There are very limited number of testing kits to go around, so yes of course screening is selective. Even in America and Europe, they are only testing people with symptoms, so why did your friend think he can just get tested like that?

Do they know if the person has come in contact with an infected person? They should first interview the person and ask some relevant questions before deciding whether he should be tested or not rather than avoiding the person.
