More pictures, took the pictures while I was driving. The only reprieve is that the flood receedes into the adjourning streets but it. Aint palatable for residents of those streets. Miffed by recurring industrial actions in the health sector, the Federal Government may be considering the options of either proscribing the Nigerian Medical Association (NMA) and the Joint Health Sector Unions (JOHESU) or privatizing all public health institutions.
 
A senior government official, Wednesday, in Abuja told The Nigerian Times that President Goodluck Jonathan is presently being advised on what to do in the situation, as the Federal Government is caught in the middle of the inter-union rivalry between the NMA and JOHESU that leaves many Nigerians without health care as often as they go on strike.
 
The NMA embarked on an indefinite strike action since July 1st, demanding among 24 things the payment of N13 billion wage demands for 2014, reserving the position of Chief Medical director to only medical doctors, appointment of Surgeon General of the Federation, passage of National Health Bill, providing security for doctors, increase in duty hazard and specialist allowances, as well as budget for residency training programme, reintegration of its members into the IPPIS platform, and reserving the title of consultants to only medical doctors.
 
The government officer revealed to The Nigerian Times that while government is negotiating with the medical doctors to return to work immediately and agreeing on many of the terms, JOHESU has written to the Ministry of Health of its plan to embark on another strike action in the event that government concedes to the demands of the doctors.

He said: “We cannot continue like this. NMA today, JOHESU tomorrow, and it has become a cat and mouse game. No responsible government will allow its employees hold it to ransom especially in a peculiar case like this.
 
“In the event that the Federal Government tows this course of action, the military will be deployed to guard the medical institutions with military and para-military medical professionals rendering services in the mean time.
 
“Then the ‘no work no pay’ principle will be enforced, doctors who are interested will be protected to resume duties while new ones will be employed to take their place.”
 
In a related development, Chairman House of Representatives Committee on Health Ndudi Elumelu, who also is a medical doctor, has given a hint that his Committee will be recommending the privatization of medical centres and hospitals maintained by government.
 
He made this disclosure at the third reconciliatory meeting between the NMA, Health Ministry and the Finance Ministry his committee convened on July 22.
 
Elumelu called for alternative ways of funding the country’s health sector which according to him has been paralysed by incessant strikes.
 
Also, the National Association of Nigerian Nurses and Midwives (NANNM) has described the ongoing nationwide strike by the NMA as selfish, unethical and illegal, alleging that the strike was a well calculated and orchestrated plan by the doctors to divert patients to their private clinics to milk them of their hard earned resources.
 
In a statement by the Secretary General of NANNM, Yusuf Badmus, on Sunday in Abuja, the union advised the Federal Government to “stop all government employed doctors from establishing private clinics while still in government employment, for the benefit of the citizens of this nation.”
 
“They should be called to order because their incessant strike is a gimmick to further divert innocent patients to their private clinics, where they (the doctors) stand to benefit. “The government should have a rethink on the undue attention they give them and do what is right. “The government should revert to the era when administrators administered the hospitals/health facilities while health professionals, including doctors do their professional duties that they are being paid for. “The difference should be entry/exit points and professional/peculiar allowances of the different cadres of workers. “This will go a long way towards checking and preventing unhealthy rivalry and end the incessant strike action, which leaves the innocent patient to suffer,” Badmus stated.
 
In an interview granted by the NMA President, Kayode Obembe, he said everybody should know that medical doctors in Nigeria are also human beings with blood, bones and flesh and as a result, they actually feel bad that the association should degenerate to such a condition.
 
According to Obembe, the doctors do not want to take the lives of the Nigerian citizens for a ride and as a result of that efforts are being made to make sure that hospital services are restored.
 
He said: “One thing I want to make clear is that we were also pushed to the wall before we had to go to this length. And some of the things we are talking about now, we have been discussing for years, and they are coming up again. I want to emphasise this: as far as this strike is concerned, the earlier the government listens to us and we restore services, the better for all of us.
 
“What I can say is that some of the demands we are making will actually forestall any (possible) industrial action in the future, if the government goes by our plan. Most of the demands that we are making are based on the question of relativity.
 
“Relativity actually implies that if you make any adjustment in the salary of any member of the health sector, doctors are not going on strike to make their own demands again. They should just use it (the relativity formula) to calculate that of a doctor. This is also what is happening overseas. In the United Kingdom, the salaries and remunerations of doctors are automatically adjusted, if there is inflation.
 
“Consequently, the demands we are making, if government approves, is that there will no longer be industrial action on the basis of remuneration. But then, that is if government keeps its own side of the bargain.
 
“In the same vein, most of the things we are asking for are things that have, in fact, existed before. Accordingly, if they restore to status quo what has always existed in teaching hospitals, we have no contention with going back to work. For example, teaching hospitals have always been known to have consultants. If government restores what has been happening before, we can’t go on strike on that. In view of all this, I can say that if government keeps its own side of the bargain, there will be no strike in the foreseeable future. But here is the proviso: they must keep their own side of the bargain.”
 
Concerning the rivalry between medical doctors and other health workers Obembe said: “We are not fighting over superiority. And nobody is contending over our superiority. That’s not the language. We’ve always expressed this to the public: all the issues of superiority, leadership and harmony, in fact, don’t exist.
 
“It is some people fabricating that. All we have in the health sector are people who have been trained to do certain jobs. For example, as a medical doctor, one can receive training as a gynaecologist, obstetrician, radiologist and others. I cannot go and do the work of a nurse, or a medical laboratory scientist.
 
“It is not a question of superiority. It is not a question of one being bigger than the other. Therefore, everybody needs to work according to his profession and according to what he’s been trained for. We’re not attaching any priority or superiority and nobody is challenging us about our superiority – our leadership. There is nobody we’re referring to as being inferior; there’s no inferiority complex we’re ascribing to anybody.
 
“The structure of the health sector can simply be illustrated as having doctors and non-doctors; or you can say medical and non-medical workers. You can also refer to the non-medical personnel as allied health workers.
 
“Occasionally, the non-medical professionals are referred to as paramedics or allied medical workers or allied health professionals. That’s basically the structure; that’s how the hospital operates.
 
“The medical personnel are those made up of doctors and are trained according to the medical school curriculum; they can become consultants on that line. The non-medical workforce, which include the nurses, pharmacists, medical laboratory scientists, and others who are working in the hospital, are all in the allied professions. That’s the simple way of explaining the structure to outsiders.”

No good road, no job for youths , high crime rate, harassment of traders and motorists by thugs, teachers on strike, and you call that better performance? Btw, i like the fact that Oshiomole later apologized to the 'go n die' woman and even compensated her with employment and cash, thanks to the intervention of the PDP.

The Registrar of the University of Ilorin, Mr Emmanuel Obafemi, has said that the institution would, from January 2014, be fully digitalised.

Speaking with the News Agency of Nigeria (NAN) on Sunday in Ilorin, Obafemi said that the development would make it possible for lecturers to be able to send assignments to their students via the Internet.

“As from Jan. 2014, University of Ilorin lecturers would be able to send assignments to their students through the Internet from the comfort of their homes,’’ adding that students would also be able to respond respond via the same channel.

He said that the school had ordered for 25,000 pieces of mini iPads from the U.S. for the students, to enable the lecturers to send assignments to them from home.
He noted that the iPads were already fully loaded with the students’ courses and each student would get one as they resume in January.

Obafemi confirmed that because the iPad was produced in large quantity, the university had subsidised its price, noting that the whole school had already been connected to the Internet.
He expressed the readiness of the institution’s administration to make the university one of the best in Nigeria and Africa.



Obafemi noted that the school would continue to encourage programmes and policies that promote global best practices in the education system.
The registrar gave an assurance that the institution would sustain the legacy of the past Vice Chancellor, Prof. Ishaq Oloyede.

“If you come here in another five months, you will see a positively different Unilorin and well managed institution,’’ Obafemi said.
He commended the management of the institution and expressed delight in the fact that the university had not gone on strike in 13 years. (NAN)

The Economic and Financial Crimes Commission, EFCC, has uncovered how Steve Oronsaye, a former Head of Service, and other top directors of the Nigerian civil service colluded to allegedly defraud the nation of about N6.2 billion pension fund.

The fund, allegedly stolen through a maze of bogus contracts, was meant for biometric enrollment and payment for computer accessories that were never supplied, PREMIUM TIMES has learnt.
Mr. Oronsaye, 63, was appointed the Head of the Nigerian Civil Service in 2009.
According to a reliable source in the EFCC, between 2009 and 2010, almost N6 billion in fake contracts were awarded and paid for under Mr. Oronsaye’s supervision.

A few weeks ago, Mr. Oronsaye was invited by the anti-graft commission to answer questions relating to the multi billion naira pension fund.
Mr. Oronsaye wouldn’t comment for this story. When PREMIUM TIMES contacted him on Sunday, the former head of service said he was in a meeting.
He did not honour our request for him to return our call after his meeting. He also did not respond to a text message sent to him.

The fraud

According to the EFCC, Innovative Solutions and Project Limited, a company allegedly handpicked by Mr. Oronsaye, received a contract of N63 million for biometric data capture. The contract, however, served as a conduit through which three individuals and five companies got N705,368,245.
Other companies which had no contract to participate in the biometric data capture exercise but were paid include Frederick Hamilton Global Limited, who received N119,398,500; Xangee Technologies got N153,146,719; Fatidek Venture received N30,056,000; while Obanlado Enterprises was paid N96,765,400.00.

During its investigations, the EFCC uncovered how Phina Chidi, a deputy director in the Pension Account at the Office of the Head of Civil Service of the Federation, OHCSF, who had given a written statement to the commission in January, 2011, disclosed to the agency how she was made to shop for companies that would execute contracts and make returns to Mr. Oronsaye.
“I was asked by Dr. Shuaibu (Teildi Shuaibu, director, Pension Account) to shop for company names to execute our contracts, proceeds of which should be given to Mr. Stephen Oronsaye  the then Head of Service,”

Mrs. Chidi said in her latest statement.
Mrs. Chidi also detailed how the proceeds of such deals were kept in the accounts of two banks before Mr. Shuaibu helped to transfer them to Mr. Oronsaye.
Individuals who benefitted from the string of payments, allegedly made on the eve of Mr. Oronsaye’s retirement as Head of Service, include Kate Chinwe Obiekwe, Ibrahim Abdulkarim and Mohammed Abdullahi Ahmed who were paid N56,612,585.00, N80,108,640.00 and N23,760.00 respectively.

The trio, who are officials of the OHCSF pension, received the “collective allowance”–allowances paid out to an officer of the OHCSF for distribution to other staff who are supposedly meant to be on a trip, contrary to Federal Government directives on e-payment.
Others who also benefitted from the payments include Innovative Solutions and Project Limited and Vivians Ebony Nigeria Enterprise.
The former is said to have a N63 million worth of contract with the Office of the Head of Service but its emergence as the preferred contractor is in breach of the procurement process since the contact for the biometric exercise was not advertised.



Also, a Certificate of no-objection was not obtained by the office of the Head of Service from the Bureau of Public Procurement, BPP, although Mr. Oronsaye allegedly indicated in his statement before the EFCC that he made an informal request to the BPP about the process involved.
Apart from breaching the procurement process, the contract awarded to Innovative Solutions and Project Limited was also fraught with a series of irregular and inflated payments made to the company, according to the EFCC.

Robert Ikhaziboh, the Chief Executive of the company, admitted to EFCC investigators that he was instructed by one Osarenkhoe Afe, an IT consultant and nominee of Mr. Oronsaye as member of the Pension Reform Committee, to work with two companies–Upstrach Communication and Federick Hamilton Global Limited–with specific instructions on the amount to pay the companies whenever he received payment.

When questioned by the EFCC, Mr. Afe stated that Frederick Hamilton was paid N289.05 million for its contract, out of which he got N35 million and Mr. Oronsaye received N250 million through third parties. Mr. Afe stated that he was willing to make a refund.
Under questioning by the EFCC on December 7, PREMIUM TIMES learnt, Mr. Oronsaye claimed ignorance of some of the companies that had received bogus payments and had been traced back to him.

Mr. Oronsaye also claimed ignorance of Xangee Technologies, Fatidek Ventures and Obalano Enterprises and said he never approved any payment to them.
However, when provided with evidence of payment to these companies, Mr. Oronsaye became silent, sources at the commission said.

Sincere 9gerian: Why not provide a credible link to the story and clear all doubts? I have done my search without success. Even the worst of them all, Sahara Reporters, which has been searching the whole world with their electronic microscope, looking for things to ridicule the president with, have no such report. And if there was any credible link, why wasn't it provided on the thread in question? Did the super-mods see the credible link before shipping the thread to the front page?

Whether the ASUU president was invited and failed to show up or the ASUU president deliberately made himself unavailable are one and the same. If he had any important thing to say or clarification to make, why didn't he call in through Channelstv hotline while the programme was still on?

Update: I sent some people to mission road where it went down to gather information about her and funny enough some other people are looking for her as well and all of a sudden people don't want to talk.
