Buhari’s Sister In-law, Aisha Is Dead

President Muhammadu Buhari’s sister in-law Hajiya Aisha Mamman is dead.

Hajiya Aisha Mamman is the wife of the late Alhaji Mamman Danbaffale, the elder brother to Buhari.

She died in the early hours of Thursday at the age of 75.

The Information Officer of the Daura Local Government Council in Katsina, Alhaji Salisu Haro, made the disclosure in Daura.

Haro said the deceased died at 11:30am at the
Federal Medical Center in Katsina during a brief
illness.

Mamman is survived by eight children, including Fatihu Mamman, a staff of the Nigerian Communications Commission and Hajiya Rbiya Mamman, a nutrition officer with the Katsina State Government.

President Muhammadu Buhari has recalled the Executive Secretary of the National Health Insurance Scheme , Prof . Usman Yusuf , who was suspended by the Minister of Health, Prof . Isaac Adewole, on July 6 , 2017 , has learnt.


In a letter with reference number , ‘ SH/ COS/ 10/6 / A /29 ’, signed by the Chief of Staff to the President , Abba Kyari, the President informed the minister of Yusuf’s recall, adding that he ( Yusuf)
had been “ admonished to work harmoniously with the minister .”

The letter, it was learnt , was sent to the minister
on Tuesday evening .


When our correspondent called the minister to confirm the new development , Adewole only said , “Yes, what you have heard is true .” He refused to answer any further inquiries about the issue.


Sources at the federal Ministry of Health also confirmed Yusuf ’s reinstatement . They did not, however, disclose when the NHIS boss would resume .

The letter made no mention of the probe Yusuf was facing at the EFCC.

Incidentally, Yusuf was being grilled by the men of the Economic and Financial Crimes Commission on Tuesday when his letter of reinstatement was sent to the Federal Ministry of Health.

Yusuf , who is being probed by the EFCC and the Independent Corrupt Practices and other related offences Commission, was accused of perpetrating fraud to the tune of N 919 m.


A committee set up by the minister had submitted a probe report to the President last September accusing Yusuf of abuse of office .

In the report which was compiled by senior officials of the health ministry, the Department of State Services and the ICPC, the panel described Yusuf as a public servant who “portrayed a holier than thou attitude but at the background, milked the
agency dry” by conniving with others to perpetrate fraud to the tune of over N 919m.


According to the panel , the N 919m was dubiously given as payment to consultants for staff training.
The committee said as the head of the agency, Yusuf
was personally responsible for all administrative,
procurement and financial lapses .


According to the report , “ His (Yusuf ’s ) deceitful attitude coupled with ‘name dropping ’ of Mr President as having sent him to sanitise the NHIS but he caused more harm than good to the scheme. ”
The committee, therefore , recommended that the EFCC probe the
agency for diversion of funds and contravention of the
Procurement Act of 2007 .
The report stated that Yusuf contravened the Procurement Act of 2007 through nepotism and other irregular award of contracts and should be sanctioned in line with the provision of the Act.


Explaining how the alleged staff training scam took place , the committee said in some instances , the number of trainees was far more than the entire number of employees at the agency while in some other instances, some employees were registered
for the same training in two different states at the same time .

Most of the consultants were said to have charged about N 250,000 per participant .

The PUNCH had exclusively reported in December that Yusuf, who is close to the cabal in the Presidency, had been making moves to return to his post .

When our correspondent reached out to him to respond to the allegations levelled against him last December, Yusuf had said, “ F* ck you, and f* ck the minister. ”


Meanwhile , it was learnt that Yusuf was grilled for over 12 hours at the EFCC on Monday and Tuesday .
A source at the EFCC said , “ The NHIS boss was with us all through Monday and returned on Tuesday for more questioning.

His passport was also seized . He will return on another day for more questioning.”

President Muhammadu Buhari, on Tuesday, condemned the wanton killings of innocent Nigerians in the country, especially as recently perpetrated by herdsmen in Benue and other parts of the country.


The president however ordered the arrest of anybody found bearing arms illegally while also warning against reprisal attacks to strengthen security in parts of the country.

Buhari, who issued the warning while inaugurating the Comprehensive Special School, Lafia, Nasarawa State also admonished victims of reported attacks and urged them not to engage in reprisals.

He enjoined all citizens to always resist the temptation of engaging in reprisals, saying the Federal Government is working hard to ensure that peace and stability reign supreme across the country.

He reassured the people of North Central region that his administration would no longer tolerate the unwarranted killing of innocent citizens.

Buhari said the federal government had put in place adequate measures to end the crisis and maintain law and order.

“I also want to assure the people of the North Central and indeed all Nigerians that the federal government is working day and night to ensure peace and stability returns.

“We have deployed additional resources to all the affected areas to maintain law and order.

“The attacks by suspected herdsmen and other bandits will not be tolerated.

“I appeal to all Nigerians to refrain from reprisal attacks. The security agencies have standing order to arrest and prosecute any and all persons found with illegal arms.

“I will once again express my condolences and sympathy to all the affected victims of these barbaric acts,’’ he said.

A student of the Sultan Tambari Arabic
Secondary School Illela, in Sokoto state was
burnt to death in a fire incident that occured in
his hostel yesterday January 29th. The cause of
the fire has not yet been ascertained. The state
fire service could not get to the school on time
to put out the fire.

Some of the school property was destroyed in
the fire incident. The student has since been
buried according to Islamic injunction

Dear Mr President,


I feel humbled to introduce myself, the writer, as belonging to the school of thought who believed you were the Messiah God had sent to bail out and right the multiple wrongs which had accumulated and bedevilled this nation from time immemorial.

The known low profile lifestyle and unblemished records of past performance as a military Head of State informed your wide acceptability at the poll which gave birth to your Presidency under the current democratic dispensation.


Being widely accepted by Nigerians however did not mean Nigerians should wave aside the stance of your critics who rated you low on areas on the grounds of religious extremism and sectionalism. In terms of average quality of life, Nigerians are still groaning in pains not seeing any significant difference from what it used to be before your government came into power.


It will be unfair however not to credit your administration so far with a level of performance and achievements. The embarrassing liabilities yours’ inherited from the previous government are indeed enormous.


At least, there is a little of improvement on electricity. Your government has been able to “degrade” Boko Haram terrorist attacks to some appreciable extent. The management of youth restiveness especially in the Niger Delta is commendable.

It is however not yet Uhuru as Nigerians’ expectations from your government are still far from being realised. Your Excellency, Nigerians see you as a leader and not a politician.

Governor Rochas Okorocha of Imo State, at a forum sometime ago in Abeokuta, described a leader as someone who is always thinking on how to provide quality and satisfactory governance to the people with commensurate dividends of democracy.

While, according to him, a politician is someone who is always thinking on how to win the next election. A few days ago, some Northern governors paid you a visit in Aso Rock. One would expect that the topic for discussion, as leaders, to be on the greatest burning issue in the country today which is the Fulani herdsmen killings. Far from Nigerians’ expectation however, as the meeting, as contained in the communiqué read by Governor Nasiru el-Rufai, came up to discuss, as typical of politicians your re-election prospect come 2019.


The Nigerian masses believe your government has not done enough to address worrisome levels of poverty and hunger in the land. This invariably accounts for the alarming rate of armed robbery, kidnapping, ritual killings etc.

Federal and state road infrastructure all over the country remains comatose. Ours still remains an import-dependent economy favouring exporter countries to the detriment of our nation. In this regard, highly discouraged and demotivated local
producers are losing business by the day.

From the aforementioned, your scorecard still remains disheartening. Notwithstanding the enumerated shortcomings, a large number of the Nigerian electorate would pray not to go back to the era of the PDP when corruption, vigorously fought by your government, was institutionalised as a way life.



Your Excellency, Nigeria is moving towards a critical decision point. Your administration needs to prove beyond reasonable doubt that the entire nation is your constituency.

This will further demonstrate the veracity of your initial claim that “you belong to everybody and belong to nobody”. It behoves your government to curtail in totality the rampaging Fulani herdsmen with all the vigour at your command.

The way and manner you handle it will determine your chances from other regions come 2010.

Tanzanian authorities say they have arrested five
schoolgirls so that they can help with information
on the men who impregnated them.

The girls aged between 16 and 19 were arrested
as part of a crackdown on child pregnancies.

The District Commissioner Sebastian Waryuba
said that the schoolgirls were arrested last week.
They were later released on bail. He says police
seek to question two other schoolgirls.

“We have managed to arrest the girls and their
parents but unfortunately those who impregnated
the girls have escaped and we are looking for
them,” he said.

Rights groups have slammed the girls’ arrest,
insisting that the men who impregnated them
should have been arrested instead. The girls
were later released on bail and authorities are
still searching for the men involved “Prosecuting girls who are victims of sexual exploitation and violence, whilst allowing adult perpetrators to go free, sends out the wrong message,” said Christa Stewart, a lawyer who works with charity Equality Now.

“In a misguided attempt to prove that they take
sexual violence seriously, the Tanzanian
government is infringing on the human rights of
adolescent girls and this is unacceptable.
Arresting victims is never the solution.”

The East African nation sentences those who
impregnate schoolgirls to at least 30 years in
prison. The penalties are intended to discourage
early marriages and teenage pregnancies that
lead to school dropouts.

But human rights groups have condemned
authorities for implementing policies that don’t
allow schoolgirls to return to class after
pregnancies.

Human Rights Watch says many girls regularly
experience sexual harassment and exploitation
by teachers in schools and that schools lack
adequate protection and confidential reporting
mechanisms.

The Osun State Police Command has arraigned a 120 -year-old man , Pa Busari Oyewumi , for allegedly
defrauding one Wasiu Adebisi of N400 , 000 .


The suspect was arraigned before a Chief Magistrate
Court in Osogbo headed by Mrs . Fatima Sodamade on Monday on three counts of stealing, obtaining by false pretense and conspiracy .

The police prosecutor, Mr . Taiwo Adegoke , told the
court that the suspect and others at large conspired
together and fraudulently obtained the sum of N 400 ,000 from Adebisi under the pretense that he wanted to sellva plot of land to him .

The charge sheet read , “That you Chief Busari Oyewumi and others at large , sometime in the year 2015 at the back of Powerline area, Osogbo in the Osogbo Magisterial District, did conspire together to obtain money under false pretense and thereby committed an offence contrary to and punishable under Section 516 ( a ) of the Criminal Code Cap 31 Vol II Laws of Osun State of Nigeria, 2003 .


“That you Chief Busari Oyewumi and others now at large on the same date and place at the aforementioned magisterial district did fraudulently obtain the sum of N400 ,000 . 00 from one Alhaji Ganiyu Adebisi on behalf of his son, Adebisi Wasiu , with promise to sell a plot of land to him measuring 50 feet by 1 ,000 feet located at the back of Power Line area, Osogbo, knowing full wellbthat your intention was to dupe him of his money and
thereby committed an offence contrary to and
punishable under Section 419 of the Criminal Code Cap 34 Vol II Laws of Osun State of Nigeria 2003 .


“That you Chief Busari Oyewumi and others now at large on the same date and place at the aforementioned magisterial district did steal the sum of N 400 ,000 . 00 property of one Adebisi Wasiu and thereby committed an offence contrary to Section 383 and punishable under Section 390 ( 9 ) of the Criminal Code Cap 34 Vol II
Laws of Osun State of Nigeria, 2003. ”

The suspect pleaded not guilty and his counsel , Mr . Soji Oyetayo, prayed the court to admit his client to bail.

The Chief Magistrate in her ruling granted the bail
application with one surety and adjourned the case till March 1 for hearing.

Communique of meeting on killings



•All animal farmers must ranch their cattle or livestock
•Livestock farmers to be educated on benefit of ranching
•Nigerians must avoid hate speeaches

OPEN grazing of cattle was banned yesterday by the Federal Government – to stem the growing anger sparked by the killings in Benue and other states.

All herdsmen must henceforth ranch their cattle.

The decision was taken at the end of a six-hour meeting of a Federal Government delegation, security agencies and five governors.

Presenting the communique after the meeting, Benue State Governor Samuel Ortorm, accompanied by his Taraba State counterpart, Darius Ishaku, said: “The meeting noted that all animal farmers must ranch their cattle and livestock for better productivity. It also observed the existing synergy between the security agencies and between the states and the Federal Government.”

Livestock farmers are to be enlightened on the benefits of keeping their animals in a location.



The meeting also admonished Nigerians to live in peace, being the only way to resolve the perennial clashes between the herdsmen and farmers.

It cautioned Nigerians against hate speeches, noting that anyone found engaging in it should be dealt with by the security agencies.

The communique was agreed upon after a meeting of a Federal Government delegation, top security chiefs and five governors, some of whose states are mostly affected by the herders/farmers clashes met.

Minister of Interior AbdulRahman Dambazau and Minister of Agriculture Audu Ogbeh met with Governors Samuel Ortom (Benue), Simon Lalong (Plateau), Tanko Almakura (Nasarawa), Abubakar Bello (Niger) and Nasir El Rufai (Kaduna).

Also at the meeting were Inspector General of Police Ibrahim Idris, Commandant-General of the Nigerian Security and Civil Defence Corps (NSCDC), Gana Muhammadu, Director General of the Department of State Services (DSS) Mammam Daura, among among others.

Dambazau said the meeting was to primarily share experiences among the stakeholders and agree on measures to tackle the menace.

Dambazau said: “the current situation is very dangerous to Northern Nigeria in particular and the nation in general.”

The minister said threats to peace and public safety in any form at any location in the country will not be tolerated.

”It is the responsibility of governments at all levels to provide, unconditionally, sustainable peace and public safety within their territorial boundaries. Against this background, the meeting is convened to primarily bring us together to share our experiences on the aforementioned security challenges. The meeting will then agree on necessary measures to be taken and apportion responsibilities.

”The immediate repercussion of this menace includes hunger due to acute shortage of food, diseases, criminal activities and deepening animosity between ethnic and religious groups. Knowing that general elections are fast approaching and considering the history of political and election violence in Nigeria, all necessary steps must be taken to ensure that the recently witnessed crimes and violent conflicts are curtailed with utmost dispatch.”

Ogbeh said the inability of government to pay attention to herdsmen and cow farming, unlike other developed countries, contributed to the killings.

The government, however, expressed concern that the trend of clashes between herdsmen and famers is dangerous for the development of the country.

Ogbeh said: “Over the years, we have not done much to look seriously into the issue of livestock development in the country. People ask the question; why should government get involved, why shouldn’t the herdsmen manage their own livestock? I am sad to tell you that in the last 50 years, until recently, we may have done enough for the rice farmer, the cassava farmer, the maize farmer, the cocoa farmer, but we haven’t done much for herdsmen and that inability and omission on our part is resulting in the crises we are witnessing today.

”In Europe, every cow that is farmed gets a subsidy of six Euros per day, we have done next to nothing for the cattle rearer and, as a result, his operation has become a threat to the existence of our farmers. That is what this communiqué will seek to resolve.”

The minister added that the Federal Government was “planning a programme called cattle colonists, not ranches but colonists where at least 5000 hectares of land would be made available, adequate water, adequate pasture would be made available.

”We also want to stop cattle rearers from roaming about. The culture of cattle roaming about will be stopped. The cattle will be provided with water and adequate security by the rangers, adequate pasture milk collection even security for rustlers to enable them live a normal life. This has been done elsewhere in India, Ethiopia and even Brazil.”
