So states in the future will have to refund the bailout funds the current federal government gave them to pay salaries. What was the agreement signed before this bailout funds was given to the banks? This fund was given to mitigate the collapse of the economy and avoid a recession, It's not as if the banks stole the money. There's a whole lot of policies of this administration with tune of anger and vengeance. Even in developed countries such decisions are taken subtly with the effect on the populace in mind.
