Imo’s public schools face infrastructural challenges

Days of conducive teaching and learning in an environment devoid of inconveniences in public schools seem to have disappeared in Imo State.
Pupils and students in the state, rather than acquiring the much expected qualitative education, are being jammed together in the few available classes, while the teachers, the head masters and principals only perch wherever they find to carry out their daily academic activities, due to lack of adequate infrastructure.
It has become a taboo to see good libraries, laboratories, toilets facilities and good playing grounds in the public schools in the state, Daily Trust observed.

For the public schools to move from the present state of decay to something better, it requires putting adequate infrastructures and funding. But when these factors are lacking, the entire system is bound to collapse, some stakeholders have pointed out.
Daily Trust observed that infrastructural decay in the public schools cut across all the 27 local government areas of the state. This situation is worrisome as some of the affected schools operate under the old and antiquated buildings, using ceiling buds to separate offices and libraries. It is further observed that many secondary schools in their efforts to accommodate the increasing number of students, take the risk of having 40 and above students per classroom.

A classroom meant for 30 students or pupils now accommodates 60 or more students or pupils in many schools across the state. To many other schools, they don’t have enough school block that would accommodate both the students/pupils and teachers.
Furthermore, roofing sheets in most schools have been pulled off by wind for a very long time and government has yet to repair the affected schools.

Daily Trust reports that at the inception of the present government of the state, it has toured most of the primary and secondary schools in the state and assessed the level of decay of infrastructure.
The move has necessitated erection of new primary school buildings in the 305 political wards to address the dearth of infrastructures in primary schools.

While many primary schools are yet to enjoy the gesture, the Secondary schools, on the other hand, have not received similar gesture at all.
Also, when Daily Trust visited the Teachers Training College Practicing primary schools Irete, in Owerri, the Headmaster, Mr. G. Oparah N. , lamented of the decayed infrastructure in the school, adding that the only building the school can boast of is the five-classroom block built by the ETF.
He said that the school, with a population of 1,300 pupils, built in 1946, has no adequate toilet facilities, classrooms, chairs and tables for both teachers and pupils. He said all efforts made to inform government about the current situation has not yielded any good results as government has not positively respond to their complaints.

According to him, the school has a miniature type of Library that is not well equipped, adding that the Library was divided into two to accommodate the head masters office. He said that there are 50 teachers in the school possessing NCE, B. Ed, and Masters Degrees.
On the performance of the pupils in examination, the head master commended the pupils, adding that the performance of the pupils in every external examination is very commendable.
He thanked Governor Rochas Okorocha for his Free Education policy, saying the policy has helped in boosting both enrolment and performance of students in the state.
At the Waterside Primary school in Owerri Municipal, the head mistress Mrs. Love Okorie, lamented the absence of toilet and library facilities in the school, adding that the school which has 29 teachers among whom were 17 B Ed certificate holders, 12 NCE holders and One masters degree holder, has the pupils enrolment of 734, comprising 327 male and 404 females.

She told on Daily Trust that the school has enough class rooms, pointing out that the government has abandoned construction of a new building at the school. She regretted absence of playing ground for the pupils and lack of water facility in the school.
According to her, pupils are usually sent out during school hours to trek for miles to fetch water. The headmistress pointed that some of the challenges bedeviling the school include the encroachment of the school’s land by some people.
She however, blamed the SUBEB office for the non permanent of teachers salaries.

She said that the school, owing to its development, has earned the status of a model school.
Mrs. Nwobi said the school’s problems include lack of perimeter fence to protect lives and properties of the students, and dilapidated laboratories. She said that the roof of the laboratories is already caving in and yearning for maintenance.
She the school dormitories also need repairs to accommodate more students.

When contacted, the state commissioner for education, Dr. Uche Ejiogu, said government is doing its best to improve the standard of education in the state, adding: “Government is committed to the development of education sector”.
According to her, Imo State has about 500,000 pupils and about 300,000 students in public secondary schools.

One of the visions of the late Dr. Sam Mbakwe, the first executive governor of old Imo State, which comprised the present Abia State and some parts of Ebonyi State was to ensure that the state was industrialized.
To achieve this, Mbakwe had established industrial estates in Aba and Owerri. In 1981 to be precise he had established the Imo State industrial layout situated along the Owerri-Onitsha road to ensure that old Imo State has sufficient manufacturing concerns not only to boost commerce but to equally provide employment for the citizens of the state.

In the early 1990s, Imo State had about 1,858 manufacturing industries and the majority of them were situated in the industrial layout, which had provided gainfully employment for thousands of teeming youths and other citizens of the state.
This was beside the revenue in generation for the government of the state through taxes.
However, over the years as successive governments failed to provide good access roads and other basic infrastructure to the industrial layout it inevitably forced most of the manufacturing factories to relocate to areas that are more accessible, leaving the hitherto vibrant industrial estate comatose.

It would be recalled that immediately Owelle Rochas Okorocha was sworn in as governor of Imo state he had budgeted the sum of N15 billion each for the revival of state-owned companies, as well as to create enabling environment by providing infrastructure needed in the already existing industrial layout in the state as part of his rescue mission agenda.
But three years down the line, the situation in the industrial layout has not changed, neither is there any effort by the state government to provide access road and other infrastructure needed to revive the vast industrial layout and thus bring industrialists back to the place.
When Oriental News recently visited the expansive industrial layout now lying waste, it was discovered that the place has been long abandoned as the majority of the industries have become the abode of dangerous reptiles and hideout for hoodlums.
Some of the few companies that are still opening, mostly construction firms complained bitterly of the terrible state of the access roads to the industrial layout.

A staff of one of the construction firms, Onyeka Samuel told Oriental News that one of the major problems facing the few companies still in the area was the terrible conditions of the roads which only big trucks or jeeps could ply.
He said that no small car could pass through the roads, disclosing that most manufacturing companies had long abandoned the place because the state government has refused to provide good access roads to the industrial layout.
“You can see for yourself that all the roads leading to this place are in terrible condition and there is no way people can come here to establish their companies and even those who were here before had long abandoned their factories. We are still here because we are into civil engineering, and so we do not manufacture any product, but sell our services.

“Our clients do not come to our office because of the bad roads, when they want our services they will call and ask for a meeting with the management of the company in their own offices in town. Even state government officials who are in charge of internal revenues have to get to this place in jeeps to assess taxes of the very few companies that are still operating here, mostly the construction companies”, he said.
Also speaking in the same vein, Chukwuemeka Nnamdi, a staff of Crystal Company, a firm producing edible oil, corroborated that the major problem they face in the industrial layout was lack of access road, saying that most of their customers find it extremely difficult to come to their factory especially during the rainy season.

He pointed out that besides shortage power and water which companies in the industrial layout had devised means of providing by themselves, the place, he said, was not secured as the only police post in the area has long been abandoned.
It is a herculean task for the few factories that are still operating in this place because besides the absence of power and water, there is no security because the only police post in the entire area has been long abandoned, not to talk about the terrible roads in the place. Even it is always difficult for workers to get to their factories and ferried to the place in the trucks of their companies because the only transport that could take one to this place are motorcycles”, he lamented.
Similarly, Chief Felix Uwakwe, an entrepreneur, pointed out that the industrialists had to abandon the industrial layout because successive governments after the late Sam Mbakwe had been paying lip service to industrializing the state as they did not provide the enabling environment for industries to thrive in the state.

He wondered what the Ministry of Industry was created for when it has no plans to industrialize the state or help revive the moribund ones.
“The problem with this government like its predecessors is that they think that erecting market stalls is an industry and that is why they have been constructing shops all over the state which they will sell to traders while neglecting to give attention to the real sector which is manufacturing and production of goods. If the government is really interested in industrializing the state it would have ensured that the vast Imo State Industrial Layout would not have been abandoned because of the lack of security, water and access roads.
“In some other places the government would have provided the needed infrastructure in the industrial layout to lessen the expenses of prospective entrepreneurs, but that has not been done and so it was no surprise that the place has been abandoned by the majority of the companies and the government is not worried about the state of affairs, instead they are granting licenses on a daily basis for people to build hotels in Owerri”, he regretted.

He further stated that “the state governor imported uniforms and sandals from China because, according to him, there was no industry in the state that had the capacity to produce over 600,000 school uniforms in one month, but what has the same governor done to ensure that the local cloth making outlets have the same conducive environment to produce”?http://theleaderassumpta.com/2014/08/03/imo-industrial-layouts-in-ruins-decay/

Telling ourselves the truth is important. Will Ihedioha site his factory in Aba or Owerri? We all definitely would prefer Aba as ready distributors are there while Owerri will need more money for adverts, More money for transport and there are few or no distributors.

Ihedioha has almost completed his 7storey building 4 star hotel in Owerri and that surely gulped some billions. Why did he not use the money to build industry in Mbaise?

that hotel worth billions why didn't he use is for hotels



The answer is simple, owerri fastest booming industry is hotel and tourism enhancement credentials....so why not support the moving train







Now if truely he would build manufacturing industry for us if he eventually becomes the governor of imo state why haven't he build one

The Nigerian National Petroleum Corporation’s (NNPC) monthly petroleum information reveals that the nine marginal fields produced 12. 43 million barrels of crude oil in the first eight months of 2014 which is about 2 percent of Nigeria’s total industry output.

The Petroleum Act defines a Marginal Field as “such fields as the President may from time to time identify as Marginal Fields”. This definition though ambiguous, vests the President with wide powers to designate any area as a Marginal Field. This also seems to imply that Marginal Fields are created from the President’s discretion.

But in reality, marginal fields are fields that have available reserves though the reserves may not be commercially viable for Oil Mining Leases (OMLs) holders. Such fields are located within existing OMLs operated by International Oil Companies and are left dormant for a considerable amount of time.

The first Marginal fields to be mined in Nigeria produced 141,028 million barrels of crude oil in 2005; the operation was carried out by the Niger- Delta Petroleum Resources.

As of today, marginal field oil output has grown by 88 percent. The Nigerian government introduced the Marginal Field program in 2001 with the objective of opening up the upstream sector of the industry to wider indigenous participation, with a view to creating a robust industry that will positively impact the capacity of indigenous exploration and production companies to contribute to Nigeria’s oil production reserves.

Nine of the 24 fields awarded in 2013 are currently producing, with over 40 new wells drilled by the awardees representing a four-fold increase, according to Department of Petroleum Resources (DPR).

The aforementioned companies started 2014 with the production of 1.71 million barrels in the month of January. A fall in production in February was reflected in the companies’ production except Niger Delta Petroleum Resources which increased production from 32,982 barrels in January to 67,895 barrels in February 2014.

In the month of April, marginal field experienced another shortfall in production of about 15 percent between the month of March and April 2014 which followed the same scenario as February. In the month of March, marginal fields produced 1.65 million barrels of crude oil compared to 1.39 million barrels produced in April.

In the month of May, marginal field recorded a remarkable production of 1.75 million barrels. This represents an increase of 26 percent in production when compared with the production of 1.39 recorded in the month of April and the month of May production represents peak production for the period under review.

The remarkable production recorded in the month of May can be attributed to more than 100 percent increase in production recorded by Prime Exploration, Platform Petroleum and increase in production recorded by companies like Midwestern Oil; Waltersmith; Pillar Oil; Energia Limited and Oriental Energy.

After the peak production of 1.75 million recorded in the month of May, production took a U-turn with production figure of 1.48 million barrels and 1.47 million barrels respectively. However, in the month of August, marginal field’s crude oil production experienced a marginal increase of 9 percent.

Looking at the marginal field crude oil production from the angle of companies’ performance, Oriental Energy with the production of 6.99 million barrels during the first eight months of year 2014 emerged the leading company in terms of volume of output. Its production represents 56 percent of the total marginal fields’ production for the period under review.

Next in magnitude to Oriental Energy was Midwestern Oil, the company produced 2.07 million barrels in the first eight months of year 2014 representing 17 percent of the total marginal field’s production.

Waltersmith occupied the third place with production of 863,524 barrels, represents 7 percent of total production while Niger Delta Petroleum Resources came forth with the production of 625,932 barrels during the period under review.

The contribution of indigenous firms to oil and gas production and reserves in Nigeria through marginal fields has grown in recent times. Today, indigenous oil companies are responsible for more than 10 percent of Nigeria’s oil and gas industry crude oil production compared to just share of 4 percent in 2004.

By 2015, marginal fields have the potential of increasing country crude oil production and to raise the contribution of indigenous oil firms to total industry production to more than 15 percent if the challenges confronting their existence can be tackled.

But the indigenous companies have pointed to some challenges they face in operations. They pointed to poor access to funds as a major challenge in the 38th Nigerian Annual International Conference and Exhibition (NAICE 2014), organised by the Society of Petroleum Engineers (SPE), in Lagos. Particularly, they decried the role of Nigerian’s banks in the saga.

The funding challenges were the major factor that led to abandonment of several oil blocks awarded to marginal field operators since 2003. However, few successful indigenous operators in the upstream sector believe that more companies would have sprung up if a proper funding mechanism was in place.

Industry experts urged the Department of Petroleum Resources (DPR) to create an atmosphere that will allow the marginal fields operators to borrow new sophisticated technology to maximise investment and productivity.

I ve been to owerri and i know owerri in and out...
I am not saying that,there re no bad places in owerri..
But it s not a state of rot and decay...

That s why i said he shouldnt repeat his statement again..

Concerning the bad refuse in douglas...it was because they dont have an excluded place to put that big tank for refuse so they kept it at the roadside for now...

What pix do want to post that we ve not seen before...
the E-war that happened btw anambra and imo state thread has shown the anambra a lesson that they dont have the monopoly of doing

See the way their thread was full of bad pix with bad roads and dirtiest environment in onitsha.so now they have calm down a bit...

Wat we have here are pretenders. Owerri isi imo is has degenerated in decay and rot under rochas. Ohakim actualy enlivened owerri. Our road medians are now refuse dumpsites just the douglas road. Our rural areas are presently a no go areas because of worst roads. Wat about our abandoned industrial estate in owerri that is littered with the most horrifying roads.

not sure about owerrri looking like Switzerland..entered owerri yesterday and it looks nothing like that..as for okoroccha he has vvision but his execusion precision and efficiency is 50%.

I'm not going to join issues with you since you term water scheme projects ordinary boreholes. ..like I said before you can visit any of the locations yourself. ..For you to say Elele-Owerri road was never constructed shows that you are not an imolite. ..you're talking from far...Rochas foundation is a non-governmental organisation. ..you can Google how they get their money. ..its through donations and not his personal money...I can tell you that rochas has benefited enormously from his Ngo financially than he has invested. .The yardstick of electioneering and campaigning should be competence and my brother, we all know ihedioha has been more than competent in discharging his duties and attracting projects to the area he represents in the house...and for the records he is a house member not a senator. ..His likes if u can research have nothing to their names

yeah I know, but y is his development limited to only his home town and ngor okpala.... is he d senator representing dz zone?... it's politicians like dz that if they become governor they wud go and start developing only der home town...
