Enugu votes N522m for rural streetlights

The Enugu State government has approved the contract for streetlights in some satellite towns to Messrs Vec Tek Nigeria Limited, for N522.39 million.
The approval followed a memorandum presented by the Commissioner for Rural Development, Gab Onuzulike.
Beneficiaries of the first phase include Nsukka.
The government said the initiative would boost the economy, reduce rural-urban drift and check criminal activities.
Commissioner for Information Dr. Godwin Ikechukwu Udeuhele, who addressed reporters in Enugu after the State Executive Council (Exco) meeting, said the government approved the constitution and inauguration of the State Technology and Innovation Council (SSTIC), a statutory requirement by the Federal Ministry of Science and Technology.
Its constitution, he noted, was “fundamentally important to the realisation of the ministry’s set objectives”.
Udeuhele said the government sought to establish the “needs-gap-requirement scenario that reflects on the essential attribute of the national science, technology and innovation policy” as explained by the Commissioner for Science and Technology, Greg Nnaji, who initiated the memorandum.
The Information commissioner said the Exco also approved N49.5 million for the procurement of dialysis machines, and N265.51 million for priority projects to complete the Medical Diagnostic Centre at the GRA in Enugu.
He said the Exco approved the payment of salaries for public servants and pensioners, following the successful completion of biometrics and the submission of the Inter-Ministerial Committee’s report.
Udeuhele added that the council approved the appointment of a firm, Niceken Logistic Limited, to collect the state’s revenue on quarrying, mining of gravels, laterite and sand.
According to him, the council directed the attorney-general and commissioner for Justice to generate a Memorandum of Understanding (MoU), in line with conditions in the committee’s review report between the Ministry of Environment, Mineral Resources and the firm.

Architecture matters a lot. We need to ban building of those funny 4 storey buildings along major roads. Buildings on major roads should be glass or bonded houses.

We have heard you. Please sponsor a bill in any state or national assembly asking for the detailing of architectural plans for approval by the relevant authorities. Till then, we are free to be creative.

Enugu urban development is making huge progress.

I am building many of these type of flats in many parts of Enugu, Owerri and Port Harcourt. These buildings bridge the gap between the huge housing demand and the provision of affordable housing.

We look out for modesty, a housing unit where the masses can live in relative privacy in each unit while also being able to afford the rent. You can agree with me that if we built only single homes in each land, many average families cannot afford the rent.

While I brainstorm daily on bits and pieces of improvements I can add to these buildings, I am also limited in the things I introduce. You cannot introduce lifts and some power plans because of our power problem in the country. But we still try to improve where we can.

Can anyone show me a better model of housing that will utilise the land, give comfort to the renters while making good profit for the landlords?

Funny how you personalize issues. Someone else laid the complaints and I supported because I've always disliked the block of flats on our major roads. It is okay for inner areas where people live but alas they serve as offices on major roads. In Enugu and Owerri you have Chime Avenue and Wetheral road dotted with them. I know you do visit Port Harcourt a lot just drive around Stadium Road or Olu Obasanjo and understand what I wrote about not taking it personal.

NB. If we continue to do things like our fathers did then there can never be improvement but recycling of same thing.

Is there anyway of making any meaningful change if you don't take things personal and effect the change you want to see? You have complained so much about the types of houses you think should be in places you think.

I just advised you to take a step further, complain to the appropriate authorities since you are uncomfortable with what you see. Making comments on nairaland cannot change anything on the ground. I don't just visit Port Harcourt, I also live in Port Harcourt and have built over 16 houses there.

Be the change you want to see.

They should g to Ibadan, Abeokuta, kaduna and Kano and see wat Federal government have done. Four years of GEJ we had just a local aiport and GEJ was kicked out before he could finish.

Definately the most beautiful skyscrapper owned by an indigene in Nigeria.


I am sure wateva they were building and abandoned cannot match this in size.


Let them just leave us alone to find our way, that is all. We will talk as brothers and have a 30 or 40 years plan to get to where we are going.

Frankly, I do not think the issue is with system of block of flats, as the alternative is to build terraces.
The problem of quality of living space and urban planning stems from lack of the economy of scale in our housing strategy.
Large scale developments allow for otherwise unaffordable utilities, and uniformity as well.

Even the village mud house could become a very pleasant living space if placed in properly planned space and shared utilities. i do not mean utilities in the conventional sense, rather by utilities I mean power, water, gas, shared parks and gardens, fibreoptic phone and data network, malls and grocery store, regulated space usage, waste disposal, access roads, schools, library, cafe's and business districts, etc. These are the things that make a good living place or neighborhood. But when an individual tries to put up or attract these things, the cost is way more than the physical house he hopes to build.
Until we see housing development from the social or even communist angle in Nigeria, excellent living places will still be elusive to the majority of us.

Ofcourse I frown at communal govt. housing that reeks of neglect, such as Jakonde in Lekki Lagos, Dolphin Extension in Ikoyi or other govt. built slums especially seen in South America. But the truth is that individual house development is simply not sustainable and efficient.

I cried inwardly at the injustice. I will try and update that blog this weekend and continue to grow the content. There is just so many things I can put up there.

I understand what you are saying and i agreed with you, but just the same concept and a little design changes can be better and cheap for common man. This is better then what we are doing right now.

Good. What is the cost of a unit. Give us a business plan and how it can benefit the environment. How did you source the lands? Where in Enugu (for instance) can you do this type of building?

Be the change you want to see.

If you've actually relocated to Port Harcourt that's good as you will explore newer challenges. Over here people build more of duplex than block of flats anyway but your challenge will be the terrain as many areas are swampy.

As for me being an example read this.



Similarly, a section of the law prescribed that “it is an
offence to erect shanty within the Owerri Capital Territory”,
and defaulters shall be liable to three months imprisonment
or N100,000 fine or both.
“Failure to comply with directives of Imo State Government
to renovate a dilapidated structure within Owerri Capital
City, shall be an offence and if defaulted, such building
shall be sealed by the Imo State Government”, the Bill
prescribed.
However, in a subtle way of not making the law to look as if
it was principally targeted at Ekeukwu Owerri, government
made three other additions.
“No erection of any structure considered a shanty within the
Owerri Capital Territory. All drainage shall be kept clean
and made to allow free flow of drainage water at all times
by all residents”, the Bill prescribed.
Another arm of this Bill, which an Owerri indigene called
“the diversionary tactics of the state government, is the
prescribed decent look of houses in the city”.
The Bill states: “Houses within the Owerri Capital City must
maintain a decent look, in compliance to the directive from
the Imo State Government, from time to time”.
