Nigeria’s foreign reserve has recorded 18.2 per cent accretion since its recent uptrend, standing at $27.4 billion with the latest figures from the Central Bank of Nigeria, CBN, for January 2017.

The uptrend which began October 20, 2016 had persisted with minor pullbacks recorded on November 1, 2016 and December 14, 2016, reversing the over one-year persistent decline which bottomed out at $23.2bn on October 19, 2016.

In the 12 weeks upward trend, the reserve added $4.2 billion as against $8.6 billion it had lost since President Muhammadu Buhari came into power in 2015.

The latest figure of the reserve is also on 10 months high over the last one year while indications are that accretion would continue on the back of improved oil revenue.

The month-on-month trend shows an increasing tempo in the month of January 2017 when it garnered $2.002 billion, a huge 7.9 per cent rise.

December 2016 accretion was $1.025 billion, about 4.2 per cent rise while November recorded accretion of $840 million, about 3.6 per cent rise.

The uptrend was largely as a result of the rises in the international oil price (Nigeria’s major foreign exchange earner) in the recent month especially in January when it settled above $55 per barrel, as against last year’s average of $43 and 2015 average of $38.

The positive development in the international oil price began mid last year but Nigeria could not benefit much from it due to worsened militancy in the Niger Delta which curtailed oil production and exports with output at a record low of about 1.4 million barrels a day.

However, the positive development could not roll back the massive exchange rate pressure which had come on the Naira since last year. Eventually the Naira/USD value crashed beyond N500/USD1 this week as supply of foreign exchange remained elusive.

Also the positive development in the external sector seems not to have resonated with the revenue pressure the federal government has been experiencing since 2015.

In addition to over N400 billion the government had borrowed from the money market in the month of January 2017, it plans to raise $300m (almost N100bn) by selling a Diaspora Bond targeting Nigerians living abroad.

The bond, which will have a maturity of five to seven years, is expected to be issued by June this year.

Nigeria has asked Goldman Sachs and Stanbic IBTC Bank, the local unit of South Africa’s Standard Bank , to advise it on the sale of the maiden bond. It also appointed United Bank for Africa and First Bank of Nigeria as advisors on the deal.

The government is also pressing on with its request on the National Assembly to approve its external borrowing plan targeting $30bn (about N10tr).

At the public hearing on the investigation of $22billion OPLs and Oil Mining Leases (OMLs) conducted yesterday by the Gideon Gwani-led ad hoc Committee, the Central Bank of Nigeria ( CBN ) and the Office of the Accountant General of the Federation ( OAGF) refused to take responsibility for the records.

The CBN was given a seven-day ultimatum to provide documents to ascertain whether the payment of application fees, royalties, signature bonuses and other fees were actually made by oil frms.

Also, the committee resolved that the former Group Managing Director (GMD) of the Nigerian National Petroleum Corporation (NNPC), Funsho Kupolokun, should appear before it over the ceding of marginal fields to oil and gas operators.

The committee began investigation into the award of all OPLs and OMLs by the Federal Government to ascertain whether due process and guidelines for the acquisition of oil and gas assets were complied with.

In his opening remarks, Gwani said: “The meeting by the committee with relevant agencies would enable the commitee trace the accounts where fees have been lodged, how much have been paid and by whom, what company has paid and who has not , if such payment have actually been received by the government or not, as well as the balance if any.”

According to a member of the Commitee, Diri Douye, contradictory documents from the Department of Petroleum Resources (DPR) and OAGF were a source of concern to the committee
He said while DPR claimed that ConOil (OPL 257) has paid $100million, the AGF claimed in its submission that the same money was missing.

“There are several contradictions contained in the document submitted to us by DPR and AGF and we must get to the root of this matter; that is why we have asked the CBN to provide us with the statement of accounts of the DPR so we can be sure we got the right document from the DPR,”he said.

CBN was also queried over its decline in providing the statement of account of monies paid into the DPR account since 2002.

In his response, CBN’s Deputy Governor, Bayo Adelabu said discussions have been going on with JP Morgan to provide the statement needed.

He said: “According to J.P Morgan Policy, any information on a particular account exceeding seven years is achieved and we are talking of information from 2002 which was done manually so getting these information is not easy.

The House of Representatives on Monday urged the Economic and Financial Crimes Commission (EFCC) to commence an investigation into an alleged illegal movement of N4 billion from Industrial Trust Fund’s (ITF) account domiciled in Keystone Bank.

Rep. Ibrahim Baba, Vice Chairman, Public Accounts Committee, House of Representatives made the call following a query issued by the office of the Auditor-General of the Federation.

According to the query dated Dec. 2010, a total sum of N4.2 billion was illegally moved three times in November from ITF account to other accounts, all belonging to the same agency.

The Office of the Auditor-General questioned the propriety of moving the money without remitting N23.5 million interest accruing from the transactions to the agency’s account.

It also needed to ascertain who authorised the transactions and for what purpose it was done.

Responding to the query, the Director-General and Executive Chairman, ITF, Mr Joseph Ari said the transactions were made without the authorization of the agency.

Ari said that the bank’s response in May 2012 explained that the withdrawal from ITF’s remital control account was done in error.

According to Ari, Keystone’s position is that it was a wrong posting but was later corrected.

“However within the days the money was moved, ITF wrote Keystone Bank to remit the interest to the account accordingly but the bank didn’t reply.

“We reported the matter to the Central Bank of Nigeria (CBN) and the CBN advised that parties should sit down and discuss.

“However, we sat down with keystone officials without finding a solution,’’ Ari said.

According to a disclaimer published Sunday by NYSC; “The NYSC Management wishes to draw the attention of Corps members to the message below being circulated by some fraudulent persons:

*TO RELOCATE / RE-DEPLOY TO ANY STATE OF YOUR CHOICE 100% GUARANTEE*
CALL / WHATSAPP : 0703******, 08071******”.

The disclaimer further stated that “Corps members are hereby warned to disregard the message as it did not emanate from the NYSC”.

“You are further reminded that relocation is granted free of charge on either marital or health grounds”.

“Corps members have the right to apply while approval will be given once specified conditions are met”.

The three tiers of government received a total of N4.95tn instead of N6.1tn projected to be distributed to them in the 2016 fiscal year from the Federation Account Allocation Committee, investigation has shown.

This created a shortfall of about N1.1tn within the 12-month period based on the analysis by our correspondent.

The committee, headed by the Minister of Finance, Mrs. Kemi Adeosun, is made up of commissioners of finance from the 36 states of the federation.

Other members are representatives from the Federal Inland Revenue Service; the Nigeria Customs Service; Revenue Mobilisation, Allocation and Fiscal Commission as well as the Central Bank of Nigeria.

The federation account is currently being managed on a legal framework that allows funds to be shared under three major components – statutory allocation, Value Added Tax distribution; and allocation made under the derivation principle.

Under statutory allocation, the Federal Government gets 52.68 per cent of the revenue shared; states, 26.72 per cent; and local governments, 20.60 per cent.

The framework also provides that Value Added Tax revenue be shared thus: the Federal Government, 15 per cent; states, 50 per cent; and local governments, 35 per cent.

Similarly, extra allocation is given to the nine oil producing states based on the 13 per cent derivation principle.

Findings also revealed that the inability of the revenue generating agencies to meet up with their revenue targets owing to the challenges facing the economy was largely responsible for the dip in revenue, which impacted negatively on the allocations to the three tiers of government.

Figures of statutory allocations obtained from FAAC revealed that while the government had projected to distribute N509.1bn monthly among the three tiers of government, the shutdown of oil installation facilities, which led to a drop in crude oil production, made it difficult to generate enough revenue to achieve that target.

For instance, within the 12-month period of last year, the government could only surpass the monthly budgeted allocation to the three tiers of government thrice.

The months are August, where the highest amount of N691bn was shared; July, which had a total allocation of N559.03bn; and September, which had N510.27bn.

A further analysis showed that the sum of N387.77bn was allocated in January; February had N370.38bn; while March, April and May had N345.09bn, N299.74bn and N281. 5bn, respectively.

For the months of June, October, November and December, the committee distributed N305.12bn, N420bn, N386.87bn and N400bn in that order.

The Chairman, Forum of Finance Commissioners of FAAC, Mahmoud Yunusa, while speaking during an interview in Abuja on the sidelines of this month’s FAAC meeting, said the scarcity of resources to implement the programmes of government owing to the economic recession had made it imperative for states to be prudent and transparent in financial management.

He said, “The resources are no longer there and so whatever resources that we have must be effectively, transparently and judiciously used for the benefit of the people.

“The expectations of the people are very high and the resources are very lean day by day and so we have to add value to the people. People are clamouring for change and we have to look for a way to ensure that the lives of people are changed.”

He said the states would work with the Federal Government to address the current recession in the country.

Yunusa, who is also Commissioner for Finance in Adamawa State, said that the target of the states was to generate enough revenue internally to pay salaries.

He stressed that once this was done, whatever allocation received from the federation account would be used by the states for capital projects.

He said, “The recession is a problem but we should see it as a blessing in disguise because before now, all the states relied solely on the Federal Government but now because the money is no longer there, we are forced to look inwards for the opportunities and potential in our respective states and how to exploit them.
“We have to reduce the cost of governance and plug all the loopholes in our expenditure.”

He added that the challenge had helped the states to look at their revenues and restructure their expenditures to fit into the realities on the ground.

The Federal Government has approved 1.2 billion US dollars for the construction of the Kano-Kaduna standard gauge railway project.

Minister of Transport, Mr Rotimi Amechi, disclosed this in Kano on Saturday when he visited Gov. Abdullahi Ganduje at the Government House, Kano.

He said that the Federal Government was negotiating with China EXIM bank to finance the project.

“We are negotiating with China EXIM bank and we are convince that this negotiation will end by June,” he said.

The minister said that the Federal Government would provide about 100 locomotives for narrow gauge rail that would run through Lagos, Kano, Port Harcourt, Funtua and Gombe to improve the economy.

“Before the end of June Lagos-Kano narrow gauge rail would have more locomotives that would run through Lagos, Port Harcourt, Funtua, Kano and Gombe states in order to boost the economy,” he said.

Amechi, however, thanked the governor for his efforts and the role he played during the last National Assembly election in Rivers where the party won one senatorial seat and four House of representative seats.

Responding, Gov. Abdullahi Ganduje, expressed his happiness and commended the president for fulfilling campaign promise.

He said that Kano-Kaduna standard rail project would save the road from total collapse.

Ganduje said that the state government recently signed a $1.8 billion Memorandum of Understanding (MoU) with a Chinese firm to construct light rail in the state capital.

He said that the light rail project would give a mega city outlook similar to other cities across the world.

The Minister of Information and Culture, Alhaji Lai Mohammed, has described Lagos State as the hub of the Creative Sector in Nigeria, hence it has a key role to play in the Federal Government’s economic diversification policy.

Speaking to journalists at the Eko Art Expo in honour of the late Rasheed Gbadamosi in Lagos on Friday evening, the Minister said the Creative Industry, which comprises film, music, all forms of production, fashion, design, etc., is one of the sectors to be leveraged upon in the government’s diversification efforts.

”We need to create jobs, both skilled and semi skilled, formalise all aspects of these industries, make them export products and help promote and participate in infrastructure development that will enhance the sector and people’s lives. We cannot achieve this without
Lagos State. With its over 20 million people, Lagos is the home of the Creative Sector,” he said.

Alhaji Mohammed said a recent study of the Creative Sector in Lagos showed the creative businesses surveyed contributed N2,547,300,490.26 during the reference period, with 61 per cent of the total Gross Value Added (GVA) derived from the Film industry alone, while fashion and music contributed 26 and 13 per cent respectively.

He expressed the confidence that under the leadership of Governor Akinwunmi Ambode, ”we will see an acceleration of these figures,” especially because the Governor is providing the enabling environment needed for the Creative Sector to flourish more.

”Enhanced security across the state, the lighting up of Lagos, the modern rail system and the 12-lane Lagos-Badagry Highway are the much-needed ingredients for Lagos to finally seal its place as the hub of Nigeria’s Creative Sector.

”When we consider the work being done to bolster the industries, from re-building the National Museum in Lagos in order to celebrate the culture of preservation and commercialization of Art, the Lagos Fiesta which is seriously promoting the performance of Music, the investment into building Theatres across the State and again helping even the Federal Government to resuscitate our National Theatre which will bolster that whole economy, and also the building of a home for Nollywood and the TV production industries in Epe, the Creative Industry will be given the much-needed wings to finally fly and take their rightful place globally,” the Minister said.

The Joint Admissions and Matriculation Board (JAMB) says it is embarking on a national raid of cyber cafe, ahead of its Unified Tertiary Matriculation Examination (UTME).

Dr Fabian Benjamin, JAMB’s Head, Media and Information, told newsmen on Friday in Lagos that the exercise would be jointly carried out with the officials of the Nigeria Security and Civil Defence Corps (NSCDC).

He said the raid was meant to smash the operations of some syndicates operating cyber cafes to print fake UTME registration numbers and application documents to prospective candidates.

According to him, four suspects have already been apprehended in Ekiti for printing and selling fake registration documents for the 2017 examination.

“This development is an eye-opener that same could be happening in other parts of the country.
“We shall, in collaboration with the NSCDC, commence a national raid of all cyber cafe in the country, any moment from now.

“We will not fold our arms and watch some elements defraud Nigerians, parents in particular, who desire education for their children.

“These persons arrested in Ekiti were holed out in their cyber café, where they have been carrying out their illegal activities and had defrauded prospective candidates to the tune of over N10 million.

“We had a synergy with NSCDC, which led to the discovery of serious illegal manipulation of JAMB registration forms, numbers as well as admission letters,’’ he said.

Benjamin warned prospective candidates against handling information regarding the sale of the registration documents to avoid falling prey to the activities of the suspects.

“We had warned severally that we had yet to commence the sales of the 2017 registration documents, and that candidates should be patient because we are putting finishing touches to the entire examination process.

“This is because we want to tackle all the hitches that had been associated with the examination in the past years and make it almost 100 per cent hitch-free.

“As soon as this is achieved, and we are set to roll out the registration documents, we will do massive sensitisation.

“Candidates must realise that no cyber cafe is authorised to do any form of registration, as candidates who defy this warning are doing so at their own risk,’’ he said.

The Federal Government plans to slash the price of Nitrogen, Phosphorus and Potassium (NPK) fertiliser to N5, 000 per bag to encourage farmers to boost agricultural production in the country.

The Minister of Agriculture and Rural Development, Chief Audu Ogbeh, who made this known to newsmen in Abuja, said the plan is to make food production easier and enhance profit for farmers in the country.

The minister said the government would take delivery of the first shipment of 800, 000 tonnes of NPK fertiliser from Morocco by January 27.

According to him, government wants the blending to take place everywhere in the country so that farmers can have access to fertiliser at the lowest possible cost.

A bag of NPK costs between N7, 500 and N9, 000 in the open market. But with the first shipment of phosphate from Morocco expected to arrive today in Lagos and then the blending done here, Ogbe said: “We are bringing the price of fertiliser to N5, 000 per bag.”

He explained that the government wants to ensure that every blender in the country who has the capacity will blend. “If we can bring the prices of fertiliser to N5, 000 per bag, food production will become easier and farmers will enhance their profit,” the Minister said.

He said this was why the King of Morocco (Mohammed VI) came to Nigeria and the reason why President Muhammadu Buhari visited Morocco. “The target we have is about 800,000 tonnes of fertiliser per annum from Morocco, but the problem we have is that we do not only satisfy Nigerians, our neighbours always come in and take a bit,” Ogbe said.

While noting that Nigeria cannot deny her neighbours entirely, he said “we have to satisfy ourselves first.’’

It would be recalled that indigenous conglomerate Dangote Group and the OCP Group of Morocco had in December 2016 signed an agreement to import more than two million tonnes of customised fertiliser into Nigeria.

The agreement was meant to boost fertiliser production and businesses in the country within the next three years.

The OCP Group is said to be a global leader in the phosphate and phosphate derivatives market.

The Senior Special Assistant to the President on Sustainable Development Goals (SDGs) Princess Adejoke Orelope-Adefulure has sought the support of the NYSC towards achieving the SDGs.

She made the request during a courtesy visit to the Director-General, Brigadier General Sulaiman Kazaure, in his office.

Adefulure, who described the NYSC as a good platform for dissemination of information on the SDGs, called for a partnership that would involve the engagement of Corps members to enlighten communities on the global agenda for development.

She said the Corps members would be expected to participate in the various SDGs programmes in their communities of service.

The SSA noted that the platform would also give Corps members sense of direction, promote leadership traits in them as well as boost their confidence.

Adefulure advocated the establishment of more skills centres with the view of empowering Corps members towards self-employment.

She noted that similar centres built in all Local Government Areas of Lagos State during her tenure as Women Affairs Commissioner were still functional, and had gone a long way in empowering people of the benefiting communities.

Responding, the Director-General, Brigadier General Sulaiman Kazaure, appreciated the Office of the SSA for the existing partnership aimed at empowering Corps members under the NYSC/SDGs War Against Poverty.

Kazaure also noted that the NYSC had partnered with the OSSAP towards achieving the goals of the erstwhile MDGs in an arrangement that engaged Corps members in the advocacy project.

He assured that the Scheme’s readiness to support the achievements of the SDGs.

An Osogbo Magistrate court has arraigned a 36-year-old-man identified as Adelowo Adekunle for allegedly stealing a widow’s tipper lorry.

The prosecutor, Mr. Adegoke Taiwo told the court that “On 23rd day of October, 2016 Adelowo did steal a Mercedes 8.3 model tipper lorry with Registration no: XC 962 GNN (Osun) value N1.3 million property of one Olanike Oladepo”

“The accused person committed an offence contrary to and punishable under section 390(9) of the criminal code cap 34 laws of Osun State Nigeria, 2002”.

The accused person pleaded not guilty to the charge put against him by his prosecutor.

While applying for the bail of the accused person, the defense counsel, Mr. Okobi prayed the court to grant bail to his client on the most liberal term.

He said ” I humbly apply for the bail of the accused person in the most liberal team, the accused has a reliable sureties and I rely on section 118 subsection 2 if the criminal proceeding laws of Osun-State which gives your lordship to ability to grant bail”.

The magistrate, Mr Olushola Aluko granted the bail to the accused person in the sum of N250,000 with two surties in likesum as the case was adjorn to 3rd of March 2017 for consolidation of charge with the previous charge number MOS/39C/2017.

Meanwhile, the court has earlier arraigned the receiver of the stolen tipper lorry known as Adenle Owolabi age 52yrs on 20th of January 2017

It was learnt that Adelowo collected the document of the tipper from the widow’s husband before his demise.

It was also gathered that after the death of the husband Adelowo took the tipper to place where he sold it to Adenle Owolabi.

Another source said the widow persistence in claiming the property of her husband made her to report the matter to the police station where several investigation reveal the receiver of the stolen property.

The federal government yesterday blamed its various agencies and parastatals responsible for facilitating the ease of doing business in the country for creating bottlenecks in doing business in the country.

Speaking at the official launching of Micro, Small and Medium Enterprises (MSME) at the Banquet Hall of presidential villa, Abuja, Acting President, Yemi Osinbajo lamented the challenges faced by SMEs owners in doing businesses in the country.

Accordingly, he called on them to change their attitude and see themselves as facilitators in SME growth in the country.

Osinbajo said, “Nigerians complain about how is practically difficult to get approval on practically everything when I toured the nation with the support of USAID. The whole idea was to support MSMEs and to find out what their problems were.

“But almost every stand I went to had complains about how it was so difficult to get approvals for practically anything. I was frankly taken back on that occasion because practically every point we went to had the same complaint. We also went to Kano on one of our social intervention programme and it was the same problem, same issues”.

The acting president noted that some small manufacturers even said they had to engage consultants to take them through approval processes; yet, it still took over a year to get approval from some agencies.

The National Youth Service Corps has procured new vehicles in a bid to enhance its field operations.

The vehicles, comprising ambulances and Hilux vans, were commissioned by the Minister of Youth and Sports, Barrister Solomon Dalung, at a ceremony held at the NYSC Headquarters, Abuja.

Speaking on the occasion, Dalung noted that the procurement of the vehicles was a demonstration of government’s commitment to addressing the challenges in the operations of the NYSC.

He restated the determination of the Buhari administration to bring about development in the country.

Earlier, the NYSC Director-General, Brigadier General Sulaiman Kazaure, had thanked the Federal Government for its continuous support to the Scheme.

National Information Technology Development Agency (NITDA) have suspended all news blogs and websites bearing “jamb” as domain name suspected of defrauding Nigerians. The suspension came as a result of complaints filed by the Joint Admissions and Matriculation Board (JAMB) to NITDA requesting for a shutdown of all such websites in Nigeria.

A source who operates such site and does not which to be mentioned confided on FINANCIAL WATCH on the shutdown of their website after receiving a mail from their web host intimating them of the complaint.

The source further said, according to the mail that the “We got a complaint from JAMB through National Information Technology Development Agency (NITDA) on a number of domain names that are defrauding Nigerians using different variant of their name (JAMB), your website was listed among them, and we were instructed to investigate and suspend all the domain names involved”.

“We communicated the information to the Registrars of the domain names in question and requested them to kindly also investigate and take the appropriate action”.

The warning mail further stated: “We understand that this domain names may not indulge in any fraudulent activity. However, we advice that you take down the contents of this site as requested by Nira to avoid immediate suspension of the domain name”.

Further investigation by our reporter shows that all websites having “jamb” in their domain name has been shutdown as at the time of filling this report.

It has been observed by JAMB and also our investigative team that such websites are prone to spreading false news about the activities of JAMB and may also be involved in fraudulent activities and sales of fake JAMB forms.

Acting President, Professor Yemi Osinbajo, yesterday, said that Nigeria’s economic growth can only be achieved and sustained if left in the hands of the private sector to drive.

This came as the Organised Private Sector, OPS, listed the challenges facing the economy as well ways to overcome them.

Meantime, the President of the Lagos Chamber of Commerce and Industry, Mrs Nike Akande, has called on the Federal Government to include members of OPS in the Ease of Doing Business Committee.

Osinbajo spoke at the second edition of the Presidential Business Forum, a platform to engage and interact with the private sector to keep them abreast with government’s policies, programmes and activities held at the Old Banquet Hall of the Presidential Villa, Abuja.

He said: “The main focus of our economic plan is the sustenance of the robust private sector partnership. Indeed, it is our strong believe that sustenanable economic growth is only possible if it is private sector led and great attention has been paid as you will possibly find in sustaining private sector leadership especially in the plan of economic recovery and growth plan 2017, which is to be launched next month.

“The pivot of that plan is the private sector led recovery growth and plan. So, this Forum is an important one for engendering the continuous engagement that this partnership will entail.”

Making a presentation on behalf of the OPS, comprising Manufacturers Association of Nigeria, MAN; Nigerian Association of Chambers of Commerce, Industry, Mines and Agriculture, NACCIMA; Nigeria Employers’ Consultative Association, NECA; Nigerian Association of Small and Medium Scale Enterprises, NASME and Nigerian Association of Small Scale Industries, NASS, President of MAN, Mr Frank Jacobs enumerated the challenges the sector is facing which had inadvertently affected the economy.

According to him, there was inadequate foreign exchange, forex in circulation and the monitoring mechanism by the government is ineffective.

He listed about 12 challenges inhibiting business atmosphere in Nigeria, which include access to foreign exchange; diversification of the economy and resource-based industrialisation; long term funding; EU/ECOWAS Economic Partnership Agreement; patronage of Made-in-Nigeria products and enforcement of the Procurement Act; and collapse of basic infrastructural facilities.

Others are challenges with policy environment; low investment in agriculture and agro-allied businesses; prohibitive gas pricing for industrial users and wrong classification as commercial users; multiple levies by government agencies on same sales promotion; and invasion of premises of members for the purpose of collecting taxes.

Jacobs said: “Collectively, we are the voice of the Organised Businesses in the Private Sector on issues on the Nigerian economy in particular and the nation in general.

“We commend you for giving us the opportunity to make this presentation, which we believe, would significantly improve the economy, while strengthening the relationship between the private sector and government.”

Nigeria’s external reserves have risen by 15 per cent in the past three months, the latest data from the Central Bank of Nigeria have shown.

Specifically, the foreign exchange reserves increased by $3.6bn from $23.8bn on October 19, 2016 to $27.4bn on January 19, 2017, the CBN data showed on Sunday.

The statistics also indicated that the balance in the reserves had increased by $1.6bn during the first 19 days of this year. The increase is estimated at 6.2 per cent.

The country’s external reserves, which have been increasing significantly in recent months, had risen to $27.3bn on January 17 after hitting $26.9bn on January 13.

Within a period of 11 days, the reserves increased by $1bn, rising from $26.3bn on January 6 to $27.3bn on January 17, according to the central bank’s statistics.

Similarly, the foreign exchange reserves jumped from $25.3bn on December 22, 2016 to $27.3bn on January 17.

Within a space of three days, the reserves rose by $300m from $26.2bn on January 6 to $26.5bn on January 9.

Between December 30, 2016 and January 12, 2017, the foreign exchange reserves rose from $25.8bn to $26.8bn, indicating an accretion of $1bn in two weeks.

Following the gradual increase in crude oil price and production output, the foreign exchange reserves have been rising steadily since November.

Experts, however, said the slowdown in foreign exchange allocation to forex markets by the CBN might have contributed to the reserves accretion.

Currency and economic experts are not sure if the current accretion in the external reserves’ is sustainable amid a falling naira and acute shortage of dollar in the foreign exchange markets and the economy.

The CBN had spent $4bn from the nation’s external reserves to defend the local currency last year, despite the staggering fall in the value of the naira against the United States dollar and other major foreign currencies during the period.

The controversial defence of the naira by the CBN has come under severe criticism by economists, who believe forces of demand and supply should be allowed to determine the exchange rate of the naira.

The country’s reserves had recorded $23.89bn low on October 19. The reserves dropped by 15.9 per cent between 2015 and 2016

The reserves ended last year with $25.84bn on December 30, 2016.

5. He refused to sell necessary much needed weapons for Nigeria to confront Boko Haram forcing us to fly cash all over the world to buy arms. This hurt Nigeria badly.

6. He interfered in Nigeria's presidential elections and did not hide his support for a particular candidate. Now he is concerned about Russia's interferrence in US elections what rubbish

7. He played politics of division by sending his Secretary of State, Senator John Kerry to bypass the Southern Nigeria and hold secret meetings with only the 19 Northern states governors and the Sultan of Sokoto. He went further to subsequently host 13 Northern Governors in the White House in Washington DC. Only God knows why he was trying to divide Nigeria in this way.

8. Even as we were sliding deeper into chaos and recession, and misguided Federal Government policies, President Obama said our president was doing very well. Indeed after 5 million jobs lost, 11 currency exchange rates, inflation at 19%, a contracting, shrinking economy, he said doing well? How? He must have meant doing well for him Obama not for Nigeria or Nigerians.

The National Youth Service Corps (NYSC) has postponed orientation course for 2016 Batch B Stream 2 prospective corps members posted to Borno state. According to the announcement published Saturday, Borno PCMs are to report to camp February 16th.

When asked if those posted to Borno withh report to Bauchi camp, NYSC responded thus:

Registrar and Chief Executive of the Joint Admission and Matriculation Board, Prof. Is-haq Oloyede, has said that candidates, who wish to sit for the 2017 Unified Tertiary Matriculation Examination, will take the examination under the surveillance of Closed Circuit Television Cameras.

Oloyede who stated this in a briefing in Abuja said that the measure is aimed at preventing examination malpractice during the UTME.
“We believe that certain things should be done.

For example, we are conducting the Computer-Based Test, I’m not aware of anywhere in the world where you do the CBT without CCTV. If you are not caught during the examination, you can be caught after the examination because the whole thing will be under coverage.

“And that is the one instrument that we have been telling CBT operators in the last three weeks and we are not going to compromise that, beginning from the 2017 UTME,” he said.

Oloyede noted that the measure had become necessary to further strengthen public examinations, particularly entry level examinations into higher institutions.

According to him, operators of the CBT centres who fail to comply with the order to install CCTV cameras prior to the examination may not be accredited for the UTME.

Oloyede cautioned parents, guardians and candidates against patronising those he described as “fake vendors of UTME forms”, stressing that JAMB had neither started the sales of the form nor authorised any Cyber Cafe operator to sell the form on its behalf.

He also revealed that people who defrauded members of the public through the sale of fake UTME forms have been reported to the security agencies, adding that the latter are under instruction to arrest and treat such offenders accordingly.

The JAMB Registrar said, “I can say clearly that I don’t know when we are going to start the sales of forms. All we want to do is to make sure that things that ought to be in place are in place. I cannot tell you exactly when it will be, but I know that sales will commence sooner than later. Why am I saying so? For instance, we are meeting with the heads of other examination bodies.

“We don’t want a situation where pupils will be put under pressure to give up either West African Senior School Certificate Examination or National Examination Council or any other examination whenever they are taking place simultaneously. That is one of the things we want to avoid.

“Secondly, if we hold our examination at a time when students are not ready, the result we get is a high rate of failure. Our examination is a ranking examination, not an achievement examination. This is why we are saying that it is not to extend the validity because the test is to be taken just once.

“What happens to you in a day can determine whether you pass or fail. If someone quarrels with someone else that day, that can affect his performance, unlike achievement tests where there are inbuilt mechanisms for continuous assessment. We want to work with other examination bodies to ensure that the interest of the pupils is protected.”

I have never been a fan of the NYSC scheme and always saw it as a waste of time. Though as I write this article my view about the scheme is a more of a positive one.

Before I go into why I think the NYSC scheme should not be scrapped, let me briefly tell you why I always saw it as a waste of time.

After 4+x years in Nigerian tertiary institutions (let's exclude private universities) you are going to wait for months before you get mobilized for the Youth corps, then have to spend 12 months of your life receiving stipends and not improving in any way.

That was how I felt, and am sure that's how most people feel about the NYSC, but I must tell you that such notion is wrong. Right now I feel the NYSC is the best for our country, if we truly want to remain as a nation. Here are my points.

The NYSC is the best way to build the spirit of Nationalism and make us come to terms that we are Nigerians and not just Yoruba's, Igbo's and Hausa's. You are going to agree with me that if not for the NYSC most of us might not cross the borders of our state of origin. We are only going to have a faint idea of other Nigerian parts of the country, either via social media, the news, and maps. But hey, a real life experience is not a bad idea.

This morning when I was surfing the web, Facebook groups and twitter to be precise, I saw numerous PCM's talk about states they might have had no reason to visit. It was pleasant to see that Hausa young man ask about Osun, the direction and who would join him on the trip from Sokoto. I was excited to see a lady from Warri talk about her posting to Ondo. I felt refreshed and felt like, at least this people are going to have a taste of the beautiful culture of the west.

From the West many have been posted to the Northern region, even the troubled parts. I know it might send a chill down your spine and leave you shocked, but I wish you well and hope you have the best of experience there. I always heard about Borno and Adamawa for good before Boko Haram and today I had the chance to hear note good about the region.

I was talking with an entrepreneur here in Ekiti, he had never been to Ekiti state before the NYSC scheme but today has lots of assets accross the state. Not everyone is going to end like him though, but there are still loads of positives from the scheme.

I don't know of any other program that can bring Nigerians together as Nigerians. And that is just what we need to build the spirit of nationalisms

Its a time waster - I am now a strong critic of that notion. No time is wasted else you want to waste it. You can invest your time during the NYSC to develop either yourself or the community you reside in. There is a landmark in my hometown (Oye Ekiti) it was made by the members of that time, their names remain there till now and one way or the other they have contributed to that community.

¬The pay is not substantial - That is true, I agree on that and believe the government can do better on that. Though with the current economic situation only a miracle can change that for now. I won't want you as a prospective Corp Member of 2016 Batch B Stream II or another batch currently in your service year or going to receive the clarion call soon to focus on the financial gains of the NYSC. I don't want you to see it as a waste of time and wish it comes to an end soon like an horrible dream. I don't want you to be negative about the NYSC.

The intention is good and sure to be fun. Your mentality towards things matters a lot. So please stay positive and you are going to get the best out of the scheme.

The Non-academic staff unions of Nigerian universities on Thursday in Abuja suspended its 5-day warning strike.

The unions are the National Association of Academic Technologists (NAAT), Non–Academic Staff Union of Educational and Associated Institutions (NASU), and Senior Staff Association of Nigerian Universities (SSANU).

The Joint Action Committee (JAC) of the unions announced the suspension in a communiqué.
The communiqué was jointly signed by Mr. Sani Suleiman, President (NAAT), Mr. Solomon Alfa, Vice-President (SSANU), Mr. Peters Adeyemi, General Secretary (NASU).

Others are: Dr. Jamila Suara, Permanent Secretary Ministry of Education and Permanent Secretary in Labour and Employment Ministry, Mr. Clement Illoh.

The Deputy General Secretary of SSANU, Mr Festus Ajayi, read the communiqué to newsmen at the end of the meeting with the Federal Government.

“The meeting urged the members of JAC to suspend its ongoing warning strike.
“JAC agreed to suspend the strike with effect from Friday, Jan. 20.

“After due consideration by the leadership of JAC, they agreed to convey the outcome of the meeting to their respective congresses to suspend the strike”, he said.

The communiqué stated that on the issue of Earned Allowance that any arrangement by government in this regards should involve all workers and employees in the university system.

It also stated that on the judgement of the National Industrial Court (NIC) on staff schools in the universities, there was urgent need to put the university system on notice to avoid further termination of teachers’ appointment.

The communiqué noted that a committee will be inaugurated by next week to look into the issue of corruption in some of the universities.

Ajayi urged the Federal Government to ensure that they do not renege on the 2009 agreement as reaffirmed in the just concluded meeting.

Illoh, who represented the Minister of Labour and Employment, Sen. Chris Ngige, commended the unions for their understanding.

It is recall that the Joint Action Committee (JAC) of the unions had declared a five – day warning strike effective from Jan. 16.

By right it's just simple tests such as CBC -which checks levels of blood cells and Urinalysis -just to give an idea that your kidneys are quite ok.....those should be standard.

NYSC Management has requested that starting from 2016 NYSC Batch B Stream II,medical certificate will be a prerequisite for Orientation Camp Courses across the Country showing their health status before they will be registered and admitted for the Orientation course.

This development is coming after the NYSC Scheme lost three corps members in 2016 during orientation camps across the country.

As such, it is recommended you obtain a medical certificate from a Government owned or Military Hospital to avoid being scammed with a fake medical report.

Ensure the tests are carried out. Don’t pay to falsify the data or buy fake medical report. Don’t take chances with your health.
