An Edict to provide for traditional rulers, its council, chiefs and matters connected therewith.

Commencement: (7th April, 1998)

30. (1) The Executive Council may from time to time prescribe the stipends and allowances to be paid to traditional rulers and the manner in which such payment shall be made.

(2) The stipends and allowances of traditional rulers specified by the Executive Council under sub-sectional) of this section shall be a direct charge to the revenue of the local government council and shall not be subject-to modification without the approval of the Executive Council.

(4) The stipends and allowances payable to traditional rulers and traditional chiefs under sub-sections (1) and (3) of this section shall be income tax free, and for the avoidance of doubt, the incomes of any traditional chief derived from other sources shall be liable to tax in accordance wiith the relevant income tax laws.

His Royal Majesty Oba (Dr) David Victor Folagbade Olateru-Olagbegi III was born on June 26, 1941 in the ancient city of Owo. He belongs to the Elewuokun ruling house.

He attended Government Primary School, Owo between 1947-1954, from where he proceeded to Imade College, Owo, 1955 to 1960. In 1961 through 1963.

His Majesty promising outlook encouraged his Royal Father, the influential, celebrated and dignified Sir, Olateru-Olagbegi II, (KBE) to send him to England where he enrolled at the Poole College, Poole, Dorset to complete his General Certificate of Education, Ordinary and Advanced levels. Between 1964 to 1968, His Majesty read Law at the prestigious Holborn College of Law and Grays Inn, London where he qualified with a Bachelor of Law LL.B.

On his Majesty return from England, he launched into legal practice in 1969 in the Chambers of Chief Frederick Rotimi A. Williams, a luminary of the legal profession and doyen of the Nigerian Bar. After six years of valuable legal experience, His Majesty joined the Nigerian Law School as a lecturer in 1975. He rose to the position of Reader in 1991 during which period he did a three years stint in Government as counsel to the Vice President of Nigeria during the Second Republic, 1981 to 1983. His Majesty was a Principal Lecturer and Head of Department, Litigation between 1984 to1994. Between 1994 and 1995, the Council of Legal Education offered him the position of Acting Secretary initially and substantively as Secretary. His Majesty was secretary to the Committee set up for the movement of the Nigerian Law School from Lagos to Abuja by the then Head of State, late General Sani Abacha. Oba Olateru-Olagbegi III was confirmed Secretary and Director of Administration on the Law School relocation to Abuja thereafter. By this appointment, His Majesty became entrusted with the responsibility for monitoring and controlling the numbers and quality of Law students being turned out by the University and it also became a crowning glory of His Majesty professional career before his voluntary retirement in 1999. His Majesty ascended the throne of the Owo Kingdom as the Olowo of Owo on February 21, 1999 as a First Class Oba and Paramount Ruler.

TWO people, a suspected fake medical doctor, Abiodun Oguntowo, 48 and one Abolade Ogunrinola, have been arrested by men of Oyo State police command for alleged murder.

The suspects, who are currently being detained at the State Criminal Investigation Department (SCID), Nigerian Tribune gathered, were assisting the police to unravel the cricumstances, which led to the death of a graduate of the Emmanuel Alayande College of Education, Oyo.

The incident took place at Kosoko area, Oyo town.

The victim, 25-year-old Taiwo Badmus, Nigerian Tribune learnt had on December 3, 2011, left home and when she did not return home till 7.00 p.m., her elder sister was said to have raised the alarm.

It was learnt that the victim was allegedly murdered for ritual purposes.

A source told the Nigerian Tribune, on Wednesday, that the victim’s elder sister had contacted her boyfriend, Mr Abolade Ogunrinola, who was unable to give useful information on the whereabouts of the victim.

The source added that the incident was later reported at the Durbar police station, Oyo, and that the policemen were said to have acted promptly by arresting the boyfriend.

The boyfriend, it was gathered, took the police detectives to a room at Ile-Oloola, Adesina area, Oyo, where the victim way lying dead in the pool of her blood.

After interrogation, the suspect, was said to have mentioned the name of the alleged quack doctor, who allegedly carried out abortion on the victim. The source said Taiwo was not known to be pregnant.

He said that when policemen searched the area, a shrine was discovered at the back of the building where the corpse of Taiwo was recovered.

The Deputy Police Public Relations Officer (DPPRO), Inspector Makun Abodunde,who confirmed the incident, said the arrested doctor was a quack.

He said that he was arrested for abortion which led to the death of the victim.

A resort of some sorts to Nigeria's "high" and "mighty", including past and serving leaders, diplomats and big-time businessmen, Eti Health and Leisure (EHL) sits in a quiet corner of the Central Avenue, in South Africa's Pinelands, Cape Town.


Though far away from the Cape Town International Conference Centre (CTICC), where the 2011 Africa Com conference was being held in the second week of November, a three-day hunger for native food got me, and a few colleagues, on a 30-minute ride to Pinelands. Mission: to eat anything really African - even if it is not typically Nigerian - after four days of flour and exotic vegetables.


Of course, the cab driver must have sensed our desperation.


"You pay 300 Rand (equivalent of N6,300) or I use the metre for you?, Mike asked in what sounded to me like a Zulu accent. A quick bargain got me and my three other colleague journalists (Dan Obi, Dayo Oketola and Ikem Okuhu) happily coughing out some 150 Rand.  Inside the car, we doubted the possibility of getting a real homely treat - the chews and the swallows, at the West African Cuisine (that was the original name Mike, the cab driver, gave us) after days of 'hunger strike.'  But Mike told us we weren't going to be disappointed.


I wasn't sure it lasted that much, but, by my wristwatch, the journey took 30 minutes off my precious time, which, at first, I considered not really worth it, since I was thinking of catching up with the after-lunch session billed to begin in two hours' time.


Chief Executive Officer of Etisalat Nigeria, Mr. Steve Evans, was billed to speak on "cost-cutting measures" by telecoms operators to enhance profitability, and I did not really want to miss it.

When two policemen came to arrest 48-year-old Mrs. Kemi Ojo in her home on October 24, 2011, she thought it would only require her to make a statement at the police station and return home to her children.

But the arrest turned out tragic. She did not live to tell the story of what transpired at the station. Besides, neither her relatives nor children went with her when she was arrested.






“It’s sad that those who have sworn to protect lives and property are the ones making our lives a living hell,” one of her children, Feyisayo, told PUNCH METRO amidst tears.




It was gathered that a day before the tragic incident, Kemi was arrested by the policemen attached to the Adeniji Adele Police Division, Lagos.




Feyisayo, 20, said the family later discovered that the policemen had no right to arrest her mother in the first place.




She said, “My father, Olaoluwa, is a car dealer. He had previously been involved in a business transaction with his partners, Messrs Sanni and Adedokun. They sold a particular car and the ideal thing was to share the profit.




“Unfortunately, the person that the profit was kept with absconded with the money and this caused friction between him and Adedokun.




“All efforts to get the money back proved abortive and Adedokun came to our house to issue threats, saying that he would get my father and Sanni into trouble if they did not give him his share of the money.”




Feyisayo said on October 24, Adedokun brought two policemen around midnight to arrest her father but he was not at home. So, the policemen resorted to arresting her mother in his stead.




She said, “Around 11:15pm, just immediately after saying our evening prayers, we heard a bang on the door and immediately we opened it, we saw the policemen and Adedokun.




“My elder brother asked to see their identity cards and they presented themselves as Inspector Hamza and Jide. I don’t know Jide’s rank.




“When they did not see my father, they arrested my mother in his stead and told us that they were going to detain her until my father showed up.”

The cars, which are the latest models, included three Toyota Camry given to three first class obas; two Toyota Avensis given to two second class obas and three Toyota Corolla given to three white cap chiefs.
The beneficiaries are Ojomu of Ajiran, Ovori of Ibeshe, Olojo of Ojo, Oba of Ilashe, Oba of Ketu, Suenu of Lagos, Sasore of Lagos and Ojon of Lagos.
Commissioner for Local Government and Chieftaincy Affairs, Mr. Ademorin Kuye presented the cars to the obas yesterday at the Alausa Secretariat, Ikeja.
Presenting the cars, Kuye said the Babatunde Fashola administration was committed to enhancing the living standard of royal fathers in Lagos, adding that the administration believed in the sacredness of the traditional institution.
He stated that obas had an important role to play in the development of the state.
“As custodian of the traditions of our people, traditional rulers serve as a vital bridge between the people and the government. They also assist government on the vital issues of security, and as fathers of their communities, they promote peaceful co-existence and harmonious relationship among the people within their domains.
“You are therefore expected to use your influence and education to sell government policies and programmes to your people and encourage them to cooperate with government, and thereby support its policies,” he said.
“We look up to you to help in encouraging and educating the people on the need to fulfil their civic duties such as payment of taxes and rates promptly, fulfilment of their social obligations in order to pave way for rapid development, cooperation with local governments and local council development areas and others, too numerous to mention,” he added.

The police in Igando, Lagos State, Southwest, Nigeria have arrested two men, Omo Sukomi, 42 and John Diana, 29 for allegedly raping their friend’s 15-year old daughter (name withheld).

The girl was said to have been drugged before the accused carried out the dastardly act.
The accused were charged before the Ikeja Family Court yesterday for rape and remanded in prison custody at the Kirikiri Maximum Security Prisons, Apapa, Lagos on the orders of the judge, A.O. Isaac.

P.M.NEWS gathered that the victim was lured into Sukomi’s house at 26, Oguntuwase Street, Akesan, on the outskirts of Lagos where she was drugged. She slept off and the accused took turns to rape her.
According to the victim’s father, Ayodele Wasiu, his daughter fell into their trap because they were his friends. “She did not entertain any fear when they called her to deliver a message for her dad,” he stated.
The embittered father explained that her daughter, a virgin, was returning from school when the accused called her and pretended that they wanted to give her something for her father.

“When she got into Sukomi’s room, they locked the door. They put something in the mineral they gave her and she slept off immediately. Later, they raped her in turns.
“When she woke up, she discovered blood all over her private parts and started crying. She came back home with blood-stained uniform and narrated what happened to me and my wife.
“I took her to the chairman of the landlord association, Mr. Sunday Ayeni and together with other community leaders reported the matter at the Igando Police Station,” the victim’s father told the court.

Kaduna -A housemaid, Rukayya Adam has told a sharia court in Kaduna that she heard Sa’adiya Shuaibu apologising to her husband Muhammad Adamu over the paternity of her two- month old son.

Rukayya was at the court as a witness in a case of paternity denial between Sa’adiya and her husband, Muhammad Adamu.

She said that she heard Sa’adiya, who was pregnant then, begging her husband to forgive her that the pregnancy did not belong to him.

Rukayya said she overheard them talking over the issue, while she was doing her domestic chores close to the couple’s living room.

Another witness, Malam Samaila Ya’u also told the court that he was present at the time Sa’adiya‘s father, Malam Shuaibu apologised to Adamu over the issue.

“Shuaibu told us that he interrogated the girl and found out that the girl got pregnant before her marriage to Adamu.

“ Sa’adiya’s father told us that he would further interrogate her to know the person responsible for the pregnancy to credit the child’s paternity to him.“

“The father pleaded with Adamu in my presence to keep the nursing mother for two days as he will send for her and her property.“

Ya’u, however, said Adamu had told Sa’adiya’s father that he had already divorced her.

Reacting to the witness’ testimony, Sa’adiya denied that her father told Adamu that she got pregnant before the marriage.

She, however, did not deny the testimony given by her former housemaid.
