The VIS only collects cash - as if it is a bank. No other mode of payment accepted.

The VIS does not have its schedule of charges and fees boldly pasted anywhere for the public to see - you have to ask how much a service costs and you are given an amount by word of mouth...as if we are buying tomatoes in the market.

The VIS never, ever issues any official receipts for payments made. There is no record whatsoever. And this is a government agency?
