The 2 floor building with flooding I guess periodic, this can be the first time, is a huge risk to the safety, health, and comfort of the occupants.

Periodic flooding and retention of stagnant water can compromise the foundation of the building overtime. and I can bet that the building was not built to withstand the periodic flood loading.

periodic flood Loading would eventually lower the ground surface around foundation members and cause the loss of load-bearing capacity and the loss of resistance to lateral and uplift loads.

Be wise folks Do not live in a building that suffers from periodic flooding.
