The simple answer to a senseless question is YES.
Oil was discovered in 1956 and Nigeria was founded in 1960.
If the oil was not there, the north had already proclaimed they were not interested in independence nor being in the same country with the south. The discovery of oil in the south changed all that.

Everything boils down to good planning.
Chime has already demonstrated that even the poorest revenue allocated state like Enugu, can plan well and still perform better than the highest revenue allocated states.

Enugu can continue to develop as well as Nsukka. They should start with major roads in Nsukka. You don't have to do everything immediately, but use good quality contractors such as Arab contractors to ensure every project completed is of the highest world class quality.

Ugwuanyi in his inaugural speech spoke about developing Emene - 9th mile area as Enugu's free trade and industrial zone. Of course he can lay the ground work for this by planning the area to the highest international standard. Demarcating areas for new residential estates, industrial zone and recreational parks within this huge expanse of land. Then begin to attract industrialists to buy plots in the industrial zone and property developers as Spyder to develop new housing estates in the residential part.
Once people know the whole place is planned like Obodo oyibo standard and government opens up the first feeder roads and electricity lines even if the roads are not tarred, those industrialists and property developers will come. Especially in this day and age when Igbos are looking for great industrial layouts to relocate or set up a new investment in the east.

So, the first step is to make a solid modern plan and then follow the plan a little each year based on availability of funds. In the picture below, several areas were earmarked for "future development". Which means, the government can acquire the area and then develop small portions of it in phases.

Going by your mentality, then anyone that showed any paved road in Nigeria or well built house is wrong for that because more streets in Nigeria are untarred than the tarred ones, just as many more Nigerians don't live in mansions showed in Nairaland.

I can categorically state that your reasoning is flawed. There is no absolute in life. A little of everything. Even in the most advanced or wealthiest countries, there still some untarred roads as there are poor people.

You should show the untarred roads as what has not been done well, just as showing the tarred ones as example of what was done well. That is called having a balanced view.

Dangote is about to invest heavily in Anambra. I think once outsiders see that you are investing at your place they will be forced to reciprocate. Anambrans has been on the fore front of investing in their home state thereby attracting outsiders from other regions. Anambra is the winner. I heard that Dangote had visited Awka severally to meet Obiano that was when I knew that something maybe in the offing.

Although my family and I are irrevocably Igbo, it is a fact that many of my people have other preferences to identify themselves. Sometime due to the political expediency of the zone we belong rather than what we know as the undiluted truth.Therefore the cry of "i am not Igbo" is bound to arise if the SE "demands" for Anioma inclusion into the zone.Those in the western part of our land will strongly encourage the anti-Igbo rhetorics, while those on the eastern border will embrace Igbo. Pandemonium broke out Tuesday evening at Nkpor
Junction in Idemili North Local Government Area of
Anambra state, near Onitsha, when information filtered
that a man suspected to be a Boko Haram member was
spotted in the area with explosive materials on his

According to eye witness account, the man, a
Northerner, had boarded a bike from Umuoji community
to an undisclosed destination and the cyclist who
became uncomfortable with his mannerisms and the
contents of the passenger’s bag, suddenly stopped at
Nkpor junction and alerted the armed men of the
Nigerian Security and Civil Defence Corps (NSCDC) who
quickly cordoned off the area and made to arrest the
man.

The Northerner resisted arrest and engaged the officers
in a struggle before punching one of them. The officers
finally overpowered him and frantically searched his bag
as on-lookers and inhabitants of the area scampered for
safety, suspecting that the man may be carrying a bomb
or other explosive device.

The news quickly spread within Onitsha and environs,
even as some shop owners within the area quickly made
efforts to close and run away from the scene.
Our reporter on the scene confirmed the incident from a
civil defense officer, who said officers over-powered the
suspect and whisked him off to their office for
interrogation.
He noted that on getting to their office, the man was
searched and some six inches nails and a lighter were
found in his bag.

There has been heightened fear and apprehension in
Anambra since the reported relocation from the north of
the detained Boko Haram insurgents to Ekwulobia
prisons in Aguata Local Government Area of the state. A
situation that has made residents fear that Boko
Haram might invade the state in retaliatory attacks.

Sometimes, the education component helps our business people think globally and strategically. When education is lacking, it is difficult to convince someone about a strategic business move when the BAN has not come yet. That is my fear with Ifeanyi Ubah. I suspect he will cajole or even deride anyone trying to tell him diversification from fuel importation is the right thing to do now that the business hasn't been banned yet.
The same way our big time importers such as Ekulo group of companies by Emma Bishop will deride anyone convincing him to set us the luxury wines and biscuit companies in Nigeria. But any economist will tell you that once a country begins to lack foreign exchange and its currency begins to devalue, they look for imported goods which the country can live without and ban them to save foreign exchange. With the fall in oil revenue, Nigeria is undergoing that economic fact now.
