1. No, the girl isn't a witch; except she meant to have some literary licence: 'Witch for Jesus'; witch? No.

2. David was as wrong as he could be; first, he asserts 'Jesus has no witches' (how would David know this?), and next, he slaps the witch for Jesus.

3. Nobody should keep quiet when they see wrong. James Chapter 4 expounds on this well-known principle.
