The embattled Chairman of the House Committee on Capital Market, Hon. Herman Hembe, Tuesday alleged that it was the Securities and Exchange Commission (SEC) that offered to bribe his committee with N30 million. The SEC Director-General, Ms Arunma Oteh, had alleged last week that she was being intimidated by Hembe because she refused to accede to requests for N39 million and N5 million “bribes” by the committee to “support” the public hearing into the crisis in the capital market. But Hembe, while offering to step down as chairman of the probe committee Tuesday, alleged that the true story was the other way round. THISDAY is in possession of copies of SEC’s internal memoranda which tend to suggest that it was the commission that initiated the move to “support” the House Committee with N30 million “for the success of the public hearing”. But questions are also being asked as to how SEC arrived at figures for live coverage (N26,203,800) and secretariat needs (N4,215,000) in the internal memo, suggesting that the House committee might indeed have approached the commission for financial support based on its budget for the public hearing. Hembe’s offer to step aside was accepted while the entire members of the committee were eased out. Consequently, the House set up an eight-man ad hoc committee to begin the process of conducting the probe afresh. The new committee has 21 days to complete its assignment. The allegations levelled against Hembe and members of the House Committee on Capital Market have been referred to the House Committee on Ethics and Privileges. The allegations are to be investigated and a report of its findings is expected to be submitted in two weeks. Hembe initiated the process of his withdrawal from the probe when, at the commencement of plenary, he raised a point of order and sought the leave of the House to offer personal explanations on the scandal rocking his committee. He explained that the allegations were false and claimed that he neither demanded nor took bribes but fought hard and rebuffed inappropriate overtures to influence the committee in the course of its assignment. He recalled the incident of last Thursday and said the confusion arose "when the Director General of the Securities and Exchange Commission (Ms Arunma Oteh) rather than answering questions on serious matters put to her chose to proceed on a voyage of false allegations and branded the entire committee a kangaroo court”. "I stand before you this morning to reaffirm my innocence regarding the allegations made against me by the Director General of Securities and Exchange Commission. I want it to be on record that I demanded no bribes and took no bribes but rather I fought hard and rebuffed efforts to be inappropriately influenced," he said. In a bid to buttress his case, the lawmaker brandished what he called three internal memoranda of the SEC in which the management of the regulatory agency sought to assist the House Committee with some funds to enable it conduct the now botched public hearing. In one of the memoranda dated March 1, 2012, one Hassan Mamman, an official of SEC, wrote to the DG initiating the process of assisting the committee. The letter read in part: "In view of the Commission's role as the apex regulator of the Nigerian Capital Market and in consideration of the existing cordial relationship cultivated over the years between it and the House of Representatives Committee on Capital Market, we find it appropriate for the management to assist the Committee by co-sponsoring this three-week long event. If the above suggestion is acceptable to management, the committee may be approached on your directives, to find out the possible areas for the support." A second memorandum dated March 9, 2012 which was also addressed to the DG of SEC showed that the agency narrowed down the support to two items namely, N24,203,800 for the live coverage and N2,215,000 for sundry secretariat needs of the public hearing. However, a third memorandum conveying extracts of the minutes of the 63rd meeting of the Board of the SEC held on Monday, March 12, 2012 showed that "after due deliberations, the board approved a maximum of N30 million as donation by the Commission to the House Committee on Capital Market to enable it undertake the public hearing”. I think NLers need to channel their anger to our "legislooters". They signed another 38.8bn last week. What for? I know a LG Chairman that spent 6months in a hotel. And who pays the bill? Do you know how much our Senators pay aristos-babes overnight? I wonder why this woman is being poked. Maybe because we are very far from the ''polithiefcians''. Four people ate a meal of 85k and we are all shouting. Do the math. |

There is no time to say "no-time". Clocks... 4) Read wide...Journals, articles, books etc I will PM a site where you can get every info u need on any subject/discipline. 5) Engage in seeding - think of creative ways of getting things done better than others and have a picturesque mind. 6) Be organized. Each day must have its purpose. 7) Check the career section on NL very very often and plug-in to zone. It has helped me alot. I joined NL 2009 and I have done more of listening than blabbing. OP-Icefish. C'mom mehn dont be downcast because of your grades. There are somany threads that have addressed the 3rd-class ''challenge'' here. However, my advice to you is that from today onward, have a personal vision for your life- always begin with the end in mind. I hope you've got enough internal security and the abundance mentality to take on your challenges. Having said that, some thoughtful questions come to mind in-line with the subject of the discourse: What do you want to make out of life? Where does ur passions lie? Where are ur weaknesses made irrelevant and your strengths made alive? 1) Do you "true-really" love Computer Science? 2)What aspect of Computer Science do you wanna make delve into? Is it programming, Networking or graphic design/animation? Do your SWOT analysis before choosing from any. 3) Do you know that having Masters is not a guarantee to getting a job? Infact a friend of mine who currently runs Masters program in Pet. Eng at LSBU keeps complaining how challenging it is to get a job even in the UK after he tried some openings here to no avail. Creativity and real skills is key! Do you really wanna do PGD/Master? Or do u just wanna use it to cover ur 1st degree? Answer these questions. 4)After you've made up ur mind on your career path, are you willing to pay the price? Are you willing to go the extra-mile to acquire the right skills and training? 5) Have you asked God to lead you through? I salute your courage and I know that ur life will be a testimony. The First Minister is the Leader of Scotland chosen from among members of the parliament. In simple terms, Alex Salmond, the First Minister, wants Scotland to be sovereign independent state. A state that would fully operate without any influence from the United Kingdom. They want to be on their own! Scotland is clamouring to become an independent sovereign state because they believe that most of the decisions in the United Kingdom are taken mostly by the English people which has been to the detriment of the Scots. Although they have a Scottish Parliament, which was created just thirteen years ago, they fully want to take charge of their country. The First Minister who is also a member of the Scottish National Party has made this issue a front-burner in his tenure. The Scottish National Party (SNP) has been on this struggle for over sixty years even before Harold Macmillan gave the popular “Wind Of Change” speech. Scotland is a country located in the Northern Island of the United Kingdom with about 5.2million people. The Scots are believed to have originated from the Picts and Gael, which of-course is an entirely different background from the English. They have a different law, religion and culture which is different from other parts of the UK. For instance, the Scottish law says a child becomes an adult at age 16, whereas its 18 in England. Without considering the differences in culture, the King of Scotland signed a Treaty that brought Scotland and England together. Scotland joined England in 1707 amidst a widespread protest which of-course is an indication that the masses didn’t oblige to the union treaty. Three hundred years and still counting, the problem still subsists. Currently, the Scots are demanding for a referendum where they would vote for their independence. Polls conducted reveals that 70-75% are in support of the referendum which is likely to hold by 2014. Oil was found in Scotland in the 1970s and they seem not to have profited much from the billions of pounds amassed by the United Kingdom. Records show that approximately £200 billion have been amassed from the North Sea’s oil which lies in their territory. In 1914, Nigeria was birthed. The Britons brought the southern and northern protectorate together to form Nigeria. Ever since the union of this two extreme protectorates, this country has been suffering. The Britons did not look deeply into the foundational diversity before forging-ahead with the union. The difference between a southerner and a northerner is as vast as the number of days they have spent together. I have found it very difficult to see just a pinch of similarity in both cultures unlike the Scots and the English who share some values. The belief system, values and religion of the North and South are two extreme ends. Didn’t the Britons know that there will be constant strife when two extremes amalgamate? Were they comparing our treaty with theirs - the one that formed the United Kingdom which is even about to break? Didn’t they forget that our fathers were still slaves who needed some refreshing and re-orientation before being integrated into such a society? Only God knows the number of people who have died due to ethnic differences in this country. Only God can give us the actual estimate of southerners that have been butchered by the Northerners all in the name of “differences”. Cultures die hard, and people can invest so-much ego into their beliefs to the extent that it makes a fanatic out of them. Oh! What a mistake. It is almost a hundred years and the pain still lingers. The bones of the dead lion still lies in the jungle. The past still haunts the present and we keep wallowing in explosions and deaths, week-in-week-out. Just yesterday, another explosion killed some people in a St. Finbarrs Church, Jos. Explosions in any part of the country gives an average Nigerian migraine because it reminds him that there is no safe haven anywhere. But there is more to come because we still believe in “One Nigeria”. One Nigeria is idealistic. The past and the present shows that this country cannot last together. Let the Southerners take a stand like the Scots. Oil was found in the South about the same time it was discovered in Scotland and what has happened to yields? The Southerners own the oil but the Northerners have lavished and embezzled the profit made from its sales. Let us learn from history and not ponder anew. Solutions might even be tucked away in the past! We all want our President to perform well but what foundation is he standing upon? The military rulers have ripped this country of its fortunes. They have made government a sole proprietorship business with corrupt dealings. The money accrued from the oil has been sunk into the pockets of these never-do-wells. So-many claptrap have been made in the past which is having domino effect till date. Many of them, with less than $2,000 when they came to power, have become the richest men in the world within less than a decade. The foundation we are building upon is shaky and we must all right the wrong. Now is the time we must discuss the change! Yes, the change. The future of our country lies in our decisions. Nigeria must split and go back to its roots as it used to be. The President, if he knows what he is doing, should also put this on the minds of his people. Just like Scotland, let the Southerners hold a referendum. Let them forward their request with audacity and sense of purpose. The explosions and bombings and unrest will cease. Let all foreign debts be paid by 2014 and split this country at its 100years birthday or latest 2015. @OP Honestly I've not heard of any professional course or qualification in Agric econs and extension. All my friends that studied Agric never said anything about a professional cert. The career-world is now ''mutually independent'' so with your economics background, you can do the ones listed above and more. But the way you asked the question shows you have a tinge of interest in Agric, which is very nice. So I'll advice that instead of looking for a qualification, start a farm with the background you have. Since you did FPY (Farm Planning Year) while in school so it shouldnt be a big-deal. |
