Former president Olusegun Obasanjo and ex-military ruler, Ibrahim Babangida yesterday alongside top dignitaries were in Okuku, the hometown of former governor of Osun State, Prince Olagunsoye Oyinlola for a thanksgiving to mark his 60th birthday.

The ceremony, held at the Cathedral of St Michael Anglican Church, Okuku also witnessed the presence of top politicians across the country.

In his sermon, Rt Rev Abiodun Olaoye called on leaders in the country to show greater commitment to the development of the country.

He said it is the duty of all leaders to make the nation a better place to live in noting that Oyinlola as governor of Osun left the state better than he met it.

At the ceremony were Governor Adebayo Alao Akala of Oyo state; former governors Olusegun Agagu (Ondo), Olusegun Oni (Ekiti), Virgy Etiabba (ex-Anambra Deputy Governor), former Osun deputy governor, Erelu Olusola Obada and wife of former Ekiti State governor, Mrs Feyi Fayose.

Others are former military administrators, Navy Captain Anthony Udofia, Col. Daniel Akintonde (Rtd), Col. Ozodinobi Rtd and senior retired Military Officers including AVM Hamza Abdullah, AVM Funsho Martins, Col Emmanuel Shoda Rtd and Major Saliba Mukoro.

Service Chiefs also sent representatives with Navy Captain Oladipo Olanrewaju standing in for the Chief of Defence Staff, Chief Air Marshal, Oluseyi Petirin.

In his remarks, Prince Oyinlola thanked God and all persons God used in making him achieve self actualisation.

Traditional rulers including the Olowu of Owu Egba, the soun of Ogbomoso and the Alaran of Arandun and the Olofa of Offa both in Kwara State also graced the occasion.

Cases of wrong HIV diagnoses may be on the increase following the distribution of expired Unigold HIV test kits to some states in the country SUNDAY PUNCH findings have revealed.

Findings showed that over 200,000 test kits supplied by a company, Trinitron Biotech Limited, Sheda, Abuja had expired, but the firm went ahead to distribute them to the states to justify the multi-million naira contract.

The firm which manufactures diagnostics test devices and research in the areas of HIV and malaria had an agreement with the Federal Ministry of Health to supply HIV test kits as part of the national HIV/AIDS campaign.

The pact was for the firm to manufacture the kits in Nigeria, but this was not done as they were imported instead.

The kits were supplied a few weeks to their expiry dates, thus making them worthless as they were supposed to have a lifespan of 18 months.

Many of the kits which were supplied by the company between December 23 and 31, 2010, had January 7; January 17 and February 18, 2011 as expiry dates.

“The results from the HIV kits cannot be reliable; they will give false HIV positives and negatives. So anyone who gets tested with it would get a wrong diagnosis,” a source in the ministry said.

Our correspondent gathered that the issue of the test kit was raised by participants at the just concluded HIV Sentinel Survey meeting on January 28, 2011 at Serob Legacy Hotel, Wuyep, Abuja, but the National Coordinator, HIV/AIDS Programme, Ministry of Health, Dr. Wapada Balami, allegedly vetoed discussion on the matter.

The meeting which had about 100 participants from the ministry including two persons from each state and survey management committee members, was called to discuss the results of the 2010 HIV survey in the country.

The source explained that many Nigerians might suffer for the anomaly insisting that the use of the kits would cause serious medical and emotional problems for anyone who might be tested with them.

He explained that a similar thing happened in the past when Bundi test kits which had quality issues were procured by the ministry and distributed to states.

A man was said to have been diagnosed with HIV and placed on antiretroviral drugs for nine months in Maiduguri, Borno State before a fresh test showed that he was not HIV positive.

The incident was said to be under investigation by The Presidency.

An official of Ebonyi State Action Committee on AIDS said about three cartons of the fresh test kits had expired by January 11, and each carton contained about 1,200 kits.

He said, “The kits were brought to the office on December 23, 2010, but I was not around. I wouldn’t have received them. We have complained about the fact that the kits are expired, but the company didn’t listen to us; they should come and carry their kits, we can’t use them.”

A SACA official from Edo State said about 2,000 kits would expire on February 7 and she had asked the health personnel to stop using them as they were worthless.

“We quarrelled with them (ministry officials) at the workshop in Abuja for bringing expired HIV test kits to us, but they refused to respond to the issues raised. When they brought the kits, I told them I can’t take them because they were expired, but we were forced to sign the acknowledgement by ministry officials,” she said.

When contacted on Saturday night, Balami said he had written to the company to withdraw the expired kits from the states.

When pressed further, he stated that all enquiries be directed to TBL.

However, the TBL Project Manager, Mrs. Bidemi Salami, said the kits were what the states demanded, adding that she had an acknowledgement from the state representatives to prove it.

She stated that her company supplied over 200, 000 kits between November and December 2010, but denied that they had expired or were about expiring.

“Some of the kits have January 7; some have January 12 and February 2011 as expiring dates; they are not expired yet. We had problems clearing the kits at the ports, that was what held it up, and some other factors, including the post-market validation,” she explained.

Meanwhile, the Health Ministry Public Relations Officer, Mrs. Biola Akinola said Balami had informed her that the firm had been directed to withdraw the kits.

JUDE OWUAMANAM recounts how the anger of Jos women made soldiers to lose their nerves over the recurrent violence in the state In the months of November and December 1929, thousands of Igbo women gathered at the Colonial Native Administration centres in Calabar and Owerri to protest the taxes being imposed on them by the colonial government through the warrant chiefs. The women attacked shops and native courts owned by colonial officials. They attacked banks and government buildings and in the process, razed some of them. The angry women broke into prisons and released many of the inmates. In the frenzy, the colonial officials mobilised troops, who fired into the crowds, probably to show the rioters why it was wrong to have carried their demonstration too far. More than 50 women were said to have been killed, while another 50 were wounded. That protest became known as the ‘Aba Women’s Riots’ and it was a turning point in the history of colonial administration in Nigeria.


That scenario was re-enacted in Jos on Monday when women in their thousands trooped out to protest the killings in the city and its environs. The women were particularly angry at the soldiers, who they accused of complacency as they watched the merciless killings of children and their fathers by some gangs suspected to be marauding Fulani herdsmen. The women stormed the soldiers’ camps as some of them were said to have even abandoned their guns and fled.


This is not the first time that women have come out to protest the killings on the Plateau. In the wake of the November 28, 2008 local government election crisis and the killings that followed, thousands of women, all in black attire, had gathered at Riyom, on the outskirts of Jos to protest the incessant attacks on their villages by suspected Fulani herdsmen. They had marched through the streets of the city, blocking the major Abuja-Jos highway. Also, in the wake of the Dogo Na Hauwa killings, the women had carried their protest to Abuja, the Federal Capital Territory.


That was not all: the women rose in protest against the killings at Wareng in Riyom, Fan in Barakin Ladi and K/Vom in Jos South. In a surprising and unprecedented move, the women had swooped on soldiers deployed in the areas after accusing them of complacency and complicity in the spate of attacks in the state. The soldiers, who were apparently caught off-guard, had to use horsewhips to fight their way through the thick wall created by the surging women. In the ensuing melee, most of the soldiers, who were probably sleeping inside their tents, scampered to safety. The women ransacked the tents and scattered the soldiers’ belongings.


They also showed their anger over the K/Vom killings, when authorities of the National Veterinary Research Institute were alleged to have offered to shelter the soldiers, who were driven away from K/Vom by thousands of women, who protested the presence of soldiers in the area. They had accused the soldiers of aiding and abetting the invaders. They carried placards and chanted war songs against the military presence in the area. They queried the situation in which soldiers led a search for missing cows or escort traders to the market.


During the riot at K/Vom, even the commander was said to have been held hostage by the women and it took a reinforcement from the other sectors before he could be rescued.


But what could be described as the mother of all protests was seen on Monday when women in their thousands marched through the streets of Jos, demanding the removal of soldiers and their commanding officer. In a number not yet witnessed in the history of protests by women in modern Nigeria, the women defied the heavy presence of riot policemen and marched to the Government House at Jishe. They brandished placards with different inscriptions, but with a common message to the soldiers to stop aiding the killings in Jos.


Mr. Gyang Dareng, a Berom elder, who commented on the development, said that it was a bad omen for women to lead any protest, especially when they do so bare-chested. He said, “The riot against soldiers is a bad thing for the military. When it comes to the stage that women ask soldiers to leave the streets of Jos, then you know that things have really gone so bad. Remember that the Aba Women’s Riot of 1929 led to some drastic changes in the policy of the colonial government. In Berom land, women have been used to remove high-ranking traditional rulers.”


A Jos-based psychologist said that the protest by the women signified a loss of confidence in the military institution. He expressed dismay that if the Nigerian military could excel in operations outside the shores of the country, they had no reason to fail at home.


The university teacher said, “What the military is reaping now is the fruit of its long incursion into politics. Because of the prolonged military rule, the soldiers have not been able to distinguish between their roles in peace times and their functions in times of war.” He added that the image of the military had been further dented by the attitude of its men, especially in Jos.


“The army has always seen itself as ‘the pride of the nation,’ and so, one can begin to imagine what becomes of that image when a soldier begins to see himself as not being a member of the Nigerian Army, but a Hausa or Fulani or Igbo soldier or a Christian or Muslim soldier,” he added.


The chairman of Barakin Ladi Local Government, Dr. Fom Dakwak, said that the action of the women was a spontaneous reaction to the attitude of the soldiers in Jos.


“Can you imagine a situation where soldiers would stay aloof while citizens they are paid to protect are massacred in their numbers? How can a soldier lead a search for missing cows? Is that the job of a soldier? Or how can a soldier escort a trader to the market? These are not the functions of a soldier. The soldiers in Jos showed open bias in their operations and that was why the women responded,” the chairman said.


The University of Jos branch chairman of the Academic Staff of Union of Universities, Mr. Timothy Namo, while commenting on the calls for the withdrawal of the soldiers, said, “Over the years, military personnel have been deployed to quell riots. Increasingly, however, their effectiveness and partisanship are becoming obvious and this has resulted in loss of public confidence in the Nigerian Army as the hostility towards members of the Special Task Force and calls for their dissolution and redeployment mount.”


Namo said that the government seemed to have failed to recognise that violent conflicts caused by political, economic and sociocultural grievances could not be solved by reliance on military repression without attending to the root causes of the crisis. He asked the government to take a second look at the use of the military for such internal peace operations as “the recurrence of conflicts in Jos after the imposition of a state of emergency in 2004 attests to the need to take far more appropriate and effective measures towards the resolution of the grievances.”


The Plateau State Commissioner for Information, Mr. Gregory Yenlong said that the soldiers got themselves where they were. He said, “The action of Vwang women was a direct response to the activities of the soldiers in Jos. If not, why would the women be so bold to the extent of burning the tents of soldiers? These are not good times for the image of the military and it will take a long time to repair it.”


But the man at the centre of the storm, Brig.-Gen. Hassan Umaru, denied ever being held hostage by women. Umaru said that soldiers found culpable would be dealt with. “The five soldiers, who were at Wareng when that attack took place have been arrested and will be made to face the full wrath of the law if at the end of the day, they are found to have in any way aided or abetted the attack,” Umaru said.

Force has arrested two teenagers with $9,734,225 and €664,100 at the Murtala Muhammed Airport, Lagos.


The 18-year-old teenagers, identified as Abdul Bashir and Rabiu Bashir, said to be brothers, were arrested at the old domestic wing of the Murtala Muhammed Airport at about 6.30 pm on Thursday, shortly after arriving with the huge sum of money aboard an Arik Air flight from Kano.


According to security and airline sources, the money was packed in four travelling bags, which the suspects checked in as hand luggage.


A security source said the police worked on a tip-off by an airline ground employee. Unconfirmed reports said the two young men did not declare the content of the bag before they boarded the plane in Kano.


It was learnt that the suspects, who claimed they were operators of a Bureau de Change outlet, were given the money by their customers.


A police source quoted the suspects as saying that they were in Lagos to sell the foreign currencies because the exchange rates were usually higher in Lagos.


The case had been handed over to the Commissioner of Police, Criminal Investigation Department of the Nigerian Police Force, Abuja for further investigation, according to a police source.


The Commissioner of Police, Airport Command, Mr. Moses Onireti, told SATURDAY PUNCH that he was in a meeting when a call was put through his telephone line for reaction.


When our correspondent called the police commissioner around 8.20 pm for the second time on the incident, he said, “call back.”


In 2010, an official in one of the commercial banks claimed she lost an undisclosed amount in foreign currency between Lagos and Abuja, which she said she checked in on an Arik flight.

Members of the Nigerian public were on Friday alerted to the sharp practices of fraudsters, who send false e-mails and text messages of people winning the Diversity Visa Lottery to the US in recent times.


This was made known at a news conference at the United States Information Service in Lagos by the vice-consul of the US Consulate General, Charity Boyette.


Boyette said, ‘‘Over the past two weeks, I have received several e-mails from fraudsters supposedly based in the United Kingdom congratulating false winners of the US DV lottery.”


Each year, many Nigerians are issued immigrant visas through the US visa lottery programme, which entitles them to apply for entry visas, which when once admitted, gives them permanent residency.”


Disclaiming ownership of the e-mail messages, Boyette said, “Once a person wins a DV visa lottery to the US, it is up to that person to sort out employment and accommodation issues in the US. Winners of the lottery are no longer notified by letter.”


Explaining that DV lottery winners were usually notified through the DV lottery web site, Boyette said, “Interested applicants should enter their name and scan their photograph on the web site. Winners of the DV 2012 lottery will also be notified through the same web site in May.


“Just go to our website and enter your confirmation number. If you have won the lottery, you will receive information as to how to proceed. We no longer send out any letter to individuals’ addresses,” she said.


She that victims were being asked to pay fees through the Western Union. “Please you do not need to send the money to the UK as the scam e-mail says to process your application. That is untrue; you can only pay for the DV lottery at the time of interview inside the consulate to the consulate cashier,” she said.

New mosquito type raises concern

It is a subgroup of Anopheles gambiae, the insect species responsible for most of the malaria transmission in Africa.

Researchers tell Science magazine that this new mosquito appears to be very susceptible to the parasite that causes the disease - which raises concern.

The type may have evaded classification until now because it rests away from human dwellings where most scientific collections tend to be made.

Dr Michelle Riehle, from the Pasteur Institute in Paris, France, and colleagues made their discovery in Burkina Faso, where they gathered mosquitoes from ponds and puddles near villages over a period of four years.

When they examined these insects in the lab, they found many to be genetically distinct from any A. gambiae insects previously recorded.

The team grew generations of the unique subtype in the lab to assess their susceptibility to the malaria parasite and this revealed them to be especially vulnerable, more so than indoor-resting insect types.

But Pasteur team-member Dr Ken Vernick cautioned that these mosquitoes' significance for malaria transmission had yet to be established.

"We are in a zone where we need to do some footwork in the field to identify a means to capture the wild adults of the outdoor-resting sub-group," he told BBC News.


"Then we can test them and measure their level of infection with malaria, and then we can put a number on how much - if any - of the actual malaria transmission this outdoor-resting subgroup is responsible for."

The researchers report in Science magazine that the new subgroup could be quite a recent development in mosquito evolution and urge further investigation to understand better the consequences for malaria control.

They also emphasise the need for more diverse collection strategies. The subtype is likely to have been missed, they say, because of the widespread practice of collecting mosquitoes for study inside houses. In one sense this has made sense - after biting, mosquitoes need to rest up and if they do this inside dwellings, the confined area will make them an easier target for trapping. However, the method is also likely to introduce a bias into the populations under study.

Commenting on the study, Dr Gareth Lycett, a malaria researcher from the Liverpool School of Tropical Medicine in the UK, said it was an interesting advance that might have important implications for tackling malaria.


Larvae are collected from pools of water for study
"To control malaria in an area you need to know what mosquitoes are passing on the disease in that district, and to do that you need sampling methods that record all significant disease vectors," he told BBC News.

"You need to determine what they feed on, when and where, and whether they are infectious. And where non-house-resting mosquitoes are contributing to disease transmission, devise effective control methods that will complement bed-net usage and house spraying.

"A recent 12m-euro multinational project (AvecNET), funded by the European Union, and led by the Liverpool School of Tropical Medicine has the specific aims of doing just this."

According to the World Health Organization (WHO), there are more than 200 million cases of malaria worldwide each year, resulting in hundreds of thousands of deaths, most of them in Africa.

Malaria is caused by Plasmodium parasites. The parasites are spread to people through the bites of infected female Anopheles mosquitoes.

Desperate politicians who want to take over power from him by all means, and not Boko Haram elements, were responsible for last Friday’s brutal killing of the ANPP governorship candidate in Borno State Alhaji Modu Fannami Gubio, Governor Ali Modu Sheriff said in Maiduguri on Monday night. The governor’s younger brother Alhaji Goni Mustapha Sheriff, two Mobile policemen and three others were also killed on that day. Sheriff also condemned calls for the imposition of emergency rule in Borno State, saying his government and relevant security agencies will handle the issue of insecurity which has become a nightmare in the state.


The governor, who spoke to reporters late in the night on Monday, exonerated the members of the outlawed Boko Haram sect of the recent killings, saying that it was crafted by “few politicians who want power by all means.”

“I believe that what happened was not carried out by the Boko Haram members. First it was the deputy zonal chairman of the ANPP, Awana Ali Ngala that was killed. Incidentally, he was my cousin. And then last Friday, they attacked our gubernatorial candidate and my younger brother alongside five other innocent souls. We all know the patterns of the Boko Haram people who will just rush out, shoot in the air and run into hiding,” Sheriff said.

He added, “But all those that died on Friday were shot right in the head, and only specially trained persons can do that.”

He also said, “I am not surprised that some politicians have launched campaign of calumny in the media suggesting that a state of emergency be imposed in Borno state. We know from where they are coming from; they are behind it all these while. As soon as they achieved what they planned on Friday, they rushed to the media calling for a state of emergency. This alone is a clear testimony that people are desperate and they want to get power at all costs. But we will not allow this to happen again, we will surely get them in no time.”

According to Sheriff, “I have gotten all the assurances from the vice president whom I have spoken with one on one as well as the inspector general of police. They have given me all their words and approval to deploy more units of mobile police and additional troops of soldiers to boost the security network in Borno state.

“We will, by the grace of God protect all citizens and residents of Borno and by the grace of God all the perpetrators will be brought to book; and this state will be secure and protected more than ever before, Insha Allah.”

THE Attorney General of the Federation, Mr. Mohammed Bello Adoke (SAN), yesterday took over the prosecution of the Minister of State for Health, Mallam Suleiman Bello, and four other Independent National Electoral Commission (INEC) officials. They were charged to a Yola High Court yesterday over their alleged collection of a N11.8 million bribery from Governor Murtala Nyako, during the 2007 general elections.

When the case was mentioned, the prosecuting counsel to the Independent Corrupt Practices and other related offences Commission (ICPC), Bolaji Ayorinde (SAN), told the court that Bello committed the offence in 2007 when he was the Resident Electoral Commissioner in Adamawa State.

He said that the action of Bello and his staff was a gross abuse of the constitution and that he used his office to criminally enrich himself.

Ayorinde told the court that the bribe collected by Bello might have influenced the results of the governorship election, which was nullified by the election petitions tribunal and Jos appeal court in February 2008.

The Deputy Director, Public Prosecution, Federal Ministry of Justice, Akintewe Akin, told the court that Adoke had taken over the case, based on the constitutional powers conferred on him by section 174 paragraph B, of the 1999 Constitution.

He pointed out that sub-section 2 of the section empowered the AGF to exercise powers without any interference from any body.
Ayorinde told the court that the constitution was supreme, pointing out that the AGF had the constitutional powers to exercise such powers.
The presiding judge, Justice Bamare Bansi, who is the chief judge of the state granted the request of the AGF and adjourned the case to April 21, 2011 for further hearing.

The product of some 60 experts in political science, policy studies, law and international relations, the new report represents the most comprehensive scientific assessment to date of international forest governance. The detailed results of the work of the expert panel, which was constituted under theCollaborative Partnership on Forests and coordinated by IUFRO, will be presented next week to the Ninth Session of the United Nations Forum on Forests (UNFF) as part of the launch of the International Year of Forests.

Rayner and others on the IUFRO panel argue in an accompanying policy brief that the report’s findings suggest the need for a dramatic shift away from “top-down” efforts to protect forests. Instead, they say, most international initiatives, including the recent global pact under discussion, known as Reducing Emissions from Deforestation and forest Degradation (REDD), should focus more on supporting regional and national efforts to impact the forces that are putting the forests at risk

Mukhtari Ibrahim Aminu, the man arrested and arraigned before a Magistrate Court in Dutse for allegedly insulting Governor Sule Lamido of Jigawa State on Facebook has been remanded in prison till February, 7, 2011.
The accused person was arrested by the police 10 days ago for allegedly sending an abusive text message against Governor Sule Lamido through his face book page.

In his ruling, the presiding judge, Magistrate Mustapha Saád fixed February 7 for ruling on the bail application filed before the court by the counsel to the accused person, Barrister Adamu Abubakar.  When the case came up yesterday at Dutse Magistrate Court II, the accused person pleaded not guilty after the prosecution counsel, SP Peter Amedi read the First Information Report (FIR) to him and the judge asked him whether he committed the offence or not.

The prosecution counsel, SP Peter Amedi, told the court that the accused person had on February 19, 2011 posted an abusive text message insulting Governor Sule Lamido on his facebook page, hence, defamed the character of the governor. SP Amedi told the court that the accused person’s action contravened section 393 of the penal code, therefore leading to his arrest by the police and now arraigned before the court of law for prosecution.

In another development, the state Commissioner for Justice Barrister Tijjani Inuwa Dutse has applied to take over the case from the police. Standing before the court for the Attorney General, Barrister Muhammad Lamin told the court that the Justice Commissioner was empowered by section 211 of the Nigerian Constitution to take over any case from anybody and or stop it entirely.

A very authoritative source within the party had earlier confided in the Nigeria Politics Online this morning that Bakare would be announced after the submission of the form this afternoon.
Spokesman of Buhari, Mr. Yinka Odumakin, had told journalists in Lagos at the weekend that the running mate would be unveiled today (Monday).

He had declined to name the chosen candidate preferring to say that the candidate would be a South-Westerner and a Christian.
But the source, who revealed the decision of the party this morning said, “The vice presidential candidate is Pastor Tunde Bakare. We are going to announce him this afternoon.”
When our correspondent called Odumakin to confirm, he asked for patience saying the choice of the party would be made known at a formal announcement ceremony this afternoon.
“Please, we are going to make the announcement formally after all the talks have been concluded this afternoon. But for now, I cannot tell you who the candidate is. Just wait; it’s a matter of time,” Odumakin stated.
