Productivity is another topic entirely. That's just part of the rot in the overall system.

150k is $100. Pitiful, but a reasonable increase from 30k, though those on 30k aren't productive enough for $100 in my opinion.

Government employment will have to be reorganised and staff retrained to increase productivity. Unfortunately, their main job is to generate internal revenue, which is a tax on the general public.

The entire process is a negotiation. Unions say a certain amount, and government states their affordable amount, and after much to and fro a wage increased is agreed.

Personally, I'd check productivity. Most government workers do no work at all, and their pay should be reduced to zero so those who do the work get paid adequately. But Nigeria seems to use government employment as a social benefit, more like unemployment benefit if you asked me.
