Vice President Yemi Osinbajo has finally broken his silence on the controversy currently trailing the removal of subsidy from fuel.

Nigerians have been lamenting following the announcement of the deregulation of the oil sector, which jerked the price of the product from N86 to N145 per litre.

Reacting to the development, the Vice President stated that the best thing that could happen to the nation was the bold step taken by the President to remove subsidy from the product.

In a statement issued on Friday, Osinbajo explained why the presidency decided to take the ‘harsh’ decision, which would eventually benefit Nigerians.

His statement reads in full:

“I have read the various observations about the fuel pricing regime and the attendant issues generated. All certainly have strong points.

“The most important issue of course is how to shield the poor from the worst effects of the policy. I will hopefully address that in another note.

“Permit me an explanation of the policy. First, the real issue is not a removal of subsidy. At $40 a barrel there isn’t much of a subsidy to remove.

“In any event, the President is probably one of the most convinced pro-subsidy advocates.

“What happened is as follows: our local consumption of fuel is almost entirely imported. The NNPC exchanges crude from its joint venture share to provide about 50% of local fuel consumption. The remaining 50% is imported by major and independent marketers.

“These marketers up until three months ago sourced their foreign exchange from the Central Bank of Nigeria at the official rate. However, since late last year, independent marketers have brought in little or no fuel because they have been unable to get foreign exchange from the CBN.

“The CBN simply did not have enough. (In April, oil earnings dipped to $550 million. The amount required for fuel importation alone is about $225million!).

“Meanwhile, NNPC tried to cover the 50% shortfall by dedicating more export crude for domestic consumption. Besides the short term depletion of the Federation Account, which is where the FG and States are paid from, and further cash-call debts pilling up, NNPC also lacked the capacity to distribute 100% of local consumption around the country. Previously, they were responsible for only about 50%. (Partly the reason for the lingering scarcity).

“We realised that we were left with only one option. This was to allow independent marketers and any Nigerian entity to source their own foreign exchange and import fuel. We expect that foreign exchange will be sourced at an average of about N285 to the dollar, (current interbank rate). They would then be restricted to selling at a price between N135 and N145 per litre.

“We expect that with competition, more private refineries, and NNPC refineries working at full capacity, prices will drop considerably. Our target is that by Q4 2018 we should be producing 70% of our fuel needs locally. At the moment even if all the refineries are working optimally they will produce just about 40% of our domestic fuel needs.

“You will notice that I have not mentioned other details of the PPRA cost template. I wanted to focus on the cost component largely responsible for the substantial rise, namely foreign exchange. This is therefore not a subsidy removal issue but a foreign exchange problem, in the face of dwindling earnings.”

The TraderMoni scheme which the Federal Government embarked on weeks ago, has been enmeshed in Fraud allegations and illegal deductions. 

While it is alleged that the TraderMoni scheme is a collateral-free loan targeted at petty traders and artisans, it has been enmeshed in Fraud allegations, illegal deductions. The scheme is cordinated by the Bank of Industry and the Government Enterprise and Empowerment Programme, a unit in the Office of the Vice President, have six months to repay the loan with flexible options of N85 daily or N430 weekly.

Beneficiaries who receive an initial loan of N10,000, will qualify to obtain further loans of N15,000, N20,000 and N50,000, if they don’t default in repaying the facility.

However Punch gathered that a graduate of Food Science from the Ladoke Akintola University of Technology, Ogbomoso, Daramola who ventured into petty trading, after quitting his previous job, had his hope crashed after he only got the sum of N8,000 – N2,000 less than the amount promised by the Federal Government. 

The petty trader who expressed worries over how he would still be expected to repay N10,000, according to the requirements of the scheme, wrote via his Twitter handle @DaramolaMike22; 

“So I received the #TraderMoni by #FG today, but to my surprise, the officials gave out N8,000 instead of N10,000 which means they deducted N2,000 each from everyone who got the money. How do we make Nigeria work with such acts? @DrJoeAbah, @ProfOsinbajo, @segalink, @feladurotoye.”



It was gathered that he is not the only victim of the deduction. Agents who came to the market to disburse the loan to beneficiaries, initially collected N2,000 cash from each beneficiary before transferring N10,000 to their bank accounts. But later, they stopped collecting N2,000 cash from beneficiaries and transferred just the sum of N8,000 to them.

Cash transfers were made through the Eyowo app, which enables users to send or receive money and make other transactions with their phone number, with or without a bank account. Speaking to Punch correspodent, Daramola said; 

“What happened was that their agents came to the market to sensitise traders about the scheme. That was how I got to know about it. Actually, I know the initial loan of N10,000 cannot do much for my business, but my target was to be able to repay the loan on schedule so as to qualify for the larger loans, which will help me to grow my business.

“The agents took our names and phone numbers and told us that we would get a message from them if we were successful.

“After about two months, I got a message that I had qualified to receive the loan. Many other traders in the market (Sabo market, Ikorodu) also got the same message.

“When the agents came to pay us the money, they asked us to show the message they sent to us before we could receive the money.

“We already knew it was N10,000 because that was what they told us when they came to sensitise us about the TraderMoni scheme and we had also heard in the news that that was the amount the government was giving out as loan to petty traders, so we were expecting N10,000.

“Initially, when the agents want to pay people, before they transfer N10,000 to anybody, they will first collect N2,000 cash from the beneficiary. They were collecting N2,000 cash before transferring N10,000, which means what they were giving out to beneficiaries in the market was N8,000.

“But after doing that for the first two days they came to disburse the loans, they stopped collecting N2,000 cash and instead just transferred N8,000 to the beneficiaries.”

Several other traders in Sabo market corroborated Daramola’s account, and further stated that no explanation was given for the deduction of N2,000 from the loan; meanwhile, they are still expected to repay N10,000.

Further checks by our correspondent revealed that similar deductions were recorded among beneficiaries in some other markets in Lagos, particularly in the Mushin and Oyingbo areas. In both areas, it was alleged that some traders who were ‘sponsored’ or ‘brought into the scheme’ by the market leaders received even less than N8,000, in cash from the said market leaders, who reportedly received the loans from the agents on behalf of the beneficiaries.

Efforts to track down the said agents, who disbursed N8,000 instead of N10,000 to beneficiaries at Sabo market and other areas, were not successful. The traders who were affected by the development told our correspondent that they didn’t have the contacts of the concerned agents.

The idea of using results from one state to increase the votes of another candidate or party will be eliminated as all votes will be transmitted simultaneously..

Refusal to sign means someone is afraid and wants to make use of these loopholes

Moreso, the electoral bill is applicable to all political parties.. The president ought to have consulted other political parties to get their inputs before rescinding..

This was same process GEJ did before signing the bill into an act ...

As it is now, pmb is having no inputs in strengthening the institution of the electoral process..

The Presidency on Thursday said President Muhammadu Buhari did not sign the Electoral Amendment Bill because doing so might cause confusion and lead to anarchy.

The Senior Special Assistant to the President on National Assembly Matters (Senate), Ita Enang, said this on Thursday during an interview on Channels Television Breakfast programme, Sunrise Daily.

He also disclosed that the President did not consult the other 91 political parties before refusing to sign the electoral bill because he needed to act in the best interest of the nation.

“Now, let me get to the other issue that Mr President alluded to, in not assenting to the bill. It is getting too close to election time and it will be dangerous to bring in a new electoral law at this time when the process of election has commenced from August, September, October this year. If you come to conclusion under a new law. It will cause confusion and may lead to anarchy.

“I think that what the President is to do is to take the best of discretion and from his vantage point as President of the country, to look at international best practices,” he said.

Various political parties and public interest groups have criticised the President for refusing to sign the bill.

Lawmakers of the All Progressives Congress (APC) in the House of Representatives, yesterday, vowed to block any move to override President Muhammadu Buhari’s veto of the Electoral Act (Amendment) bill.

On the other hand, PDP lawmakers will today decide whether or not to go ahead with the process of overriding President Buhari’s veto a member of the caucus told Daily Trust.

Briefing newsmen at the National Assembly in Abuja, the APC caucus leader, Femi Gbajabiamila, insisted that the “APC lawmakers have more than the two-third number to stop any veto.”

According to him, President Buhari declined his assent to the bill because of its imperfection and inherent potentialities to disenfranchise millions of eligible Nigerian voters.

He said the bill’s insistence on the exclusive use of card readers for accreditation had “foreclosed all forms of manual accreditation should the electronic method fail.”

“Let me say very quickly that many people don’t understand the implication of signing an imperfect document. What the National Assembly should do is to perfect the document and send it back, then the President (Buhari) will sign it,” he said.

The House Leader said no law mandated the president to disclose his reasons for rejecting a bill, adding that by vetoing the bill, the president had sought to protect Nigerians.

“The constitution is very clear; it does not require the president to give a reason for veto. All he has to do is to say ‘I am not signing’. However, what the president has done is to protect all Nigerians. He wants all votes to count in 2019.

“We have seen instances where the card readers have failed. What Mr President has done is to protect everybody in Nigeria. That means, you can do your electronic accreditation, but also give room for the manual alternative where card reader fails,” Gbajabiamila submitted.

The House required the votes of at least two-thirds of its 360 members to override the president’s veto.

Some PDP lawmakers in the House, led by Ali Madaki (PDP, Kano) attempted to initiate debate on the president’s letter informing the House of the veto.

In his letter to the National Assembly, President Buhari had pointed out certain sections of the bill that needed clarification to avoid “creating legislative uncertainty” ahead of the forthcoming 2019 general elections.

Both chambers of the National Assembly including the Senate and House of Reps have only four days to sit at plenary and override the president before they proceed on their Christmas break next Thursday, December 20.

The long awaited dream of having a single currency among the 15 member states of ECOWAS (Economic Community of West African States) to facilitate smooth regional trade in 2020 has taken a huge step forward, with calls of proposal for a name and logo for the proposed single currency.

The idea of a single currency has been in the pipeline since 1983, when leaders of the sub-region met to discuss other issues as well as the integration of the regional economy. However, in 2009, after years of little progress concerning the adoption of a single currency, the regional body in 2009 adopted a roadmap, with the aim of creating the ECOWAS single currency in 2020.

Four years later, in 2013, ECOWAS established a taskforce to oversee the process of furthering the creation of the single currency, given the numerous delays.

The taskforce met in Accra this year and revised the timeline for achieving a single currency. In addition to ten other programs, the task force set 2020 as a deadline for selecting the name of the ECOWAS single currency.

According to the terms of reference published on the Central Bank of Liberia’s website, the competition is open to all citizens of ECOWAS member states free of charge, with winning prizes ranging from US$10,000, US$8,000, and US$5,000 respectively for proposal that comes first, second and third place.

“Accordingly, all proposals for currency name shall not be based on the name of a person, ethnic group or contain expressions directly linked with a religion, country or national institution, among others. On the other hand, the logo shall, among other things, symbolize unity and shared cultural and historical values of ECOWAS.

“Each competitor may submit only one proposal for the name of the currency and/or the logo of the currency. Each participant shall confirm that the proposal is his/her personal and exclusive work and that all resources and data used in the creation of the proposal do not and will never constitute an infringement of moral or, intellectual property rights or the rights of a third person or entity,” the term of reference said.

The term of reference said entries must be mailed to the ECOWAS Commission’s address in Nigeria by November 20, 2018.

Personally I don't suppose this idea of a common ecowas current Rather let each country maintain her currency but their values should be unified,I'm equally opposed to free movement of persons,my fear is the poor security capability n the prevailing security challenges especially in Nigeria,we need to be careful how we copy the Europeans considering our challenges.

"It is obvious that the presidential candidate of the Peoples Democratic Party (PDP), Alh. Atiku Abubakar tried to avoid signing the national peace accord ahead of the country’s 2019 General Elections.

To all discerning Nigerians, the PDP and Atiku’s dubious claim of a “communication lapse” as reason for their no-show at Tuesday’s formal signing ceremony is hogwash, as the peace committee duly and formally invited the PDP and Atiku like other candidates and political parties contesting the 2019 Elections.

Atiku’s eventual decision to sign the peace deal is clearly a face-saving move following widespread condemnation that greeted his initial refusal to agree to the peace deal. We, however, must not lose sight of the dangerous and ominous signs the PDP and Atiku have inadvertently shown Nigerians in the leadup to the elections.

Again, this brings to the fore, PDP's open declaration in August this year that the Party will deploy all “means, schemes, shenanigans in all ramification and magnitude” to manipulate the 2019 election.

The APC reiterates that security and other relevant agencies must be on high alert to check this dangerous threat posed by the PDP’s planned actions for the general elections. In 2019 and beyond, the votes of the electorate must count and the will of the electorate must prevail. We must stand against and resist plans by retrogressive elements who are now nested in the PDP and their agents to disrupt elections through violence and other undemocratic practices.

For signing the 2019 election national peace accord, the Party affirms the commitment of the President Muhammadu Buhari led APC government to a free and fair electoral process. The APC government has an abiding pledge towards a participatory, peaceful, credible and transparent elections.

I am presently listening to a radio program on Liberty Radio 91.7 in kaduna presently where the INEC representative has said again the incidence form will not be used.
I know people only hear what they want to hear. INEC is not supporting rigging! card readers will be used! Incidence form will not be used! These are the truth!
If this is true then it will be great,but seriously I doubt inec's sincerity.

The Independent National Electoral Commission (INEC) has said despite the refusal of President Muhammadu Buhari to assent to the Electoral Act (Amendment) Bill 2018, which makes the use of card reader mandatory, the 2019 elections will not be conducted with incident form.
INEC’s assurance is coming as the Peoples Democratic Party (PDP) Presidential Campaign Organisation has said the use of incident form in the impending general elections would be unacceptable to it.
The electoral body, however, said the rejected bill would have addressed the controversies that trailed the 2015 exercise especially the place of technology and others that the amendments seek to address.
Responding to THISDAY enquiry yesterday, INEC’s Director of Voter Education and Publicity, Mr. Oluwole Osaze-Uzzi, said the presidential veto has created no lacuna in the electoral legal regime, explaining that the Electoral Act 2010 as amended in 2015 would be the operative law.
According to him, “While it may be better to have the necessary amendments to avoid some of the controversies that trailed the 2015 exercise, especially the place of technology and others the amendments seek to cure, we can still have good elections with the extant act as we did in 2015, which were adjudged free, fair and credible.”
Reacting to a report by an online newspaper that 13.5 million voters voted for Buhari without full biometric accreditation in 2015, Osaze-Uzzi said, “How was this determined? Biometric accreditation does not determine who a person votes for. Put another way, the card reader is used for biometric accreditation. It doesn’t determine how such persons vote.
“Incident forms will not be used in 2019.”
President Muhammadu Buhari had last week, for the fourth time withheld his assent to the amendment bill, citing legal drafting errors.
In separate letters dated December 6 titled, ‘Presidential Decision to Decline Assent to the Electoral (Amendment) Bill, 2018’, addressed to the President of the Senate, Dr. Bukola Saraki, and Speaker Yakubu Dogara of the House of Representatives, Buhari explained that he was declining assent “principally because passing a new electoral bill this far into the electoral process for the 2019 general election, which commenced under the 2015 Electoral Act, could create some uncertainties about the applicable legislation to govern the process.”
The president also listed four provisions of the bill that required drafting amendments by the National Assembly. They include Section five of the bill amending section 18 of the principal act, which should indicate the subsection to which the substitution of the figure “30” for the figure “60” is to be effected and Section 11 of the bill amending Section 36 should indicate the subsection in which the proviso is to be introduced.
But the PDP presidential campaign said the use of incident form would not be acceptable to it in 2019.
One of the spokespersons, Mr. Segun Sowunmi, said that outpouring of goodwill by Nigerians since the PDP started its zonal presidential campaigns was an indication that the All Progressives Congress (APC) could not win the election in a free and fair contest.
He stated, “I want to tell INEC that it is a major unacceptable embarrassment that the business of incident forms will now take precedence over the card reader.
“Card reader is what must be encouraged to be the only thing that will be used for the 2019 elections. But how can we trust the integrity of the process if it is compromised by incident forms and underage people voting .”
Sowunmi insisted that the 2019 elections should be a celebration of the development of the country’s democratic journey, which he said could only be achieved if INEC conducts free, fair, credible and transparent elections in 2019.
An online newspaper at the weekend reported that at least 13.5 million Nigerians voted manually, without biometric accreditation, in the 2015 presidential election, according to data from INEC, part of the problems the amendment bill seeks to address.
The data, obtained by DeepDive Intelligence, shows that Buhari, candidate of the APC, won in nine of the 10 most-affected states, notwithstanding that the non-use of PVCs during the poll cut across all the political parties’ strongholds.
The 2015 presidential election had two major contenders, Buhari and Goodluck Jonathan, Nigeria’s first incumbent president to lose a re-election bid.
Of the 31,746,490 accredited voters in the election, 13,536,311, representing 42.6 per cent of voters , voted without biometric accreditation.
Out of this number, 10,184,720 votes are from states won by Buhari and 3,351,591 votes came from states won by Jonathan, the PDP candidate, representing 75 per cent and 25 per cent of accredited voters respectively.

Alright thanks,it will be great if this news is true but I seriously doubt the sincerity of INEC in this, already there is a news item in vanguard today where an unnamed INEC official said the incident forms are now part of the electoral register,but thank God an INEC official said this,it shall serve as a reference point next year.
