Chibike Amechi The technical consultant River State on monorail project, Arcus Gibbs revealed that he advised former Governor Chibuike Amaechi against continuing with the project. Managing Director of Arcus Gibbs Nig Ltd, Wiero Viguezang, spoke when he appeared before the Judicial Commission of Inquiry set up by the Rivers State Government to probe the sale of valued assets of the state and other matters However, Gibbs said his company gave the advice only after collecting N22.9bn from the Rivers State Government since its services were enlisted in March 1, 2010. While being cross-examined by counsel to the commission, Dr. Zaccheus Adangor, Viguezang, stated that the monorail project was no longer tenable considering the shortfall in the state’s revenue and the inability of its original technical and equity partners, TSI Nig Ltd, headed by the former military administrator of Rivers State, Brig-Gen Anthony Ukpo (Rtd.), to fulfil its obligations to contribute 80 per cent of its equity holdings. He disclosed that the state owes his company N1.1bn for its services. He also said the company had in a letter to the Rivers State through the ministry of transport, in April, made a six-point recommendation to the Rivers State on how to unbundle the monorail project in such a way that the state government can salvage some financial benefits out of the N33.9bn so far invested in the project. The monorail project was originally estimated to cost about Euros2250m. (Meanwhile if 1 Euro = 222.53 Nigeria Naira, 2250m Euros = 500,684,740,078 Nigeria Naira) The technical partner had in its sixth point of recommendation suggested to the Rivers State Government to unbundle the monorail project and approach the manufacturers of the mechanical components and rail tracks in Germany and exploit the possibility of reselling components at a lower price to the manufacturers. He said the company also advised the state government to consider the option of using the monorail facilities for other commercially viable purposes, mentioning the spaces between pillars and surrounding areas of the monorail project, stressing that the area between Azikiwe Road and the UTC axis could be put into very fruitful commercial purpose. Viguezang also told the commission that his company and the state government had planned to unveil the monorail project last April specifically to mislead the people of Rivers State into thinking that the project, which has gulped N33.9bn, was still on course. He admitted that his company wrote a memo to the commissioner for transport to arrange the unveiling of the project essentially for media coverage since the project was “technically uncompleted”. According to Viguezang, “We actually wrote to the ministry of transport in January, to arrange for the governor to unveil the monorail project in April for the attention and coverage of the media based on the expectation of the people of the state.” When asked to clarify if the unveiling was to deceive the people of Rivers State into believing that the controversial monorail project was ready, Viguezang admitted; “It was to deceive the people into believing that the monorail project was at last ready”. The managing director, however, stressed that “apart from the media coverage and public attention that it is expected to generate, the monorail was not technically and commercially ready. Only phase 1a within phase 1 of the project was ready. So, there was no way the public would have been able to use the monorail as at April when we asked the ministry of transport to unveil the project to the media”. Viguezang admitted that the Rivers State government enlisted services of Arcus Gibbs at the cost of N600 million from March 1, 2010 to December 1, 2010, after the memorandum of understanding (MoU) with TSI collapsed because TSI could not raise revenue to fulfil the payment of its 80 per cent equity share capital. if you are one those people complaining about the judicial commission of inquiry set up by Governor Nyesom Wike of Rivers State to look into the sale of assets of state by the administration of former Governor Rotimi Amaechi....... Then you need to read this with an open mind and tell me sincerely how this facts could be called Witch-hunt 1. Was N4 billion agriculture loan granted by the Central Bank of Nigeria (CBN)? 2. are the permanent secretaries of the state ministries of Agriculture and Commerce and Industry members of the PDP? 3. The memos they submitted to the commission not signed and approved by the former Governor? 4 The former Commissioner for Agriculture, submitted memorandum ,on January 25, 2015,to Amaechi and he approved the disbursement of N3 billion CBN loan to farmers as grants in contravention of the CBN guidelines, which specified that the loan was meant for development of agriculture in the state....... 5. Was the said fund not disbursed to the former council chairmen? Let me give you a breakdown of how the money was shared... 1. Asari Toru Cooperative Society, which had former Asari Toru Council chairman, Mr Flag Ojukaye Amachree, as its president was given N54,850,000 as grant. 2. Ogba/Egbema/Ndoni Local Government Area, Augustine Ahiamadu, on behalf of Ogba/Egbema/Ndoni cooperatives, received N64,300,000. 3.The Port Harcourt Cooperative Society, under former Port Harcourt City Local Government chairman, Nnamdi Uche, , received N134,625,000, 4. Omuda Integrated Fishing Cooperatives, whose president was the then chairman of Ogu/Bolo, Mr. Mina Tende, received N32,175,000. 5. Former chairman of Khana Local Government Area, Mr Derick Mene, received N70,373,000 on behalf of Meni Cooperative Society. 6. Former Chairman Ahoada East Local Government Area, Mr. Cassidy Ikegbidi, got N39,325,000 on behalf of Ahoada cooperative society. Permanent Secretary, Ministry of Agriculture, Mrs. Tari Okoye, said she did not visit any of the beneficiaries to ascertain if the funds were deployed for the purpose and intent of the scheme. She said her failure to visit the beneficiaries was because the former Commissioner for Agriculture had authorized a committee, presided over by a director in the ministry, Mr. Grant Amadi, to oversee the disbursement, adding that the remaining N1 billion was meant for fish farms in Ubima, Andoni and Opobo. Amadi, who is the Director of Planning, Research and Statistics in the ministry and also served as the chairman of the Agriculture Credit Committee, also appeared before the panel and admitted that he did not visit the farms Amadi said the committee had no terms of reference and all decisions of those who benefitted from the disbursement were taken by the former commissioner. According to him, the former commissioner merely sent him the list of beneficiaries with the specific directive to instruct the banks to pay expeditiously to the benefiting cooperative societies. He told the audience that no due diligence was carried out to ascertain those behind the cooperatives, claiming that he was hearing for the first time that the key beneficiaries of the grants were top politicians. Asked if he ever made any attempt to verify if the grants were used for the purpose for which they were released, Amadi noted that he was directed not to venture into such endeavor. He added that even if he had wanted to do so, the state Ministry of Agriculture had no functional vehicle under former Governor Rotimi Amaechi to carry out monitoring. Permanent Secretary, Ministry of Commerce and Industry, Mrs. Cordelia Peterside, revealed that 38 out of the 380 cooperatives did not have any form of documentation with her ministry!!!!! This are facts that came out from the Judicial Panel today.......what we want to know if they are true or not!!!!. |

By the time you pull all these together, we are looking at readily available cash in the region of N8billion to N10billion left for the Wike administration. It’s also pertinent to point out here that former governor Amaechi also left economic assets worth tens of billions of Naira for the state, just like cash, the assets store value.. What would it cost Amaechi to state categorically these assets, their locations and the amount they generate for the state... He should also include the account numbers of the banks he mentioned above so we could verify with the banks |

Wow...!!! How amazing to know alot of us did same things growing up irrespective of location. I did all and even more...!!! I was an expert in building open back Trucks or jeeps from empty peak milk cans cutting out round tires for it from bathroom slippers, put a rope in front and other kids would buy, start pulling, playing race game etc with it. What about making 'world cup' from plastic containers and wrapping it with gold colour papers from cigarette packs. The street football competitions that the street babes would always come to cheer their street guys and if you attempt to woo a girl from an opposing street, you could get 'brushed' by her street guys for daring to pay her a visit. What about leaving school in search of 'Monkey Sugar Cane' or fruits in a white man's compound (without security), attending Army Children School in GRA Phc back in the day and the white man or his wife would have to come chase us away themselves. |
