Also in criminal cases, beyond a reasonable doubt clause is invoked before charges are filed. You must have at least have 80% proof that said crime did occur before going to court.

These is a sample toll fare in a state in USA. The cheapest fare @ $3.50 is 7 times the fare on Lekki Expressway @ 120 naira. I admit things are difficult in Nigeria now. However, Nigerians should know that tolls are unavoidably considering the high cost of road maintenance. Additionally, the payment of tolls will ensure that Nigerians demand accountability over the state of their roads. I won't pay toll on a dead road.
Minimum wage in California is $9 per hr= N2000 while Naija minimum wage is N18k which is about N900 per work day.. Btw roads in CA were first built before mounting tolls, but in Naija, roads aren't built and the govt is talking about installing tolls before building roads.

There is nothing uniquely Ibo about apprenticeship .Generally you have apprenticeships among traders and also craftsmen followng different traditions. Trading is common in Men among the Hausas and some Ibo groups while among the Yoruba trading is done mostly by women.Not all Ibo groups are traders.
Hausas trade in foreign exchange, gold,agricultural products to name a few.They too have experience of travelling with large quantities of cash across West Africa for generations.
Apprenticeship is the model used by many Yoruba craftsmen to learn their trade whether as building contractors,mechanics,tailors,fabricators of metals( local machinery truck bodies etc). This also operates among Hausas who are a large body of mechanics servicing the heavy goods trucks in Sagamu and Ibadan.
The notable issue here in this Ibo apprenticeship is this model of serving for a term and then being rewarded afterwards. The biblical story of Jacob and Rebecca comes to mind.He was asked to serve for 7 years for his bride but on completion he was given Leah the older sister because the "older must marry first" and so had to serve another 7 years for his true love. Human beings are human beings and will always try to cheat and lie if they can get away with it. We have heard so many Rebecca stories.
What is important is we are not sold this idea that somehow buying and selling is all there is to business or is the best thing a young person can or should be doing with his life.
I remain critical of the Ibo mindset of buying and selling and crying for a sea port because there is no development no moving to the next level,no manufacturing vision. No major economy has so many traders.Ultimately we need big consolidated trading companies that can negotiate with manufacturers as equals ,negotiate better deals and deliver quality to consumers. As things are most Ibo traders are not in a position to replace defective manufactured goods and this creates reputational problems often unfairly. That is the vision we need ,Nigerian Shoprites and so on in every sector from pharmaceutics,grocery,spare parts etc How is this integrated with modern technology such as the internet etc. A model where 1000 small players are each bringing in one container a month is outdated. That is the real threat to Ibo traders in the future and a challenge to Nigeria

(1) Budget is never the prerogative of NASS, but that of the Executive. For something as sensitive as national budget, the constitution makes is necessary for NASS to review whatever the Executive has prepared and make inputs - sometimes that may result in alteration of the budget but most times they just approve it the way it comes. It's like saying that just because the President sends Ministers to NASS for approval, then Ministerial appointment is the prerogative of NASS.

(2) The VP said that they were planning to propose a budget of N7tn - N8tn. That was a statement made over a month ago. Chances are that the dynamics of what they were considering might have changed and they had to adapt to new realities. Oil price has dropped further since that time and MTN fine has also reduced by over N250bn within that period. There could be a lot more that has changed that has made it imperative to review the budget downwards. How does adaptation amount to failure - if you know anything about economic management. In any case, as I said earlier, that comment wasn't a policy statement by government.

(3) I never said the budget lacked details, I only said I am yet to see the details. As you might have been aware by now, details of the proposed budget are beginning to come out, and by the time it gets to NASS it would have been in the public domain for everyone to analyze.

(4) Your resort to verbosity in a desperate bid to appear to have superior intellect does not impress me. You can save yourself the stress and keep that for those in your league.
1: NASS has the final say on national budget. It's their prerogative! The executive proposes a budget, then NASS reviews, appropriates, approves and enacts it into law. Appropriation is an act of the parliament not the executive. You are quite bereft of how appropriation process works. Both chambers of NASS must pass an appropriation bill and then forward to the president to give his ascent or veto. If it's vetoed by the president, NASS can override president's vetoe by 2/3 majority to become a law.
Ministers are only sent to the senate for screening and confirmation. In legislative process, confirmation and enactment aren't the same and can't be interchangeably used. Someone who gives the final approval, has the prerogative. Time to enroll in govt 101

(1) Before Budget proposal is taken to NASS for approval, the Executive (FEC) will sit together and discuss it extensively to make sure all ministries are properly captured. They then approve the final document before sending it to the National Assembly.

(2) I cannot remember the government making a policy statement about proposing an N8T budget. Somebody in the cabinet may have insinuated but it wasn't a definitive policy statement

(3) Instead of trying to find straws to cling on to, you should have responded to the figures I presented in my comment. Facts are Sacred!

Unlike many I am not a fan if fashola and Tinubu but if you want good roads we will have to pay one way or another. Unfortunately this is the environment we live in. I am sick and tired of false hope and promises meanwhile my life ticks along and I ask myself what kind of life is this? i will pay the extra for constant electricity, I will pay the extra for good roads, just get it done so the quality of my life improves. Because guess what we can moan about what govt should do, they don't ply these roads, they don't suffer power outages, they don't send their kids to substandard schools, they don't send their family to govt hospitals. If you are waiting for them to deliver without paying extra what they couldn't deliver when Oil was over $100, now that Oil is $40, history has shown nothing will happen and we will continue to live a life of rats!!!

Onus is on govt to build new roads before imposing tolls. Do you pay house rent before a house is built? Why do we make silly excuses for govt? Same reason when people protested when GEJ wanted to charge full price on fuel before fixing refineries. We keep choosing easy routes in life and we haven't gotten anywhere!!

What they do is they ask you to build entirely new roads with shorter routes or new roads linking new communities and then you toll only after you have completed the construction. When our govt imports foreign ideas, they tend to twist it to serve themselves, because the average Nigerian hardly knows better.

I am interested in seeing the revenue details from the budget to know exactly how government intends to fund the budget. My first instinct, though, is that leackages in revenue generating agencies (like NCS, NPA, NNPC, etc) have been blocked and all funds channeled into the TSA. That the government has been able to come up with that size of budget - even in the face of declining oil prices & lower oil production levels - without depreciating the official exchange rate of the Naira - is truly remarkable.

How GEJ (with benchmark oil price of over $75 throughout his term) was not able to come up with a budget of up to N5T beggars belief. One can now say without equivocation that, had PMB met an oil price of $75, we would be talking about a N10T budget. Kindly note that during GEJ term, oil price was actually higher ($105) than the budget benchmark and yet our Foreign Reserves and ECA was declining.
FEC doesn't approve budget.. GMB is still acting like we are in a military era. Appropriation is as exclusive preserve of the NASS, so GMB can't anticipate to spend money that's not captured as an income in the budget. From N8tn to N6tn= just 25% cut without any scrutiny??! Reality is now setting in!! We going see!!!

President Muhammadu Buhari on Monday said opposition political parties had no choice but to unite to stop the then ruling Peoples Democratic Party to save Nigeria from destruction.

Buhari said this at a public presentation of a book entitled, “From Opposition to Governing Party: Nigeria’s APC Merger Story,” written by the Minister of Science and Technology, Dr. Ogbonnaya Onu.

Buhari noted that the leaders of major opposition political parties realised that the PDP machine could not be effectively tackled unless they set aside their differences and came together to salvage the nation.

He said, “We realised in 2015 that unless we come together, the PDP will succeed in killing Nigeria, so we had to make sacrifices.”

The President also recalled the genesis of his relationship with the author.

He recalled that his relationship with Onu dated back to his days in protective custody during the Gen. Ibrahim Babangida dictatorship.

According to him, Onu was among the few Nigerians who stood by him during his trying days.

“My relationship with the author is cordial. When I was placed in a protective custody, he was sending people to greet me regularly. That was how the relationship developed,” Buhari said.

Earlier, Onu had explained that the three legacy opposition political parties had to give up their individual identities to form what has now become Africa’s largest political party.

He said, “What happened has never been witnessed in Nigeria or Africa when political parties merged to defeat a ruling party. Three political parties gave up their identities to form the largest political party in the history of this country.

“Before this historic event, several efforts were made to bring the opposition parties together. None of that worked. In the past, we had tried to work together. At first, it appeared possible until the whole process collapsed.

“But in 2013, the APC was born. This book is to document the events that led to the formation of the APC. It is about how we moved from being an opposition party to becoming the ruling party.”

Onu also said he wrote the book to help the APC learn from the mistakes of the PDP and avoid what led to its downfall.

While expressing his confidence in a united Nigeria, Onu urged the protesting youths in the South-East to sheathe their swords and give the Buhari administration a chance to deliver on its promises.

The minister said, “In the south-eastern part of the country, there is a growing protest. It is important that all regions are represented in an orderly manner that represents all interests. Buhari understands the plurality of Nigeria and will do everything to accommodate all.

“The Igbo need Nigeria just as Nigeria needs the Igbo. We must assure the youths of the South-East that the administration of President Buhari means well for them.”

In their separate remarks, former Vice President Atiku Abubakar and the Sokoto State Governor, Aminu Tambuwal, paid glowing tributes to the author, describing him as an exemplary politician worthy of emulation.

Atiku said, “I think every Nigerian pays attention to public affairs. His (Onu’s) appointment is well deserved. Those of us who have worked with him have come to see in him competence, humility and sharp intellect. He is a gentleman in every good sense of the word.

“It is amazing that he found time despite what was going on to write this book. The book chronicles the process that led to the formation of the APC. As we have been told, it is a story of patriotism and sacrifice. It is also a story of change.”

Tambuwal said, “I was privileged to be the Speaker of the House of Representatives when all that is captured in this book happened.

“Then, I was maintaining a very delicate balance. My emergence as the Speaker in 2011 was as a result of the efforts of all parties.

“Back then, the formation of the APC was already in the wing. Onu is a man of many parts. The presence of two former governors from Ebonyi State who are PDP members and a serving governor is a testimony of who you are.”

The event attracted politicians from across party lines, captains of industries, friends and well-wishers.
