That temperature value is not right. A temperature of 24.7 C (76.4 F) is just about room temperature. In Texas where few of the roads are bitumen/asphalt, summer temperature in day time is around 80 - above 100 F (26.67 - 37.78 C) When rain fall, nothing like that happen.

So, the temperature was likely higher than what is shown. Likely that the 24.7 C is air temperature while the road surface temperature would have been significantly higher than this because asphalt is darker and such does not reflect light but absorb it.
