This was talking about the CONVENANT. No one makes a Convenant without a demand (law) in place. The convenant just binds both parties to fulfil the demand.
The Flesh makes one slaves to sin thus 'under the law', that is why the Israelites could not fulfil the demand because they did not have the wherewithal to. They thus could not fulfil the demand of the convenant.

The Spirit makes one free as God WILLS and DOES His pleasure in the life of the believer through the help of the Holy Spirit. That the righteousness of the law might be fulfilled in those who walk after the Spirit - Romans 8:4. The Spirit guides in all truth. Such people are free because the Spirit of God does His good pleasure in them and they hate every garment stained by the fles/sin...Jude 1:23. Only those in Christ can fulfil that demand which could not be fulfilled in the Old.

Christ told the apostles that they should teach all nations(not jews alone) all he has commanded them. His commands are not the laws of moses. And most of these commandments came through holy spirit because the spirit speaks what it hears.

3 This is now the second letter that I am writing to you, beloved. In both of them I am stirring up your sincere mind by way of reminder, 2 that you should remember the predictions of the holy prophets and the commandment of the Lord and Savior through your apostles,

the commandments of christ are found in the new testament and the letters of the apostles which was revealed to them by the Holy spirit. As you can see, what peter taught the nations were the Lord's commandments. Paul too in 1Cor 14:37 "...i am writing to you, because they are the Lord's commandment." Christ will never tell to commit adultery. if he commands and says, "do not commit adultery" it does not mean he is reading the Law of moses to them from Heaven.
