Panaji: A Nigerian national, arrested for allegedly raping a 31-year-old woman in Goa last week, had been booked earlier for rioting, assault and illegally over-staying in India, police sources said.
Kenneth Upwegdha, 41, was arrested on Monday at the Panvel railway station near Mumbai and on Tuesday was remanded to police custody for three days by a trial court.
"Kenneth was arrested for rioting and blocking the National Highway in Goa in 2013. Our records also showed that he was booked at the Calangute police station in 2012 for illegally overstaying beyond his stipulated visa duration," police sources said.
Kenneth, along with another accomplice, who is still on the run, has been accused of allegedly kidnapping and raping a woman at knife-point on 28 May.
The rape had caused outrage in the state, with Tourism Minister Dilip Parulekar accusing Nigerians of trying to deceive the Indian legal system and committing crimes on purpose to prolong their stay in the country, using the judicial process as cover.

Ihesiaba Ifeanyi and three others suspects have been arrested for engaging in fake money distribution and were paraded on Tuesday, at the Ikeja police command headquarters.
Ihesiaba Ifeanyi explained that his elder brother, Hope gave him some of the money, and that he was arrested where he wanted to buy call credit to make some calls.
He further explained that it was when he got to the police station that he informed his elder brother who he was arrested.
Ihesiaba Hope older brother to Ifeanyi regretfully said, “This is the first time I will be doing it, I gave N8, 000 original notes to somebody in Aba market and I was given fake 18 pieces of N1, 000 notes in exchange.
“If I had known, I won’t have done it. I am into laundry business where I stay in Lagos.”
One of the suspects, Chioma Udubi a 26- year-old lady from Abia State who was arrested alongside the suspects said that she did not know anything about the case. She stated that Ifeanyi is only her boyfriend and she went to his house to visit him that was how she was arrested.
Another suspect, Simeon Joseph, a 29-year-old man from Benue also explained that he didn’t know anything about the case, and that he only went to visit Hope, who happened to be his friend.
The police Public Relations Officer, Dolapo Badmus explained that investigations are going on about the case and the truth of the matter will be unveiled.

Panaji: Goa Tourism Minister Dilip Parulekar on Monday said that Nigerian nationals not just "create problems" in Goa, but across the country too.

The minister's comment comes even as African nationals in New Delhi staged a protest against rising attacks on them and a group of African students also met Foreign Secretary S. Jaishankar in the regard.

Parulekar, asked to comment on accusations of rape and kidnapping against two Africans levelled by a woman at Mapusa police station on Sunday, said that Nigerian students commit crimes on purpose to prolong their stay, sell drugs and indulge in "unwanted things".

He also said that a strict pan-India law should be enacted to deport them within one month.

"Nigerians create problem not just in Goa, but in the entire country. Nigerian students come to Goa and India to study, they get an FIR filed (against them), make it a judicial matter and then try to stay in India or Goa and indulge in drugs and other unwanted things," Parulekar said.

"Two years ago I had heard they had blocked the (national highway 17) highway. India should have a strict law, where the police force can catch them and deport them back. But that law is not in India at the moment, therefore it is a weak point in matters of governance," Parulekar said, adding that those who have been "black-listed" or have committed crimes should be deported within a month.

Police in Goa are on the lookout for two young Africans, who late on Saturday allegedly kidnapped a woman at knife-point and later raped her at a rented room in Assagao village, 20 km north of Panaji.

The exact nationality of the African nationals is still not confirmed, according to the police.

Emem Unwana gently and patiently feeds her aged and sick patient inside this nursing and assisted living home in Southern United States. Her patient is 91 years old. She is incontinent and in the last stages of living. Her family brought her to the nursing home five years ago. The family could no longer give their mother the care and support she deserves, the remainder of her life. She also has Alzheimer’s disease.

When she was brought to the nursing home five years ago, Emem in a far away small town in Nigeria was in her last months of the national youth service. The two were seven thousand miles apart, not knowing how their paths would cross.

“I graduated from the University of Nigeria, Nsukka with honors in Chemistry. After my national youth service, securing employment became a huge challenge. I moved back home to Calabar. There was no job and no hope for a fresh graduate. Friends helped me to seek life in America. Jebose, here I am today as a Certified Nurses Aid worker. I never dreamt of this, coming to America. But when life happens to you, you learn to adjust fast and move forward. At least, that’s what I have learnt here”.

“A CNA is a health care professional who provides health care services to patients and facility residents. They are also called nursing aides or orderlies. CNA provides basic health care services to clients. Job responsibilities vary based on where you work and live. CNAs often work in a wide variety of settings like nursing homes, hospitals, adult day care centres, personal homes and assisted living facilities. They act as helpful liaison between the RN or LPN and the patient. In many cases, CNAs serve as the RN’s or LPN’s eyes and ears, and relays information between many patients and nurses. This is one of the easiest health care professions, with least training and requirement that are available to immigrants in America, especially, female immigrants.

Few months after Emem came to the United States, she paid $300 to be certified as a CAN. Certification included a three-week training or classes, organised by a state licensed or accredited health institution. After the three weeks course, the student then takes a county, city or state certified examination in practical and theory. An applicant is expected to make over 80 per cent score in order to be certified. He/she, after certification, can work in any hospital or nursing home or assisted living home.

Emem, who chose to give one name only, continued thus:“Back home, people think you just come to America and get this job. You go through training and certifications to be able to work in such public health and care-giving environment. There are myths and lies through the years that most Nigerians doing this job in the western world are washing dead bodies in America or Europe. It’s ignorance.”

Emem’s patient, through her family, instructed the Nursing Home that she didn’t want to be resuscitated in case of heart attack or seizure at 91.

“One of the silliest conversations trending in Nigeria’s social media is that Nigerians wash dead bodies to survive in Europe and America. Nigerians at home even say ‘Tufiakwa’ to the ‘disgusting’ job of washing dead bodies overseas. But are dead bodies bathed or washed in these continents by immigrant workers, especially Nigerians? We lack information and as such, allow rumours, innuendos, stupid and sensational myths to becloud our minds. It is absolutely difficult for anyone to earn income from washing dead bodies in America or any western nation. In the United States, when someone dies, either violently or naturally, the first responders are emergency medical services alongside the medical examiner’s office. The body is then moved to the mortuary. The responders are professionals. Most of these med teams earn good money. Medical Examiners earn between $35,000 and $75,000 per year. Fresh dead bodies are usually deposited in county hospitals or in the mortuary of the hospital where the patient died. In homicide cases, dead bodies are transported to the county hospital morgue where the coroner performs autopsy to determine cause of death. Then the body would be released to the family of the deceased through a funeral home of their choice. Funeral homes are operated by certified morticians and mortuary directors. The funeral home would contact the hospital to inform it that the family of the deceased had requested it to pick the body to its funeral home where the deceased would be prepared for dignified burial,” he explained.

Mr. Carlton Grey is the director of Carlton Funeral homes and Cremation Services in Raleigh, North Carolina. He shares his experience in this regards thus: “In the United States, caring for deceased bodies is a profession. Those in this noble field are referred to as morticians, embalmers, funeral directors, undertakers. Yes, you must be licenced by the state in which you apply, to work and carry out these functions. Every state has its own requirements and rules in place. The salaries are like most jobs; depending on the area and cost of living. The earnings could be between $35,000 and $75,000, depending on experience.

“Part of the requirements include graduate from an accredited school of mortuary science and passing a state board exam in the state in which you wished to practise. You will also be required to do an internship, usually ranging from one year to two years in a funeral home. It is unusual for anyone to wash dead bodies in the United States because of regulations. Embalmers and their assistants perform these tasks of bathing a dead body. Public health is a very serious concern here. Once a person is dead at home, the family calls 911: the first responders to the scene of death are usually the police, emergency medical service and medical examiner who would record necessary preliminary information with regards to the deceased. The process doesn’t give room for anyone to get hired as a dead body washer. There is no such, not to my knowledge.”

Midnight Monday, Emem’s patient, the 91-year-old woman died. Emem who worked the night shift, went to check on her at midnight, to clean, change her diapers and make sure she was covered as she slept.

“When I got there, she wasn’t breathing. I checked her pulse. She was asleep so peacefully and beautifully. I followed procedures and called the hospice home. I also checked her file to see whom to contact when she died. I called her daughter. The hospice care staff arrived within fifteen minutes to confirm her death. She called the emergency and they came and took her to the hospital morgue. It is sad. You get attached to these old people as a care giver. It can be really emotional. You cared for a person almost ten hours each day and for five days. You can definitely get attached to that person. I did. I didn’t wash her body or bathe her. She was removed by EMS to the hospital morgue. Life goes on, Mr. Jebose.”

Labour leaders on Friday stormed the old Governor’s office in Ado Ekiti, the state secretariat and other government offices to pursue erring civil servants out of their offices.
The organised labour had on Thursday begun an indefinite strike to press home the demand for the outstanding five months salaries of workers.
An eye witness said the members of the organised labour took the workers, who had defied the directive of the labour leaders, by surprise when they swooped on them around 12 noon.
“We were in the middle of something when the picketing team came in and forced us out of the office. Initially, we wanted to resist them but they brought out canes and started dragging us out of the office.”
It was learnt that those who resisted picketing received “light beating” from the labour team.
Our correspondent sighted one of the sticks used to cane the workers.
The state chairman of the Nigeria Labour Congress, Raymond Adesanmi, confirmed the development to our correspondent.
He said, “They are saboteurs. We all agreed to go on strike at our meeting, so anyone who defied the strike order is a saboteur. They should bear the consequence of their action because we are fighting for general interest.”
The strike followed the expiration of the 48-hour-ultimatum issued by the NLC, Trade Union Congress and Joint Negotiating Council to Governor Ayodele Fayose to pay workers’ salary deductions for December 2015.
The workers’ demands also include the release of the staff audit and verification conducted in April , 2015, disclosure of the state monthly internally generated revenue, payment of arrears of five months salaries, pension and gratuities, payment of September 2014 salary to primary school teachers and payment of 2014 and 2015 leave bonuses.
Others include implementation of promotion for 2013, 2014, 2015, approval of inter-cadre transfer, remission of10% IGR to local government and stoppage of Joint Allocation Committee’s account, resuscitation of Local Government staff pension fund and release of running grants.
But the governor in a state broadcast on Thursday said he had no immediate solution to the demand of the workers because of the financial challenges facing the state.
He said workers monthly wage bill was over N2b whereas the federal allocation kept reducing from almost N3b to as low as N751m in April.
The labour union had earlier issued a 24-hour-ultimatum last week before the commencement of the nationwide strike declared by the NLC.

India's foreign ministry says it is looking into an alleged attack on a Nigerian student by a local man in the southern city of Hyderabad.
Police said 26-year-old Bamilola Kazim was allegedly assaulted by Mohammed Gafoor after a row on Wednesday
Mr Kazim was treated for wounds at a local hospital and released.
Last week a student from the Democratic Republic of Congo was beaten to death by a group of Indian men after an argument in Delhi.
Two men have been arrested in connection with the killing of the Congolese man.
Indian foreign ministry spokesperson Vikas Swarup tweeted on Friday that Foreign Minister Sushma Swaraj "had urgently sought report" on Wednesday's incident from the local government "and is monitoring the case".
Police said Mr Kazim allegedly parked his car in front of Mr Gafoor's house, and was attacked with an iron rod by the latter after an altercation.
Hyderabad police officer K Srinivas told BBC Hindi's Imran Qureshi that the two men had "reached some understanding" after Mr Gafoor was arrested and released on bail.
Gideon Omodowale of the local Nigerian Students Association said it was a "small issue".
"He [Mr Gafoor] has apologised and we have also forgiven him. It happens," he told the BBC.
There are more than 4,000 students from African countries in Hyderabad.
Following last week's killing of an African student in Delhi, a group of African embassies had said they did not want to participate in Africa Day celebrations on Thursday because of repeated attacks on African students in India.
They relented after Ms Swaraj promised to ensure the safety of African students in India.
Mr Swarup said the Indian government had received news from its embassy in Kinshasa, the capital of Democratic Republic of Congo, that some "Indian establishments and shops were attacked on 23 and 25 May as a reaction perhaps to the killing of the Congolese national" in Delhi.
"It has been reported that by Wednesday, things have calmed down," Mr Swarup was quoted as saying by The Hindu newspaper.
Authorities in the Democratic Republic of Congo have not yet commented on the remarks.
In February, a Tanzanian student was assaulted and partially stripped by a mob in the southern city of Bangalore.

Kaduna State Governor, who is already Islamizing his state was then acting as the VP.

That is the problem with you guys, you always blame the top leader, why don't you blame your State Reps in the house ? All the Reps in SS/SE are 100% Christian, what were they doing when the bill was been passed ? Why don't you blame Christian Reps in the house ? Or will someone like Ben Bruce deny it ? Ok i get it, Ben Bruce will say it is not yet in the Senate so he have no say in Reps issue . Like Ben Bruce rightly said sometime focus on your direct leader not on others. Your blaming will be useless as h in hair if you continue to sideline your direct leader in your state. What i understand about this is that the Southern/Christian Reps are their majorly because opf their own gain not because of anybody

A Yoruba adage says "ti eshinshin ba je elegbo , omo araye o ni ri sugbon ti omo araye ba je eshinshin igba yen omo araye ma ri" meaning "when the housefly started harming the injurious person, people will keep quiet but if the injurious person decide to harm the housefly, that is when people will be advicing the injurious not to harm the housefly"
Niger Delta Avengers are doing theirs now, PDP AND CO are keeping quiet but by the time Nigeria Security (Navy, Army, NSCDC e.t.c) start theirs now that is when they will remember violation of human right.
