Lol. But hope you know that at the same time, the government needs to be in charge of certain things, so they can ''have mouth'' when its time to put up regulations and enforce them. I think its also necessary to WEED OUT & PUNISH (where necessary) the inefficient and corrupt people who have made government the way it is now. Government is made up of people, people who can very well be thrown in jail if they mess up. & I can assure you, once we have a few PROPER scapegoats, who have been decisively & properly dealt with, the others will sit up, or at least most of the others. That's how we Nigerians (human beings generally I think) behave. We almost always need something to ginger us to work hard. The Government can be made efficient. It just needs proper & strategic cleansing, plus attitudinal change which MUST start from the TOP.
Dude, how many people will you jail and where will you draw the line. The average Nigerian on the street is extremely corrupt.
The only way out is to change the system and make govt less attractive as a pocket filler. Sell everything, privatise the oil sector and the blinding levels of corruption in govt will come to a sure end.

It is our system that encourages corruption, so no amount of jail sentences will repair it. The system has to be completely torn down, uprooted and the worthless constitution set on fire; these things need to be done for an rquitable citizen state contract to be grown, one that gives just reward and recognition for sweat, merit and application; a system that is caring and encourages honesty.

So long as there is "free" oil money in Abuja, thieves will gravitate there. Govt needs to stop dealing with money, thats for businessmen; govt should simply enable.

Nigeria signs $4.5 bln refineries deal with Vulcan Petroleum
Tue Jul 3, 2012 6:01am GMT
By Tim Cocks and Camillus Eboh

LAGOS/ABUJA (Reuters) - Nigeria signed a memorandum of understanding on Monday with Vulcan Petroleum Resources for a $4.5 billion project to build six refineries with a combined 180,000 barrel a day capacity, officials said on Wednesday.

Vulcan, an affiliate of New York-based private equity firm Vulcan Capital Corp, aimed to have two of the refineries finished in under a year, they said.

Nigeria is Africa's top crude oil producer but its refineries are in such a state of disrepair that they meet only a fraction of its domestic fuel needs. Its crude is shipped out and costly refined products imported.

"The project is estimated to gulp 697.5bn naira, while two of the refineries are expected to be completed within the next 12 months," Yemi Kolapo, spokeswoman for the trade ministry, said in a statement.

"Each modular refinery, when completed, will refine up to 30,000 barrels of crude oil per day and produce up to five million litres of petrol, diesel, kerosene and LPFO (liquid petroleum fuel oil)."

Nigeria's existing plants have a total capacity of 445,000 barrels per day, but are running at less than three-quarters of that capacity.

Chief Edozie Njoku, chairman of Petroleum Refining and Strategic Reserve, Vulcan's partner in the joint venture, told Reuters by phone the aim was to distribute the sites in different regions of Nigeria.

"We have to look at where the crude pipelines are. We need to plant them so that everyone is favoured, but in the north the pipelines only go to Kaduna (in central Nigeria)," he said.

"Two of them are going to be finished in about a year. It's not rocket science - to have all six ready should take about 30 months," he added.

Nigeria has two refineries in its main oil-hub Port Harcourt and one each in the Niger Delta town of Warri and in Kaduna.

Some Nigerians are sceptical about building more refineries when existing ones are under capacity, but Njoku dismissed this.

"The refineries already in Nigeria are on their last legs. They will cost the country millions to turn around. Nigeria needs new refineries," he said.

A lot of MoUs are signed with Nigerian authorities that go nowhere, but Njoku said he was confident the projects would happen.

"The only thing we need for this to be done is our permits from the government ... They have shown enough honesty that they want these refineries to be built," he said.
OK. OK.

@Beaf & other pro GEJs, I (& other Nigerians too i believe) would have loved a situation whereby the refineries are wholly owned by the Nigerian government. During the subsidy brouhaha back in Dec/Jan/Feb, i read some articles from different sources which point to the fact (or assertion if you please) that the refining business is not so profitable anymore, hence the closure/divestment of many refineries by top companies around the world. So, my point of view then was (still is) that its better for the government to build the refineries, coz the government can absorb (initial) losses / initial low profit margins better than a private firm. I STRONGLY believe Nigeria has the funds to construct the refineries, without recourse to the worldbank or the dreaded IMF for aids/loans/stuff like that.
Now that we have the FG partnering with a PRIVATE AMERICAN firm, I want to know:

Will this development bring down the retail prices of PMS, AGO, DPK & other by products? Considering the fact that any firm will want to recoup its investments as soon as possible. & lets admit, with the PHCN tarriff increment ''to attract private investors in the power sector'', i do not think this govt will have any qualms about shifting the price burden on Nigerians when the refineries are completed probably so as to attract ''more investments in the oil sector''. So again i ask, will there really be a downward change in price of products??

@ Others (not ProGEJ), Please feel free to comment/answer my questions above. & lets TRY to refrain from insults. Let this thread be educative. I miss those days on NL when points were properly challenged/dissected/supported without the use of too many insults.

For the record, I'm not impressed so far with the performance of GEJ as President. I did not vote for him & probably still wont in 2015, UNLESS he impresses me & majority of Nigerians. But he's the president, & we can't but wish him well for our sake. While we criticize him, especially on a forum like this, let us do so constructively i.e. with valid points & facts & figures. Gbawe, u r needed here.

If this is a good move, people, please educate the house, if it is not, give us reasons. I do not think it is, like I've said earlier, but i await education on the matter via proper analysis with facts.
Dude, development cannot come for free. There is no way we can keep up with the petroleum subsidy or any of our previous backward economic practices and hope to progress. Those are the very things holding us back, stopping us from applying ourselves and allowing chaos to reign.
No serious country subsidises armed robbers journeys or randy old sugardaddies journeys with a blind, all encompassing subsidy; instead, subsidies are given directly to research firms, farmers, targeted industries, education, health etc; all areas of wellbeing, wealth and employment generation.
What is left of the subsidy needs to go so more firms can come in and put refineries on the ground.

GEJ's govt is all about removing the FG's hands from the money pot and creating an enabling environment for the private sector to drive development and wealth generation, as obtains across the developed World. It is the next best thing after true federalism.
That is the way it should be, govt has always been poor at running services, from NEPA to NITEL. Even NNPC, corruptions very own shrine, is being lined up for privatisation, balkanisation and accountability.
Bro, this is your time and my time to seek opportunities.

I would advice you to go the Microsoft route out of bias, cos thats my area. Lol!
Microsoft code tools are by far the best, with other platforms usually lagging at least a year behind. They also offer the best free teaching materials (videos and articles). Microsoft also offers free beginner code tools.
C# also beats every other language hands down, it is the language that all others now try to emulate.

Your reality might be different in Nigeria, though where PHP and Java are more popular (cos they are free). If you ever have the choice to pick between PHP and Java, make sure to choose Java. PHP is not the best language to start with, as you are likely to learn enough bad habits to become codes very own Satan.

If you have a great internet connection that will not break during installation, then get your coding weapons here (or look further down for the alternative):

1. Visual Web Developer (for beginner web development)

3. SQL Server 2012 Express (for database development)

If your internet connection is flaky, then go for the all in one download (best to do it with a download manager, if you don't have any of the latest browsers):

No Java Required: Write Android Apps in C#
XobotOS is a Xamarin-developed project that translated millions of lines of Java to C#.
By Keith Ward
05/11/2012

Java is the underlying code for the Android OS. But one company has changed all that, ripping out most of the Java and replacing it with C#.

That means .NET developers can code in a familiar language and produce apps that leverage C#'s advantages, including speed increases.

It started as a skunkworks project for Xamarin. Xamarin's claim to fame is Mono, an open-source framework allowing Android and iOS apps to be built using C# running on top of Java. Now, with what the company calls the XobotOS Research Project, the Java layer has been removed via a "machine translation of Android from Java to C#," according to a blog post from Xamarin CTO Miguel de Icaza.

Building XobotOS involved converting more than a million lines of Java code into C#, de Icaza wrote. A tool called Sharpen was used to help in the translation, and the project resulted in an improved version of Sharpen, de Icaza says. Most of Androids layouts and controls, de Icaza says, have been converted, and to demonstrate, the post includes a Java-free screenshot of XobotOS running on a Linux desktop.

In terms of speed improvements, the blog includes a bar chart of a benchmark from a simple binary tree implementation in Java and C#. The chart shows a huge increase in performance between the two languages.

Xamarin has made XobotOS available on github. de Icaza says that XobotOS won't be "a focus" going forward, as the company wants to put its efforts toward its core products, Mono for Android and MonoTouch.

One other possible benefit of using XobotOS for Android development is that it would eliminate the kind of potential legal entanglements that Google finds itself in with Oracle, the patent-holder for Java. Replacing Java with C# would, of course, inoculate developers from the clutches of Oracle's lawyers.

Also, it is on record that Malam Nasir Elrufai as Director of the BPE awarded a consultancy contract to a "Dutch" firm known as Pentascope to manage the affairs of the nations flagship telecommunications firm called NITEL. But pentascope, a scandalized nation would learn later, was a hastily formed asset-grabbing front whose central address was traced to an empty warehouse in the Netherlands! We would also learn to our horror when the deal unraveled that the contract papers for the sale was written in Dutch!! All told, Nigeria lost close to N40 Billion on that transaction. Some argue with good reason that the failed transaction, which saw NITEL stripped of its valuable assets by the PENTASCOPE predators, doomed the company to date. NITEL is still a cesspool. Because PENTASCOPE and subsequent private managers stripped the company bare, it now has few, if any, suitors willing to pay reasonable money for it. It was for this reason that the House of Representatives banned Ekrufai from holding political office for life.
El Rufai and Atiku really killed Nitel and several other Nigerian institutions through selling to themselve with BPE.

Voice of America (VOA) - Nigeria Teams Up with US Firm to Build Oil Refineries
Ricci Shryock

July 03, 2012
Nigerian officials announced a $4.5 billion deal that will see the country partner with U.S. company Vulcan Petroleum Resources to build six oil refineries in Nigeria, Africa’s biggest oil producer.

Vulcan said its goal is to build the first two facilities within one year and complete all six within the next 30 months. It said the various refineries will be located at different sites throughout the country.

Umaru Dembo, a former Nigerian energy minister, said the announcement was a welcome development for the country.

“It means quite a lot… because, up to now, we seem to be dependent on refined oil from somewhere else… the three or four refineries that we have now do not supply the needs of refined products that Nigeria needs at the moment,” Dembo said.

Though Nigeria produces more crude oil than any other nation on the continent, it relies heavily on oil that is refined abroad in order to fulfill domestic energy demands. Nigeria exports more than two million barrels of crude oil a day.

Dembo added that the current refineries in the country produce more than 400,000 barrels of oil a day, and the reported 180,000 barrels a day that the six new refineries would produce is a surprisingly low number. But, he added, it was better than the alternative.

“It is better to get the refineries and have them working then have no refineries at all…than [to have to] depend upon refineries outside Nigeria,” he said.

According to Dembo, the new refineries, which are slated to all be finished in about two and a half years, could have additional benefits for the local economy.

“Definitely, it will mean more jobs for Nigerians if this comes to fruition,” he said. “There’ll be very many things that will be available for the people… we hope there will actually be electricity.”

In January, mass protests were staged throughout the country when the government said it was going to remove the oil subsidy, which was the only benefit many Nigerians said they enjoyed from the nation’s oil wealth.

After a nationwide strike and continued protests, the government later announced a partial rollback of the price hikes.

President Goodluck Jonathan has said Nigeria can no longer afford the $8 billion fuel subsidy. He promised to use the money saved for needed infrastructure and social programs.
