to be affected are Adamawa, Taraba, Gombe, Bauchi, Benue, and Kogi. “On a general scale, the massive rains are also expected to cause flooding in many parts of the country. River flooding will affect Sokoto Rima, Niger, Benue and Anambra states. Coastal flooding resulting from sea level rise and tidal surges will likely occur in Bayelsa, Rivers, Delta and Lagos states. “Flash floods could be experienced in some urban locations such as Lagos, Port Harcourt, Sokoto, Birnin Kebbi, Ibadan and other towns along the country’s coastline.” The government urged people living in the outlined areas to immediately clear their drainages, culverts and canals. Mede observed that earlier in the year, the Nigerian Meteorological Agency made predictions that the rains would come late, adding that when it does, it would be massive and could be disastrous in terms of environmental impact such as flooding with its attendant consequences of loss of lives, properties, livelihoods, outbreak of diseases and disruptions of socio-economic activities. She said, “Furthermore, the Nigerian Hydrological Services Agency has also presented the 2015 Annual Flood Outlook for the country to the public and it also confirms that there is every possibility of flooding. “The ministry is therefore appealing to states, local governments, NGOs, churches, mosques, traditional rulers and community based organisations to take immediate steps to sensitise the people and communities as well as ensure that all the necessary things are done to avoid unnecessary loss lives and properties. “In extreme cases, state governments and local authorities should prepare to evacuate residents. Public places should be designated and prepared for any eventuality.
