to my mind, you are simply being obtuse with that fone. im positive that selecting 3G only IS present on that phone.

anyways, you may also try :

Forcing your phone to use HSPA

- Go to Settings
- Go to Wireless and network
- Scroll down and go to Mobile networks
- Go to Network mode
- Select HSPA only

OR

- Enter *#2263# on the dialpad
- Select [2] WCDMA Band Preference
- Select [3] WCDMA 2100

it also goes to mind to ask if the partcular network u use on the phone actually has 3G in that area, and if u have tried other network sims on that phone?

do a factory reset.

then check for updates to the firmware and install them if any.

note that u will lose all apps and contacts and messages on it so you should probably back them up

your contacts get backed up to your google account anyway. your apps can be redownloaded

or better still, if u have access to WIFI and a PC, just install airdroid on your phone and follow the prompts to use. u can back up ur stuff that way. easy, to the point and sweet
