Civil war within the Met police By Barnie Choudhury BBC News There have been internal conflicts with the Metropolitan Police Senior members of the Met Black Police Association are taking counter surveillance measures because of fears of being spied on by fellow officers, the BBC has learned. This latest twist in the row between the Metropolitan Police and some ethnic minority officers sounds like something from the pages of a spy novel. The difference is: it happens to be real. Officers in the same police organisation are meeting at undisclosed times and at secret locations to avoid surveillance. They are buying pay-as-you go phones to prevent conversations being tapped, and they are having their offices swept daily for electronic bugs. All this is according to three separate sources at the Met Black Police Association. So are they being paranoid? No, they say. Instead, they point to the two-year investigation into Commander Ali Dizaei. It was codenamed Operation Helios. Dr Dizaei has been the victim of what we believe to be the culmination of a sustained witch-hunt Alfred John Met BPA chairman During the inquiry the Met unlawfully tapped more than 3,000 of his phone calls. They also put him under hundreds of hours of surveillance. It cost the tax payer between £4m and £7m. In 2003 Dr Dizaei was eventually cleared and brought back to the Met. Police tactics Those to whom I have spoken describe what is going on in the Met as "Operation Helios 2". But this time, say sources, they are ready. "There is a constant battle", said one officer who did not wish to be named "and it's the systematic failure within the organisation. "It's an attempt to crush any challenge, any dissent, by black and Asian officers." Some members of the Met BPA are going further. Whenever there is a critical incident, such as a hostage situation, the police set up a command structure - the so-called Gold, Silver and Bronze command. Another source said a similar system had been set up by BPA members "so we can react to any on going situation. "That means we were ready for Ali to be suspended and we reacted accordingly." In other words, they are using their police training to take on their own organisation. 'Witch-hunt' So what did the BPA do when Commander Dizaei was suspended? They severed links with senior managers and refused to take part in all meetings. Using their media contacts they got out their key message - they had no confidence in the leadership at Scotland Yard. Unnecessary comment is not helpful and we have taken the view that less said in public is better Metropolitan Police Earlier this week ,the Met BPA chairman, Alfred John, said he and other members would only attend meetings concerning the reinstatement of Dr Dizaei. He said: "Dr Dizaei has been the victim of what we believe to be the culmination of a sustained witch-hunt. "Dr Dizaei had not received a single complaint for over four years and yet, within the last three weeks, three complaints have materialised." "We are committed to trying to resolve matters with the BPA, if possible. Unnecessary comment is not helpful and we have taken the view that less said in public is better." Assistant Commissioner Tarique Ghaffur - one of the officers who is third in command - is alleging racial and religious discrimination by his boss, Sir Ian Blair. Mr Ghaffur is now on gardening leave and further revelations could end up being aired publicly at an employment tribunal. Detention and strip-searching of Nigerian priest [b][/b] Envoy intervenes to secure release of Nigerian priest Fr John Achebe: strip-searched and placed in prison cellRONAN McGREEVYA NIGERIAN Catholic priest who was arrested at Dublin airport and put in jail on suspicion of trying to enter the country illegally was only released following the intervention of the Nigerian ambassador. Fr John Achebe (33), a parish priest in the central Nigerian city of Onitsha, was stopped by officers from the Garda National Immigration Bureau (GNIB) after arriving on a flight from Istanbul on Tuesday. He was wearing his clerical garb at the time. He was taken to Cloverhill Prison, strip-searched and placed in a cell for the night with four other inmates. He was released the following day when the Nigerian ambassador, Mandu Ekong-Omaghomi, intervened with immigration officials and gave guarantees on his behalf. Nigerian embassy spokesman John Ishaye said immigration officials should have checked with the embassy before sending him to jail. “We could have told them he was a reverend father and a man of certain standing,” he said. Fr Achebe arrived in Ireland on a tourist visa. He was due to visit his relative, Dr Chinwednu Udegbe, who is a psychiatrist at the Mid-Western Regional Hospital in Limerick. It is understood that immigration officials became suspicious when Fr Achebe said initially that he was a brother and then a cousin of Dr Udegbe, the terms having a wider meaning in Nigerian culture than they would have here. The pair are distant cousins. He was refused permission to land on the grounds that the reasons he gave for entering the State were false. Fr Achebe was told on Wednesday that he would be taken to Dublin airport for deportation, but when he arrived at the airport he was, instead, told to report to the immigration bureau on September 30th, the day he was due to leave in any case. Gardaí also kept his passport. Nobody from the GNIB was available for comment yesterday evening, but in a letter to Fr Achebe’s solicitor Gerry Cullen, the bureau said Fr Achebe was “lawfully and appropriately refused permission” and his release was “an entirely exceptional circumstance done as a gesture of goodwill to the ambassador” and to Fr Achebe. Fr Achebe declined to comment yesterday, but Dr Udegbe said it had been a humiliating experience for him. “The pain that he has is that he was made to take away all his clothes before the other four inmates of his room and the other warders around. He said that nobody had seen his unclothedness since he became an adult. This man does not like violence in any form. This is a huge embarrassment to him.” Fr Gerry Kane, who has been given pastoral care of foreign nationals by the Archdiocese of Dublin, said the arrest and detention of visitors like Fr Achebe is a regular occurrence. “The system needs to be both robust and just, but, what this case illustrates, is that this has not been achieved. “Can you imagine what it would be like to turn up to visit relatives in America or Australia with all your papers in order and you are put in prison? It is a frightening experience,” he said. Protection of consumers can only be achieved if there is proper car registration/ownership/transfer of ownership process is in place. With the “mad house” in Nigeria with duplication of functions in all government agencies(FRSC & Vehicle licensing office),The Lagos governor should look into transparent enforcement of enabling laws/bye laws and specification of functions of government agencies for effective monitoring. Prof. Bamidele Badejo,why do want to create a problem for Fashola.If you want to control vehicle and their ownership,you can create a Data base where change of ownership can be effected,ownership can be changed to a name/person with a valid drivers license. Gov Fashola is a lawyer,a SAN for that matter and he knows the responsibilities place on buyers/sellers under the Consumer protection Acts and Sales of Good s Acts. This is a free society and you cannot prevent a private individual from displaying his/her old car in front of his house for sale. Can we understand the rational behind foreign embassies requesting tax clearance in visa applications.Morealso UK embassy have in recent times refused Visa/EC on ground of false/forged WAEC certificates. I can't just get around if they are helping the Federal government of Nigeria to uncover tax defaulters or representing schools in the UK on educational certificate verification when admission is already offered. NLer what is your take on this ? |

rockhaven:Rockhaven, You are very economical with your advice here,as a lawyer given an elaborate explanation gives your client a better position to make a right decision. @poster, The first step in Landlord Tenant eviction process is what you have just done by giving a quit notice,it usually be for 3 months except in situation if the lease is expired and immediate eviction is needed. There 3 basic reasons for eviction and one of it is the breach of payment of rent,at the expiration of the 3 months quit notice,you can then go to court to seek repossession of your property. You tenant have a right to file a defence,if he loss the case he can as well appeal. The 4 months bench mark is very doubtful here because the court if very soft to the tenant when such an eviction will lead to homelessness. Do not result to self help it will certainly backfire. The lawyer fees is open to discussion and is dependent on what you can afford. Personally,i will suggest you contact another lawyer here in property thread with a user ID Lawyer he is very vibrant in dishing out information. |
