Section 7 (3) says: A person who commits an offence of defilement with a child between the age of twelve and fifteen years is liable upon conviction to imprisonment for life
Section 7 (4) says: A person who commits an offence of defilement with a child between the age of sixteen and eighteen years old is liable upon conviction to imprisonment for life.
If you observe clearly there is a difference between sections 7 (2) and the remaining 2 sections.
Also, nothing is said of a child between 11 and 12, and between 15 and 16 years of age... That's a lacuna

So an amendment is needed to state clearly that having sex with a girl under 18 is guilty of statutory rape whether there is consent or not.

And frankly if the state/country is not peaceful, it is the fault of the rulers and they should not be insulated therefrom.
