Politics and Governance
On Politics and Governance:
CPC believes that our politics is broken. Our nation urgently needs fundamental political reform and improvement in governance to make it
more transparent and accountable. If you elect us in April, we will:
[b]1. Initiate action to amend our Constitution with a view to devolving powers, duties and responsibilities to states and local governments
in order to entrench Federalism and the Federal spirit;[/b]2. Strengthen INEC to reduce/eliminate electoral malpractices;
3. [b]Attract the best and brightest into our politics and public service by aggressive recruitment of private sector people, academics and
professionals within Nigeria and in the Diaspora through internships, fellowships, executive appointments and special nomination to
contest elective offices;[/b]4. Prevent abuse of executive, legislative and public offices through greater accountability, transparency and strict enforcement of anticorruption
laws whilst strengthening the EFCC and ICPC;
5. Amend the Constitution to remove immunity from prosecution for elected officers in criminal cases;[/b]6. [b]Restructure government for a leaner, more efficient and adequately compensated public service;[/b]Require full disclosure in all media outlets of all government contracts over N100m prior to award and during implementation at
regular intervals;
8. [b]Reform and Strengthen the Justice System for efficient administration and dispensation of justice along with the creation of special
courts for accelerated hearing of corruption, drug trafficking, terrorism and similar cases of national importance;[/b]9. [b]Enact the Freedom of Information Bill so that government held data sets can be requested and used by the public, and then published
on regular basis;[/b]10. [b]Seek to amend the Constitution to require local governments to publish their meeting minutes, service performance data and items of
spending over N10M.


Security and Conflict Resolution
On National Security and Defence, we will:
1. Urgently address capacity building of law enforcement agents in terms of quantity and quality as this is critical in safeguarding the
sanctity of lives and property;
2. Establish a well trained, adequately equipped and goals driven Serious Crime Squad to combat kidnapping, armed robbery, militants,
ethno‐religious and communal clashes nationwide;
[b]Begin widespread consultations to amend the Constitution to enable States and Local Governments to employ State and Community
Police to address the peculiar needs of each community. This would mean setting boundaries for Federal, State and Community Police
through new Criminal Justice legislation to replace the Criminal Code, the Penal Code and the Police Act.[/b]4. Push for more support in the security and economic stability of the sub‐region [ECOWAS] and AU as a whole and maintain a strong,
close and frank relationship with West Africa, South Africa, UK, USA, Canada, and other African countries.

On Conflict Resolution, National Unity and Social Harmony, we will:
1. [b]Establish a Conflict Resolution Commission to help prevent, mitigate and resolve civil conflicts within the polity;[/b]2. Bring permanent peace and solution to the Niger Delta and other conflict prone areas such as Plateau, Taraba, Bauchi, Borno and Abia
in order to engender national unity and social harmony;
3.[b] Initiate policies to ensure that Nigerians are free to live and work in any part of the country by removing state of origin, tribe, ethnic
and religious affiliations and replace those with state of residence[/b]The Economy & Infrastructure Base
On the Economy, we will:
1. Maintain sound macro‐economic policy environment and run an efficient government and preserve the independence of the Central
Bank;
2. Restore financial confidence by putting in place a more robust monitoring, supervising and regulating of the financial institutions;
3. Make our economy one of the fastest growing emerging economies in the world with a real GDP growth averaging 10% annually;
4.[b] Embark on vocational training, entrepreneurial and skills acquisition scheme for graduates along with the creation of Small Business
Loan Guarantee Scheme to create at least 2 million new jobs by 2015;[/b]5. Integrate the informal economy into the mainstream and prioritize the full implementation of the National Identification Scheme to
generate the relevant data;
6. Expand domestic demand and consider undertaking associated public works programmes;
7. Embark on export and production diversification including investment in infrastructure; promote manufacturing e.g through agro based
industries and expand sub‐regional trade through ECOWAS and AU;
Make Information Technology, Manufacturing, Agriculture and Entertainment key drivers of our economy;
9. Balance the economy across regions by the creation of 6 new Regional Economic Development Agencies (REDAs) to act as champions
of sub‐regional competitiveness;
10. [b]Put in place a N300bn regional growth fund (average of N50bn in each geo‐political region) to be managed by the REDAs, encourage
private sector enterprise and support to help places currently reliant on the public sector;
11. Amend the Constitution and the Land Use Act to create freehold/leasehold interests in land along with matching grants for states to
create a nationwide electronic land title register on a state by state basis;
12. Create additional middle‐class of at least 2 million new home owners by 2015 by enacting a national mortgage system that will lend at
single digit interest rates for purchase of owner occupier houses.[/b]On Infrastructure; we will:
1. Undertake an urgent review of the Public Private Partnership (PPP) enabling environment with a view to addressing the legal,
regulatory and operational challenges including introducing enabling legislation where necessary. In addition, we shall create a National
Infrastructural Development Bank to provide loans at nominal interest rates exclusively for this sector;
2. [b]Generate, transmit and distribute from current 5,000 – 6,000 MW to at least 15,000 MW of electricity by 2015 and increasing to 50,000
MW by 2019 with a view to achieving 24/7 uninterrupted power supply by 2019 whilst simultaneously ensuring development of
sustainable/renewable energy.
3. Embark on a National Infrastructural Development Programme as a Public Private Partnership that will ensure the (a) construction of
3,000km of Superhighway including service trunks and (b) building of up to 4,800km of modern railway lines – one third to be
completed by 2015;[/b]4. Enact new legal and regulatory frameworks to establish independent regulation and incentives to accelerate public and private sector
investment in seaports, railways and inland waterways;
5. Embark on PPP schemes with a view to ensuring that at least one functioning airport is available in each of the 36 states.

On Healthcare, we will:
1. Prioritize the reduction of the infant mortality rate by 2015 to 3%; reduce maternal mortality by more than 70%; reduce HIV/AIDs
infection rate by 50% and other infectious diseases by 75%; improve life expectancy by additional 10 years on average through our
national healthy living program;
2. [b]Increase the number of physicians from 19 per 1000 population to 50 per 1000; increase national health expenditure per person per
annum to about N50,000 (from less than N10,000 currently);
3. Increase the quality of all federal government owned hospitals to world class standard by 2015;[/b]4. Invest in cutting edge technology such as tele‐medicine in all major health centers in the country through active investment and
partnership programmes with the private sector;
5. [b]Provide ante‐natal care for pregnant women; free health care for babies and children up to school going age and for the aged and free
treatment for those afflicted with infectious diseases such as tuberculosis and HIV/AIDS;[/b]6. Boost the local manufacture of pharmaceuticals and make non adulterated drugs readily available.

I am impressed.
At least better than Jonathan who wants to be president because he deserved to be president but without any known plan.

But Buhari must add as number objective: A referendum with one single question- Who wants to be part of this marriage called Nigeria and who wants out?

Only after that question is asked and answered will he start talking about all those other issues. A follow up question will be: Is there better alternative to presidential system of government? How cheap, affordable, open and accountable is parliamentary system with strong regional power when compared against the currrent American borrowed system in a country of many nations?

I went through every single page and must confess that I'm impressed with the modesty displayed in the document. Team BB carefully crafted easily achievable objectives as against making flamboyant promises, typical of the PDP rouges.

We all can do a little extra to start this match towards liberation of the Nigerian state from the claws of the looters and kleptomaniacs in PDP by contributing our little quota to the emergence of BB as winners of the elections in April.

Canvass for vote.
Spread the BB gospel to everyone you know, friends, colleagues and neighbors.
Organize weekly fora to discuss on how to ensure that our votes are counted.
Set up various committees to act as volunteers for Buhari/Bakare
Team up with friends to raise funds, however small, to make posters for team BB.
Buharis does not have the loot and resources available to GEJ/PDP, the best we can do it to contribute in small bits and make posters, banners and possibly pay for TV adverts to promote their candidature.

If you truly believe in the need for change, stand up and act today.

IT IS A SHAME!.  
you have No plan for education. our out-dated uni curriculum wud still be used. A curriculum that has been in service since colonial era.
A curriculum that teaches a computer/software engineering student fortran and not java. fortran in this age! (u wudnt know wat fortran is tho)

which still means more import, lose of hard currency. one year from them most of the business will b out of operation.

what is needed rather mr pres cand is a structured and articulated dev plan based on regional /state composition.

for the South East/ south south
Build a massive deep water seaport in portharcout to be channel to strategic inland ports and industrial estate

ie, a deep water seaport in portharcourt with inland containner terminals in onitish, aba,  then a gigantic industrial estate in nnewi, aba, ikot ekpenne linked by a rail line. with these infrastructure in place private investors wud flood this area and like magic establish companies , businesses and of course provide good paying sustainable jobs.

( the nation needs to focus on region hubs instead of trying to develop every tom and harry LGA)

So Mr B team shud be telling us that they intend to build a ELV high speed train (bullet train, cos thats the world trend, doesnt mk sense building standard speed train only to have it scrapped up by another administration or wud entail upgrading after 2 years.)
connecting lagos to onitsha passing thru ogun, warri on its way to onitsha then continue down, passing thru aba to portharcourt , portharcourt proposed deep water seaport.

This wud reduce the menace on our high way,
improve the longivity of our high ways as heavy equipment and contain wud find it more enabling using the track.
provide in the north of 60, 000 direct and over 200,000 indirect jobs.

dont forget what is decribe above is just a possible one route, ofcourse there shud be another route connecting lagos-ogun-lokoja-abuja-kaduna-kano.
then anoda, onitcha - abuja, portharcourt is connect already to the onitcha trunk.

present to the nation the cost ( would get that off a contract estimator) of this said project and how the money will be sourced (btw china dev bank wud willing give us a cheap loan if the contract is awarded to a chinese company. they re the best anyway, when it comes to high speed train).

He shud tell us who he wud appoint to man Nafdac - imagine if he say " i will urge dora to go back to NAFDAC, we need people of her caliber and accomplicement to safe guard us. the nation need to be healthy to be wealthy !!  wudnt u be convinced to vote him afterwards?

The best manifesto so far in Nigeria. I believe in these people and I will surely vote for BB.

This is not "I never wore shoe" kind of manifesto. Tell us what you will do should be our way of campaigning but somehow we have turned everything to money bags,  may God save us in Nigeria.

While I appreciate your contribution, you must come with the reality that this manifesto is detailed and has timelines. this is what is missing in Nigerian politics. the manifesto is bold enough to say 3000km of road. this is specific and measurable, in four years time you can vote them out if they dont deliver this, 4800 km railway lines, you can measure in 4 years time and determine if they have achieved or not.

and you dont expect people who are not in government to know in details how to go about this. and that is why they have called it a commitment, a bond. it is for you to believe them, believe they are people of integrity. as it is said, Buhari is one of the few nigerians left whose promise you can take to the bank.


and if for anything, my best part of all this is the commitment on Governance. is that not specific enough? even this alone is enough for years!


And guess what, Bakare's input is heavy in this manifesto - Regionalism, True federalism, state and community police. this is the ideas of awolowo who bakare adores so much.

This is the best - Jonathan has nothing better, ribadu has nothing better. and why is it the best? because they were SMART with their promises

Good manifestoes. Anbody could write that but implementation? Unrealistic.

why has none of the politicians write that? why have you not written that?
sometimes i wonder what we want in this country. we said no good manifesto, now one is out, you said it is good but not achievable.

and how do you know that?

do you know how much of our wealth is being stolen?

and that is why this manifesto is simple. we will stop leakage in the treasury and money will be more available to implement these ideas.

[size=16pt]BB ARE THE GOOD GUYS, THEY KNOW WHAT OUR PROBLEMS ARE AND THEY ARE GOING ABOUT IT IN A PRECISIOUS WAY, CUT THE CANCER B4 IT SPREAD. JONATHAN HAS BEEN ALL OVER THE PLACE, HE HAS BEEN AMBIGIOUS, FEARFUL, AND A RESPECTER OF ROGUES WHO HAVE SHORT-CHANGED THE COUNTRY.

SOMETIMES I WONDER WHY HE LEFT BODE GEORGE TO ROT IN JAIL,  WHILEST AT THE SAME TIME CAVORTING WITH IBB AND LOBBYING FOR CHIEF-CROOK- IN- COMMAND "JAMES IBORI" TO COME BACK TO NIGERIA AND GET A SOFTER CUSHY SENTENCE,  THIS MANIFESTOE WITH A BIT OF TWITCH IS WHAT CAN BE TERMED "A DEMOCRATIC REVOLUTION".

AT TIMES I ALSO WONDER WHY CONTRACT BIDDING OVER N100 MILLION CANNOT BE DONE OPENLY WITH THE CAMERAS ROLLING. OVERT TRANSPARENCY IS A NUMBER KILLER AND HINDRANCE TO CORRUPTION, NEPOTISM, FAVOURTISM AND UN-NECESSARY CYNISISM.

IN FACT WE SHOULD INCORPOTATE SOME NEW UN-TESTED TRANSPARENCY POLICY INTO OUR POLITY, POLICY NOT FOUND IN OTHER SUPPOSEDLY "ADVANCE WESTERN DEMOCRACY" , DEMOCRACY IS ABOUT EVOLVING TO SPECIFIC NEEDS, THERE IS NOTING STOPPING OUR KIND OF DEMOCRACY TO BE MORE OPEN THAN THOSE IN  AMERICAN OR BRITAIN.

I THINK SUCH A POLICY WOULD DO JUSTICE NOT ONLY TO OUR SOCIETY IN THE INTERIM,  BUT IT WOULD ENHANCE OUR STANDS AND REPUTATION IN THE COMMUNITY OF NATIONS AS WE WOULD END UP BEEN A NET EXPORTER OF THIS KIND OF DEMOCRACY TO THE REST OF AFRICA AND THE WORLD AT LARGE.

NIGERIA CAN STILL FULFIL HER DESTINY, AND THAT DESTINY IS TO BE A SUPER POWER BOTH ECONOMICALLY & MILITARILY. I BELIEVE "GOD" LOVES NIGERIA, AND NIGERIA SHOULD PAY "GOD" BACK BY LOVING HIM.

CAN YOU IMAGINE, A MAN WHO CALLOUSLY CALLED FOR THE DIS-INTEGRATION OF NIGERIA A FEW MONTHS AGAIN, IS NOW FEELING THE CONSPICIOUS AND ORDOUS HEAT OF HELL IN HIS DOMAIN, TODAY GADDAFI'S EMPIRE LIES IN RUINS, WE SHOULD BE STEADFAST AND DO "GOD'S" BIDDING AND HE WOULD TAKE US TO THE PROMISE LAND JUST LIKE HE DID WITH THE ISREALITES IN THE BIBLE.[/size]

My dear friend stop talking like you haven't seen such done before, what fashola has done will be very difficult to believe if he had it in his manifesto
