New Salary: President To Earn N2.8m, Vice President, N2.4m

Federal Government has voluntarily cut the salaries and allowances of political public holders by 20 per cent, to reflect the global financial crisis, without necessarily waiting for Revenue Mobilisation Allocation and Fiscal Commission (RMAFC) to conclude its constitutional assignment.

The new salary level which takes effect from April 2009 affects the salaries and allowances of ministers, Special Advisers, chief executives and chairmen and members of constitutional bodies mentioned in the Certain Political, Public and Judicial office Holders (salaries and Allowances, etc) Act 2008.

While the President’ s salary would drop from N3,514,705.00 to N2,811,764, that of the Vice President would come down to N2,425,257.6 from N3,031,572.50.

The Salary of Minister, Secretary to the Government of the Federation, Chairmen of statutory bodies, Head of Service, Chief of Staff and Principal Private Secretary to the President is reduced to N1,621,120 from N2,026,400.00 while Federal Commissioner/Member of constitutional bodies would now receive N1,566,064 from N1,957,580.00.

Also, the Special Adviser to the President would receive N1, 554,300 as against N1,942,875.00 his former pay, while Auditor General, Accountant General and Permanent Secretary including Director General and Executive Secretary would each receive N1,540,692 from N1,925,865.00.

According Economic Confidential magazine, the amount to be saved from the deductions which is estimated at N2.5billion per annum would be pooled into a fund which is to purchase additional transportation for public sector workers in the Federal Capital Territory (FCT) to ease the burden of transportation costs.

However, the new directive does not affect judicial officers and legislators as they are different arms.

A presidency source said that the Presidency has emphasized the need for the two other arms of government to make voluntary decisions regarding sacrifices as suggested. It stated that as the National Assembly is considering such reduction in their remunerations, the judicial officers are reluctant.

The Chief Justice of the Federation, Justice Idris Kutigi had in March 2009 insisted that the directive of President Umaru Musa Yar’Adua for the downward review of remuneration packages does not extend to judicial officers because the security of tenure of all judicial officers in the Federation is guaranteed under Section 84 Subsection (1)- (4) of the 1999 Constitution of the Federal Republic of Nigeria, to the effect that salaries and allowances of judicial officers cannot be altered to their disadvantage.

By this act of the Federal Government the RMAFC is presently in dilemma of accepting the voluntary deductions by the Presidency for its officers which constitutionally should pass through various constitutionally processes.

I have always been very skeptical about this so called diaspora database. I am very sure this  is an avenue for Dr John George and his cohorts to partake in sharing of the national cake. it seems nobody wants to be left out.   This is $200 mill from Nigerians abroad to Nigeria.

Surbiton doctor struck off by General Medical Council

Doctor Raymond Onwuelo faces a charge of serious professional misconduct.

Having been appointed the position of Clinical Fellow in Anaesthetics at a Redhill hospital for several years, Raymond Onwuelo was brought before the General Medical Council last Monday after failing to disclose a £300 pound fine for shoplifting.

During the ongoing inquest Raleigh Drive resident Onwuelo, denies any wrong-doing.

Having failed to disclose a criminal conviction Raymond Onwuelo is found guilty of serious professional misconduct.

The GMC Fitness to Practice panel has ruled that his conduct "amounted to a serious departure from the standards of a registered medical practitioner" and has erased him from the register.

The 200-million-dollar (N29 billion) Diaspora Investment Fund (DIF) set up by the Nigerians in Diaspora Organisation Europe (NIDOE) in 2008, is to become operational before the end of the year.

The Chairman of NIDOE, Dr John George, made the announcement on Friday in Abuja when he paid a courtesy visit to the Minister of Information and Communications, Prof. Dora Akunyili.

George, who led a delegation to the country to finalise arrangements for the Fund’s actualisation, blamed the global financial crisis for the delay in the inauguration of the project.

He said the slot for the Fund management was keenly contested by major Nigerian financial institutions, after which a subsidiary of one of the commercial banks emerged as the preferred manager.

George solicited for the support of the ministry to the Global Database of Nigerians in Diaspora, an encyclopedia of Nigerian professionals working abroad.

The database, registered with the Data Protection Commission in the United Kingdom, was launched in London in February.

“ It is a professional software developed by a team of Nigerians in Diaspora, and the facility exists for both the private and the public sector in Nigeria to tap from,” he added.

The Chairman of NIDOE also called for the establishment of a National Diaspora Commission to look after the affairs of Nigerians living abroad.

He said the commission would help Nigerians in Diaspora to contribute their quota to the development of the country.

George also urged the Federal Government to take necessary measures to guard against the violation of the human rights of Nigerians in Diaspora.

“We expect government to take action against cases of human rights abuses of Nigerians in Europe, particularly in Ukraine, which is becoming very notorious for violation of Nigerians’ human rights,” he said.

Please be advised there are no panel beating jobs abroad. If a particular body of car is damaged it is simply replaced with a new one and sprayed or sometime the insurance company will right off the vehicle. no car body beating is allowed as it will not meet the motoring standards as it will affect the ridigity of the car. The only reason we beat cars back into shape in Nigeria is simply down to poverty.

@Topic. Although Dogs are also meat, so are human beings. Dogs have been mans best friend for centuries. If we say it's okay to eat them, next thing we'll be killing each other as the newest delicacy. I can't believe someone will look at a dogs head to check the parts.

How can anybody in their right sense ( after been traumistied by event where a gentle peace loving dog  has just been hacked to death for the purpose of ise ewu or pepper soup) inteview an igbo man carrying a bloody bag containing disected dog meat and holding a sharp cutlass. back to your question:  I know the area very well as i spent almost 17 years there and can tell u that the igbo man was not from the area and he tracked the dog to the uncompleted building.  I am dog lover and up til now i still have dog nightmares.

Doubts are beginning to emerge about the possibility of generating the promised 6,000 megawatts by the end of the year going by the current situation on the ground.

Minister of Power, Dr. Lanre Babalola, had last month unfolded a plan to speed up power generation by rehabilitating existing power plants of the Power Holding Company of Nigeria as well as transmission and distribution systems, which is expected to deliver 6,574MW to commercial and retail consumers nationwide by December.

The capacity is to reach about 10,000MW by 2011, when the National Independent Power Project would come on stream.

The rehabilitation of the power sector has been the major challenge for President Umaru Yar’Adua’s administration, which has come under sharp criticism for failing to deliver on his inaugural day promise to declare a power emergency and rehabilitate the comatose sector.

However, fears that current acute gas shortages may not abate significantly due to insecurity in the Niger Delta, and that transmission losses will continue to be high, have dampened the expectations that the target will be meet by December.

The existing power generation comes from two main sources – the PHCN power plants and Independent Power Plants – with PHCN generation capacity put at 3,955MW, while the IPPs combine to generate 1,143MW.

However, investigations reveal that PHCN is only generating 1,945MW due to acute shortage of gas, while the IPPs can only do 1,073 due to the same problem.

This shows that wasting capacity on the PHCN side is 2,010MW while the IPPs were losing 70MW.

Another key problem, our correspondents gathered, was that even if 6,000MW were to be available today, the PHCN transmission and distribution infrastructure could only handle 3,500MW as most of the equipment are crumbling having been in use for between 18 and 45 years and run without adequate protection and control and communication systems.

The fragile grid network, a highly-placed source in the Power ministry disclosed to our correspondents is the reason for the frequent overloading, system collapses and transmission losses of up to 40 per cent.

The uncertainties surrounding the privatisation of the PHCN successor companies, the source added, had also affected morale of staff such that most live under the fear of imminent job loss and may not be committed to the sector reform.

General Secretary, National Union of Electricity Employees, Mr. Joe Ajero, said that while the 6,000MW target was ultimately achievable, 4,000MW was what is realistic by December.

He said, “ We are now in April 2009 and we are not doing 3,000MW as at today. So if we are not doing 3,000MW now, one should have expected that we should focus on the 4,000MW that we were unable to achieve last year. We should then achieve it before June or May and then work towards 5,000MW and 6,000MW.”

A member of the Vice-President Goodluck Jonathan-led Steering Committee on the NIPPs had last week disclosed to one of our correspondents that some unnamed person were out to sabotage efforts to revive the power sector, and had suggested that rather than focus on December, the 6,000MW looked more likely to be achieved in March 2010.

The revelation came just a few days after the committee had raised the alarm that an unidentified generator importation cartel might frustrate the 6,000MW target.

But details of the Federal Government’s plan show that having realised that the NIPPS, which are expected to contribute 1,200MW to the overall generation capacity will not be up and running until 2010, due to delayed funding, it would concentrate on the existing capacity of the PHCN to be complemented by generation from IPPs to deliver the 6,000MW by December under a revised plan.

The immediate strategy, according to Babalola, is to grant autonomy and resources to the PHCN successor generation companies to begin rehabilitation of the specific units of their plants.

Apart from this, the government has also appropriated funds for the overhaul of the transmission and distribution system to boost capacity especially at the 330KV and 132KV voltage level so that the system cam wheel at least 6,000MW by December.

I remember vividly an event in Lagos , This was opposite my parents house, one Ibo man tracked the dog into an uncompleted building where it was clobbered to death. Only to see guy emerge from the building with large bloody ruc sack and cutlass. I wanted to do something or say something but was to scared.
