Among the 120 believers in the upper room that were speaking in other people's tongue, the tongues were unknown to them. They didn't understand and were actually saying wonderful meaningful things about what God has done.

If I were speaking in tongues in Chinese and there was a Chinese man present in the gathering, he would definitely understand everything I said but would be unknown to the others.
