California is the 4th largest economy in the world and richer than all the countries in Africa combined. Yet the governor, Gavin Newsom uses a convoy of just 2 cars and uses no siren! Impact is not noise and it is not loud. The economic decisions California makes affects the whole world that's why the presidents of China and France take special care to have positive relationship with whoever the governor of California is.

Even sex has its limit. There is no guarantee that sex happens in all cases. Worse still, there is no guarantee that all sex result in birth. Worst still, there is no guarantee that all forms of genes are present in all births. Consider the case of Madam VP of the US. She has caucasian, African and Indian ancestry. Meanwhile, the Caucasian traits are totally lost in her. the Indian traits are less pronounced while the African is dominant. She identified as Indian for a long time and then added Afro to her identity. Never did she identify as Caucasian. If she did, no one would believe her. My point is, genetic traits, fizzle out over time as they get more and more diluted. It's a scientific fact. So if you believe that an African who had a Mongolian ancestor 16 generations back will still retain some of the traits, especially when the genes are not dominant, you simply do not understand genetics.
Most importantly, there is no evidence Mongols and Africans ever mixed. So your theory is simplydead. It is at best a conjecture not based on any cogent fact.
