Nearly four months into the new year, the minister of finance, Olusegun Aganga has warned that the 2011 budget passed by the National Assembly is too unwieldy to be implemented. In a statement that may well lead to another round of quarrel between the executive and the legislature, Mr. Aganga said the only way the federal government can implement the budget is by slicing off a chunk of the fiscal appropriation act recently approved by the lawmakers. Mr. Aganga, who spoke from London, through his Special Assistant on Media, Okwudili Ojukwu-Enendu, said that the approved budget is too expansionary, and its high levels of deficit and borrowing makes it a risky plan. "The 2011 budget is supposed to signal the beginning of fiscal consolidation, but we now have another expansionary budget, which is unimplementable. If we are to build our economy on a solid foundation and avoid the boom and bust of the past, it is critical that we embrace discipline in the way we manage public finances. We cannot continue like this. "I will be advising that we engage with the National Assembly to resolve these areas of concern. We have always had a very good relationship with the relevant National Assembly committees. So, I am optimistic that we can resolve these areas of concern very quickly," he added. Two concerns in one day The minister's apprehension is the second such concern raised by a senior federal government official in less than 24 hours, on issues affecting the 2011 budget. At the end of the 75th Monetary Policy Committee (MPC) meeting in Abuja on Tuesday, the Central Bank of Nigeria (CBN) governor, Sanusi Lamido Sanusi, told journalists that the high expenditure outlay in the budget was not supportive of the Central Bank's drive for monetary policy effectiveness. "The current fiscal stance (in the budget) is inconsistent with the objective of maintaining stability in exchange rates, prices and interest rates. The Committee, therefore, believes that unless the fiscal stance is reversed, the economy would have to bear a high cost in terms of pressure on foreign reserves, high interest rate and/or higher level of inflation," Mr. Sanusi warned. On December 15 last year, President Goodluck Jonathan presented a budget estimate of N4.2 trillion for 2011, with a crude oil benchmark pegged at $65 per barrel. However, last week, the National Assembly in approving the budget proposal discarded the estimates, passing an Appropriation Bill of N4.9 trillion while raising the oil benchmark price from the proposed $65 per barrel to $75. More money for lawmakers Iyiola Omisore (PDP, Osun) and the chairman, Senate Committee on Appropriation, who said that the budget was passed after consultations with Ministry of Finance officials, told journalists that during deliberations on the estimates, the executive brought additional proposals of N312 billion to augment key priority expenditures of ministries, departments and agencies (MDAs). Mr. Omisore was however silent on the reasons that informed the legislators to raise the National assembly's share of the budget from N111.23 billion to N232.73 billion, an increase ofN121.5 billion, or 4.7 per cent of the entire budget. He was also not forthcoming about the additional increment of N433 billion which jerked the final estimates to the N4.971 trillion the lawmakers approved. Mr. Aganga had warned lawmakers during a budget defence session last month on the implications of tampering with the benchmark figure of $65 per barrel, saying it could spell doom for the economy should the oil price fall below that level during the year, considering that the excess crude oil account (ECA), which is almost depleted, may not be there anymore to augment the budget as was done last year. Highlights of the budget which was passed on the last legislative day before the Assembly adjourned for the April general elections include N496 billion for statutory transfers; N445 billion for debt servicing; N2.46 trillion for recurrent expenditure, and N1.56 trillion for capital expenditure. Money is not everything in Marraiage and by now, I thought we would have known better. What is important is love, God's fear and planning. As far as am concerned, so long as the two are healthy and with all body parts okey, they are good to go. It is not compulsory to have a big wedding when u don't have the resources. Better not a big wedding than borrowing money for one. So they can cut that off if there is truly love between them. Both of them can always engage on other little things to make money while waiting for the big Job to come. I have seen many who had so much money before wedding and after that, things turned so bad that food for the family is a big problem. Money can come at any time and it can go at any time. All the girl needed to do was to trust God for the guy if actually she loves the girl and get going with it. So long as the guy is hard working, something must surely come their way. That is one truth I will ever cling to until I die. The lady on her part should plan to contribute to their lives too. I always tell people that it is not only the men that went to school. Ladies too did and still do. The essence is for mutual benefit. |

Dear Nairalanders, Just to seek every one's opinion on how am to go about this sad event. I had a business dealing with a Chinese Company for the supply of Calcium Carbide. I paid all the money through Bank Transfers and opened a form m as per Custom requirement only for me to receive my shipment and the only thing in the cans are dust. Am really confused as what to do as this is a 2 container business running into millions of Naira. Is there anything I can do to recover my money or at least blacklist this company so they don't continue with this kind of thing. Any advise is highly appreciated. |

Horayce:Horayce, This world is not what you think of it I must tell you. I remember what happened to me when I was in my second year in the university. Even though a born again, I was neither there nor here. I just lived as if nothing mattered and one night in my room at home, I discovered I was dieing. I knew I was dieing because I was screaming "Am I dieing! Am I dieing' but no one could help me. My lower jaw sealed up with my upper jaw and I saw my spirit leaving my body. I left our ceiling through an opening and continued upward through the same opening which was getting bigger as I kept going up. I entered a white castle but unfortunately for me, I wasn't dressed like every body there and so continued on my part. I got to a door and a particular man that everybody reverenced came and asked me to give him those things he gave, I did even though till today I don't know exactly what I gave him and from there I saw myself in another horrible place. Every one standing was in chains. As I was there, there was a constant influx of people bound hands and legs and they were being thrown into a big pit beside a giant of a man who was issuing out orders. the man ordered then to tie me but I refused. He became very furious and tied me shouting that I had my time on earth to believe & follow "him" but I didn't and now he owns me. I kept crying and shouting that I wasn't staying there. He never looked at me but continued in his duties until I saw the same man that collected something from me at the other side. he was just passing without talking to any one and I fell down begging him, he kept passing and I held his cloth begging and crying from the bottom of my heart. The man had pity on me and told me emphatically "may be I should give u a second chance" and he told them to loose me. They did and I followed him out. The good thing is that I asked for the thing he collected from me at the door, he gave me 2 old dirty fifty naira notes. I was so eager and collected them with all thanks. He then looked at me again and collected back the 2 dirty notes and gave me a 100 naira note mint. He brought me to a particular road and told me to follow that road. I entered the road and woke up on my bed. Ever since that night, I don't doubt about God and Hell fire one bit. It is very real and truly, Hell is scary. No one in his right senses would ever wish to be there if you ever saw what I saw there. One thing I understood that night is that "A spirit" knows things without being told. I saw things I have never seen on earth and no one ever told me their names. I just knew the names by myself. Perhaps this was why Adam could name all things as he did. One more thing to other readers, I still don't know the meaning of that 100 naira note. My sister said it is talent, my mom tot it should be the life that he gave back to me. I still don't know especially as I do not really see any particular special talent in me. Am still searching for the meaning of that money given back to me. |
@ Nuella, Interesting story u have there. For me, God has really been very faithful. I really must appreciate his mighty hand upon my life. I got born again in J3 but my dad came with persecution though he was a christian, but he didn't understand our new found type of Christianity. I slept outside couple of times, and after Junior waec, he refused to pay my school fees any more but Guess what? God did a miracle. I went back to my village and stayed at home 2 terms of SS1. In the third term, My uncle saw me one of the days on a school day roaming around and asked why I wasn't in school, Told him my dad's decision and after one week, I resumed school. It happened that my Uncle had to travel to where my family was (A far distance) to talk to my father and knowing my dad, I knew it was only God that changed his mind. This scenario repeated back in the university, God still repeated the same miracle. Back then in school, I had two cousins who were happening babes. Three of us were always together and they felt I was the "juu" girl and so should be "initiated" into their way of life. Peer pressure u would say. They eventually got a guy for me and the day I was supposed to meet the guy. (after school) someone approached me in school and started preaching to me. After hearing God's word, I didn't go seeing the guy and I never kept the relationship. The miracle is that today, Am the only one alive among the three. Two of them died of HIV- AIDS. I don't know where I would have been if God hadn't pulled me out. Infact, the day the second person died, What dropped in my heart was if not for God, U would have been the next. Back in University, met a guy whom I never liked but somehow we grew up liking and loving each other. The barrier however was that he wasn't born again which I pointed out to him but he agreed to get born again on the basis we started a relationship but heck, While I see things from bible perspective, He sees them the other way. Well it wasn't easy as I had to choose between him & God. this has been one of the difficult decisions I have made in my life. It wasn't easy but then, I chose God and ended the relationship. Devil came again, Dude with big money and everybody was like lucky u. yet I couldn't find the happiness in it. kept praying and since I wasn't convinced, I let it go and heck, everybody feels am stupid and all that. But I know I have God's word concerning that and to me, God must be obeyed. These are few areas I can mention here but I have grown to understand that God doesn't just love me, He is deeply interested in my life as he has shown in the affairs of my life and I will always remain his for this love. |

I have been following this discussion and think at the moment that there is need for some clarifications. I was once a Christ embassy member in Lagos and was also a member in PH before events took me out. I must categorically state that there are things going on in Christ embassy that Pastor Chris himself is not aware off. I don't know if it is his pastors or other church workers that are architects of these things in Christ embassy. I might not be too sure that Pastor Chris is not aware of the N1,000.00 gate fee but my mind keeps telling me he might not be aware but once it has happened, he tries bearing the brunt while seeking his own way of correcting these anomalies in his congregation. A case in Point is the annual IPPC, I remember that while in lagos, Pastor "valee" as we call him, of Aguda church will do all his best to mobilize people for this conference. His target was always to make sure everybody attends to get the word of God direct from the man of God but PH is a different story. It was there I leanrt that one needs to pay money to attend IPPC. This is apart from your Tfare and perhaps lodging. I tried reconciling the Lagos Christ embassy and that of PH and I came to the conclusion that so many things happen that Pastor Chris is not aware off. Don't be surprised he might be reading this same news on the pages of a newspaper ( if he has the time) I am a management officer where I work and I have grown to understand by experience that sometimes the people below you do more than you ask them to do and sometimes even below. Its pretty frustrating but what can one do except to manage the situation. Like Someone rightly puts it, the hardest thing to manage is Humans. I remember there was another issue that he got to hear from the newspapers too which made him angry with his pastors that he did somethings himself for a while but how much can one man do considering the congregation's size. |

Kobo, I agree with u on this one. I agree totally that he has sponsors. I remember vividly an Abia indigene telling me that It was Osisikankwu who was taking police to the house of these kidnappers when police made their first raid on them only for him to become the victim and kingpin all of a sudden. My though is that the politicians who orchestrated this whole thing felt threatened because if Osisikankwu is allowed to give out info @ his disposal concerning the whole drama in Abia, Heads will definitely roll hence the killing of this guy. On the other hand, I feel sorry for sycophants and opportunists that these politicians will always use and dump. If only all were educated, if only all could say no to "use me cause violence dump me strategy" of Nigerian Politicians. The bad news is that this won't still teach any lesson to the youths out there. As election comes up, just dangle a few naira on their faces and you will see another osisikankwu repeated. |
THE Peoples Democratic Party (PDP) has given automatic tickets to its members in the federal legislature. The National Chairman, Dr. Okwesilieze Nwodo, who spoke at the opening of a two-day capacity building training for female aspirants of the PDP in Abuja, however, added a caveat that the tickets would go to “members that have performed.” He noted that the action became necessary because Nigeria needed to graduate from its learning process. “We have said it at the party secretariat and at the National Assembly when we went to meet members of the House of Representatives and the Senate. The party said that we as a party want to grow this democracy and in trying to grow democracy, what we need to do is to have some form of continuity and therefore, we will like as many members of parliament who are performing and who are also acceptable in some extent in their constituencies to come back. Unless we do that, we will continue our learning process. “Everyday we are learning; we have to stop learning. We have to build and consolidate the democratic institution. So, in doing that I think, the next thing I am going to push for is that in returning as many parliamentarians as possible at least those who are women, we should guarantee their seats. “When we sit down with the leadership of our party, and we begin to look at those parliamentarians we have to return due to their performance because we want continuity in parliament and the growth of the democratic institution, we should be looking at those women we can return and how we can actualise our 35 per cent that I promise we will do,” he said. He added that female members of the PDP would also enjoy good treatment from the party. “In PDP, we have no impediment to the success of women. Because of socio-cultural impediment, we have to go a step forward and that is what we have been doing by giving free nomination forms and then gave you (women) 15 per cent and now 35 per cent. The 35 per cent I can assure you has gone through NWC as at last week. What we need now at our next convention is to put the 35 per cent in the constitution of our party. “Something I think you should have fought for is that for the first time in the history of our country, PDP being majority in the National Assembly, being majority in the 36 states of Nigeria, we have been able to bring constitutional changes that were not possible before. The soldiers gave us the constitution but now the PDP has made constitutional changes. “But If I were the National Chairman at the time they were preparing the (PDP) constitution, I would have put the 35 per cent in the constitution. In the country where women representation has been actualised, it was a constitutional matter. If you look over the world - whether in India, Pakistan or The Netherlands - they have created it in the constitution. Because if you have it in the constitution, it means that out of every three senators per state one must be a woman. That is the way this thing can be realised easily. What we need is not part time legislature but just to harmonize their payroll. I really don't know who should be responsible for this but what we need is to for synchronize their pay both salaries and allowances at a percentage of the National minimum wage. This will definitely make it unattractive and thus will give room for true leaders who have the mind for service to the pple, Plle who want to write their names in Gold in the history of Humanity to assume positions. |
andromida:My Constituency representative used the constituency allocations to build two mansion, one in our village ( His fathers House ofcos) and the other in our state capital. He also built a bole hole in his fathers house but do u know what, He sells the water to villagers at NGN10 per 20litres while I buy water @ NGN5 per 2o litres in Lagos. That is his achievement with all our constituency allocation so far. |

GEJ barelly releases NGN30B to the textile industry just about 3 months ago and he has decided to remove import restrictions on these same materials. What is the idea here pls? How does he intend to recoup the 30B already given out to these guys? |

Madam Iweala resigned from Obj's cabinet in order not to soil her name and you guys think she will ever leave her MD work @ world Bank to be Atiku's running mate? Madam knows exactly what transpired in that regime especially as she was Finance Minister. She will never stoop so low. Not for Atiku whom the whole world knows he has issues to clear with the United States Government. Its only opportunists that will ever associate with him. Its a pity men like Ekwueme, Nnamani and Soludo are aligning themselves with men of questionable character all in the name of interest albeit selfish. When all is said and done, the North will definitely leave them behind, massacre Igbos in the North, loot their hard earned resources and the will come home empty. My only pity is that it will be the poor Igbos that will bear the Brunt of their political prostitution. Imagine Soludo, I can't believe him even with all the knowledge. Indeed, the love of money, power nd pleasure is the roof of all evil. |

Is that why his campaign signposts read " , The Man Obj and Efcc could not stop" too bad cos if all Nigerians are right thinking, only this comment would have eliminated him because if Efcc and Obj could/ can not stop this man, Invariably, he is above the law as no one can bring him to Justice. How then do I hold such a man accountable? |

Prosecution introduces new evidence against Okah By Ruona Agbroko October 21, 2010 04:48PM Print print Email email Share Share The Republic of South Africa reopened its case against suspected terrorist, Henry Okah, today, following a ruling by Presiding Magistrate, Hein Louw, that he needed "something substantial" to come to a decision concerning Mr Okah's bail application. Consequently, the prosecution presented evidence against Mr Okah in court this morning. Prosecution lawyer, Shaun Abrahams, read a supplementary affidavit signed by the Police Services Officer in charge of the investigation, Noel Graeme Zeeman, which said prior to the detonation of the two vehicle-improvised explosive devices on 1 October in Abuja, two vehicles were purchased in Lagos on Mr Okah's instructions. According to the affidavit, the explosions took place under the supervision of Chima Orlu, who is said to have acted on the instructions of Mr Okah. Mr Orlu's telephone records show that he had been in contact with Mr Okah on numerous occasions leading up to October 1. Mr Okah is said to have sent text messages to Mr Orlu on 30 September 2010 at 12h 38:11pm, and on October 1 at 6h 02:39am, 7h 40: 20am, 7h 41:22am and at 7h 41:35 am. Mr Zeeman's statement stressed that "of greater significance is that Mr Orlu sent an SMS to Mr Okah at precisely 10h 58:59 am on 1 October, 13h 13:01am and 13h 29:59pm on the same day." Mr Zeeman's affidavit adds that Mr Orlu "made a total of 43 voice calls and sent 27 text messages to co-perpetrators and co-conspirators." Mr Orlu was declared wanted by Nigeria's State Security Service after the bomb blast. The affidavit also states that Ben Ebere had made voice calls and SMS to Mr Okah right up to 29 September. "There were 1126 calls from Okah to Ben Ebere, aka Ben Jesse, from 7 August to 29 September," stated Mr Zeeman. Mr Okah also sent 59 text messages to Ben Ebere from 1 July 2010 to September 2010. It was also revealed that e-mails between Mr Okah and arrested suspects John Tarmy and First Man were being investigated. One in particular read: "Done, tell them to leave now." According to the document, this email was forwarded from First Man to John Tarmy at 11:15 am on 1 October 2010 and forwarded the same day to Mr Okah at 16h 25:40. Okah's attorney responds Rudi Krause, lawyer to Mr Okah, took time off to consult with his client and then filed an affidavit stating that he would not be able to refute the allegations presented by the prosecution unless he was provided with printouts of the telephone records, text messages, cell phone memory and the hard drive from Okah's computers which the State used in making up its case. He suggested that the evidence put before the court had been fabricated. At this point, Judge Louw pointed out that the cell phone and computers were Mr Okah's, and seized from his own home, which "precludes the state from fabricating evidentiary material." Mr Krause, in resuming his reading of his client's affidavit, said Mr Okah had no knowledge of Chima Orlu and Ben Jesse, but had received information that Ben Jesse used cell phone number 08039945640 and he (Mr Okah) therefore couldn't access his call records to cross-check this information, as his cell phone had been seized by the police. But prosecution lawyer, Shaun Abrahams maintained that; "we can give copies of what was seized from him (Mr Okah), and not what was obtained in the course of the investigation." He also pointed out that Mr Okah "miraculously produced a telephone number for Ben Jesse, after saying he didn't know Ben Jesse during cross-examination." I believe details of this bombing are yet unfolding but all the same, Poster did not start transcript from beginning. Okah himself said from beginning that he is not an influential member of MEND so how was he supposed to make MEND retract their words? , on what influence was a president's aid banking on when he called Okah? I think he is trying to divert attention from himself. Okah said you cannot give somebody amnesty and expect the person to give us his land and request and I ask, Why take the amnesty when u ain't ready to give up ur fight? Isn't that double standard?. Okah says Ya'adua's era was better than Jonathan's at the moment? I don't agree with that cos I remember vividly that the Ist thing Jona did when he became president was to release 19B for NDDC. It's Ist in history in Jona's tenure that NDDC's budget was approved without a single cut on it even when they budgeted a big sum for marriage and funerals. For me to agree with Okah that Ya'adua had a better intention for NDDC than Jona is a big lie. May be he should have put it in different words. |
