agwom: The Independent National Electoral Commission (INEC) will use card readers during the 2019 general elections but ruled out the electronic transmission of results.
This is coming days after President Muhammadu Buhari’s rejection of the Electoral Act amendment bill sent to him by the National Assembly.
However, INEC chairman Prof Mahmud Yakubu said the commission would deploy card readers in every polling unit in the country just as it did in 2015.
Yakubu, who spoke during the public hearing on the menace of vote buying and improving the country’s electoral processes, said the commission had finished all preparations towards the use of the card reader.
The public hearing was organised by the joint National Assembly committee on electoral matters and political parties’ affairs jointly chaired by Sen Suleiman Nazif Gamawa (PDP, Bauchi) and Rep Aishatu Jibril Dukku (APC, Gombe) respectively. However, the INEC chairman said the commission was yet to configure the card readers to match specific polling units, noting that INEC will do that in the coming weeks.
Responding to questions from some senators and stakeholders, Prof Yakubu said: “For those talking about whether INEC would use card reader during the 2019 elections or not, I want to assure that INEC will deploy card reader in every polling unit in the country.
“This is an assurance from the commission, and we are ever ready to do that, although we are yet to configure the card readers to match every polling unit.”
Senate President Bukola Saraki, had while declaring the hearing open, urged INEC, security agencies and other stakeholders to ensure free, fair and credible polls in 2019.
He said INEC should improve on the unprecedented record it set during the 2015 elections, pointing out vote buying is currently one of the most disturbing challenges of Nigeria’s political process.
The joint committee chairmen, Gamawa and Dukku said the public hearing was organised to give Nigerians an opportunity to suggest possible ways of tackling vote buying.
Disquiet over electronic transmission of results
But Daily Trust reports that beyond the issue of card reader, the leadership of the two chambers of the National Assembly, led by Senate President Bukola Saraki and Speaker Yakubu Dogara, with acting support of the leadership of the opposition Peoples Democratic Party (PDP) want the amended Electoral Act assented to so that other issues including electronic transmission of results would be backed by law and therefore mandatory.
It was gathered that the PDP leaders had at a recent meeting with other stakeholders in the electoral process expressed fears that besides the reasons given by President Muhammadu Buhari for not assenting to the Electoral Act amendment, the Presidency and the ruling All Progressives Congress (APC) do not want the new electoral act for now simply because they have perfected plans to rig the 2019 elections.
Mr INEC chair,the issue is not just deploying card reader,but insisting n making sure that they worked properly n the prohibition of the dubious use of incidents forms,the card reader itself can only be of real value if accreditation n voting will be done simultaneously if not it is still only a celebrated nonsense,there is the need for our elections to be completely computerized if we are really desirous of credible n transparent elections,why is INEC refusing to use electronic means of transmitting results if there is no hidden dubious plans of result alterations after voting? ordinary INEC don't need any legislation to use electronic means to transmit results it should have been an innovation from them to fasten the process while keeping the paper records in case of legitations, buhari sure knows why he is vehemently oppose to the electoral amendment even after so many concessions from NASS to accommodate his shenanigans, buhari/Apc are pure evil that Nigerians should n must do away with in 2019.

The Federal Government has decided to use some of its own land in various parts of the country for the establishment of ranches in order to put an end to clashes between herders and farmers across the nation. It was learnt that the Federal Government ’ s decision was prompted by the continued delay of state governments in providing land for ranches . Our correspondent gathered that the Federal Government would use its land as well as some identified grazing reserves for the establishment of ranches. On July 14 , 2018 , it was exclusively reported by Saturday PUNCH that with the refusal of some state governors to give land for ranching, the Federal Government had decided to reactivate and convert about 177 out of the 415 grazing reserves across the country to ranches . It was also reported that aside from Kogi State that had officially agreed to provide about 5, 000 hectares of land , no other state had publicly announced willingness to provide land for ranches or cattle colonies , which the Federal Government favours . Governors of the South- East states in July rose from a meeting in Enugu with a decision that no land would be made available for the establishment of cattle ranches in the zone, while other states have deliberately been delaying in acceding to the request of the Federal Government. Officials of the Federal Ministry of Agriculture and Rural Development, however , stated that the Federal Government was still making plans to establish ranches across the country despite the delay by state governments . They told our correspondent in Abuja that the government recently realised that it had more than enough land for this purpose. The Director , FMARD , Tolu Makinde , said , “The latest decision is that the government has more land than required, even as far as ranching is concerned . There are various pieces of land in different locations across the country that have been documented and gazetted, the Federal Government has decided that it is better to use them than ask state governments to donate land . “So , the decision has been taken and the issue now is funding, but as soon as the release from the 2018 budget starts to come in, the government will come up directly with what it intends to do. So many options are being considered .” Makinde noted that with the latest development, the government would not compel any state to donate land for the establishment of ranches or grazing reserves . He, however , observed that a lot of people had encroached on some of the Federal Government ’ s grazing reserves , adding that the remaining ones and the available land were more than enough for the establishment of cattle ranches . Makinde added , “The fact now is that the government has discovered that it has more land and it is not compelling any state to donate land for grazing reserves or for ranches. “It may interest you to know that the number of grazing reserves that the government has ; some of them have been encroached upon . However, the remaining available ones are more than enough .” When asked to state where the Federal Government ’ s pieces of land were located , he replied, “Before Nigeria got independence , the colonial masters actually had land scattered from Maiduguri to Sokoto , up to Oyo. These were large expanses of land that were mainly left for only grazing . “And so , when the herders are migrating with their cattle, they go to these pieces of land ; they don ’ t go to the land of other people. But problem started when we now decided to create states, as some of the land fell within some states. And some state governments decided to take them over . “However, the ones that are documented and gazetted right now are more than enough for the Federal Government to use , instead of asking state governments to donate . So , it is the gazetted land that the government is trying to do something about as well as the identified grazing reserves .” Another official of the ministry stated that the government would use the gazetted land as demonstration grazing centres. “The government is going to use the gazetted land as demonstration centres, because it will have security there. There will be dams in these grazing centres to ensure adequate water supply , ” the official , who pleaded to remain anonymous, said. “This is because three things are required in these centres. There must be security , water and fodder , which is grass for the cattle to feed on. So , anybody who wants to make use of the place will bring his livestock there and pay some token . This is against the earlier claim that the government is trying to take the land of citizens, ” the official stated. The ministry said it would commence public enlightenment campaigns to educate Nigerians on the need to create ranches and why the Federal Government would use its own land for the purpose . “It is becoming clear now that we don ’ t have any vibrant alternative to addressing the clashes than the establishment of ranches . And this is because it is going to benefit the farmers and herdsmen . Also , the minister ( of agriculture ) recently revealed that there is going to be a programme for artificial insemination in some of these centres , ” Makinde stated . He noted that a number of state governments gave indication that they would provide land for ranches , but only Kogi State had fulfilled its part . It was also learnt that about 15 other states had volunteered to provide land for the establishment of cattle ranches . They include Adamawa , Kano , Kaduna , Katsina , Zamfara, Kebbi , Nasarawa and Plateau . Others are Bauchi , Gombe , Borno, Jigawa , Yobe, Niger and Kwara states. Findings from the headquarters of the FMARD in Abuja showed that while there were dissenting voices in some of the documented states that had volunteered to provide land , the 15 states had agreed to provide 5 , 000 hectares of land each for the establishment of ranches. Earlier this year , the Minister of Agriculture and Rural Development, Audu Ogbeh , announced that the establishment of cattle colonies in the states that had volunteered land would commence within weeks . This, however , has not happened . Senior officials at the agriculture ministry re -echoed what Ogbeh said , as they stressed that the Federal Government would not force any state to volunteer land for the initiative . The officials , however , stated that the 16 northern states had been documented as locations where the initiative would start , adding that the government was canvassing support from more states , particularly from the southern part of the country. Ogbeh’ s Special Assistant on Media , Olukayode Oyeleye , and Makinde provided our correspondent with various speeches by the minister, which extensively explained how the Federal Government planned to go about the initiative .

Vice-President Yemi Osinbajo says President Muhammadu Buhari will neither steal nor allow stealing in his administration.
He said this on Saturday in Lagos as he commenced a door-to-door campaign for the ruling All Progressives Congress (APC) ahead of the 2019 general election.
While speaking with party members from the 57 local council development areas (LCDA) in the state, Osinbajo urged them to go from house to house to tell the people about the achievements of the party after three years in office.
The vice-president said they must prevent people who have stolen money from the nation’s treasury in the past from coming back into government.
“After 16 years of ensuring that the country did not make progress, they want to come back. They will never come back again. We are making progress and we will continue to make progress. We are going to the next level,” Osinbajo said.
“Our major problem in Nigeria is corruption; it’s not plans. There are so many plans. If you allow the resources of the country to be stolen, no plan can work. The difference between Muhammadu Buhari and any other president is that he will not steal and he will not allow stealing.
“The most important thing of all is that we will prevent a situation where people who have stolen our money in the past come back into government. If they do, there won’t be progress no matter what they say.
“The money of this country must be preserved so that it will benefit us all. Education, healthcare, jobs, if you don’t have money, you can’t do them.
“There are only two types of leaders in Nigeria, those who want to steal the money and those want to use the money for the common good.
“If we want progress for our country, we must make sure that we put in place those who want to use the money for the common good, not those who want to steal it.”

MalcoImX: The administrative umbrella organisation of Igbo residents in the Northern states and the federal capital territory, the Igbo Delegates Assembly, IDA, has barred people of the South-East residing in the North from travelling to their states of origin during the 2019 general elections.
IDA warned that any person, who flouts the directive, would be fined an undisclosed amount of money.
The warning was issued following an extraordinary meeting of the body in Barnawa, Kaduna State and was contained in a statement jointly signed by its President General, Chief Chikezie Nwogu, and Secretary General, Austin Ofokansi Ifedinezi.
The statement reads, “We want our people to stay in their respective states and cast their votes. The era of running home during elections cannot be tolerated again.
“There is no need for us to go home at every election because if you do that you will automatically disenfranchise yourself.

PoliticsNGR learned that Tinubu made the comment while delivering a Keynote address at a meeting of the National Consultative Forum organized by the national Committee of Buhari Support Groups held yesterday in Abuja.
Tinubu described Atiku as “a merry-go-round and carnival-like politician with no focus or mission.” In his words;
“Atiku could build a house of the party membership cards he has accumulated. But one thing he should remember is that a man who builds a house of cards ought not to cast stones at a man who is building a house with a firm and true foundation.
He should also realise that such a feeble house will collapse as soon as the wind of truth blows it.”
He also attacked Atiku’s campaign pledge to ensure 14 million new jobs yearly, and crashing of fuel pump price, describing them as lies that have no basis for actualisation.
The APC leader berated former President Olusegun Obasanjo for suddenly doing a somersault to endorse Atiku’s presidential bid after vowing never to support him, saying the move by the former president to mend fences with his former deputy was not a sincere one.
He dismissed the PDP’s call for the resignation of the Chairman of the Independent National Electoral Commission (INEC), Prof. Mahmood Yakubu, and the Inspector General of Police, Mr. Ibrahim Idris, describing it as blackmail.
Tinubu also spoke on the role being played by Senate President Bukola Saraki in the opposition party, describing him as a sell-out, who used APC’s mandate to negotiate with the opposition.
He said that the President Muhammadu Buhari will win the 2019 general Election adding that his administration has done well in fighting Boko Haram and handling the economy.

A Lady simply identified as Amina Mohammed caused a mild drama at the office of the department of state security services, DSS in Abuja earlier today.
PoliticsNGR learned that the lady accused of impersonating the first lady, Aisha Buhari, shocked the press and officials of the DSS when she mentioned the First lady's sister and former SGF, Babachir lawal as accomplices in the Fraud.
Addressing journalists, Public Relations Officer of the service, Peter Afunaya, said the DSS arrested the suspect, Amina Mohammed also known as Justina Oluoha, for parading herself as the First Lady of Kogi State.
He said Amina defrauded one Dr. Alexander Chika Okafor (a.k.a. Chicason) of N50million in the villa with respect to a Court of Appeal property in Lagos. He added that Amina had promised to help him buy the property through the First Lady.
The property was said to have been part of those under the Presidential Implementation Committee on Lease of Federal Government Properties.
"She used the false identity to evade protocol and security scrutiny, thus gaining unauthorised access into the villa and particularly the residence of the First Lady and Wife of the President, Hajia Aisha Buhari," he said.
"She took advantage of the fact that personalities of first ladies, ministers and certain categories of officials are not known through rigorous protocol and security checks at the Villa posts.
"Investigations have shown that this unholy enterprise is not to the knowledge of the First Lady. What Amina simply did was to use the First Lady's name and office as bait to lure and defraud her victims."
The suspect, on the other hand, was crying profusely and raining curses on the first lady. She said;
"Your sisters are involved in this business. It is not true; I cannot be a fraudster. I cannot accept this allegation. Former SGF Babachir is involved in this fraud. Maryatu, your sister, is involved in this fraud.
"Chicason has been buying government property and he has been doing it. All the directors who collected bribes before bidding would be out. Chikason knows the process. Entering villa is not just by fraud but Maryatu, the First Lady's sister, is involved."

Ebullience: No fewer than 26 lawmakers from the Ogun State House of Assembly have defected from the All Progressives Congress (APC) to the Allied Peoples Movement (APM).
Dailytrust reports the aggrieved aspirants backed by Ogun State Governor, Ibikunle Amosun, had claimed that the mandate given to them during October 7 legislative primary of APC was stolen by the national leadership of APC.
Amosun had specifically accused the National Chairman of APC, Adams Oshiomhole of “perpetrating another evil” in Ogun State barely few days after his “candidates” were not given Candidates Form (CF001) at the expiration of submission of candidate’s names to the Independent National Electoral Commission (INEC).
Speaking with newsmen on Monday in Abeokuta, the spokesman of aggrieved aspirants, Lamidi Olatunji said they “have come to inevitable conclusion to actualise their ambitions in APM.”
Our correspondent reports that the aspirants would be joining Amosun’s anointed candidate, Adekunle Akinlade who had equally defected to APM last Thursday, having lost APC governorship ticket to Dapo Abiodun.
Olatunji, however, pledged their support for President Muhammadu Buhari’s second term bid.
He said “We also wish to acknowledge the fatherly role of President Muhammadu Buhari in seeking to sustain the tenets of democracy fairness and equity in the resolution of the crisis in Ogun APC.
“We regret that Mr President’s efforts were frustrated by the forces that are hellbent in taking the Southwest back to the dark age of slavery where unelected kingpins direct the affairs of the people.”
He directed their supporters and admirers to move into APM as “the new vehicle for the development of Ogun State.”

The Chief of Army of Staff, Lt.-Gen. Tukur Buratai, gave the charge in Maiduguri on Sunday, while addressing the Armed Forces Special Forces and Army Strike Group deployed in the North-East.
“You are selected specially and deployed here in the North East.
You are given special training and that is why you are called Special Forces.
“I am here to tell you that you have a great job to do and you must do it properly.
“You are deployed in the North-East to make a difference because of your special training.
If there will be any challenge in terms of capacity, I believe you will fill that gap and you have all it takes to do that.
“If you apply the training that you are given, we all have cause to be proud to belong the armed forces of our great country,’’ Buratai said.
He warned them against exhibiting cowardice, saying “we do not have time for the chicken-hearted, the cowards.
“You all must brace up and be brave.
We have done the greatest job so far in the North-East; the greatest in terms of degrading the terrorists.

kurt09: Abubakar Elkanemi, shehu of Borno, says the people of the state are still under Boko Haram seige.
Elkanemi said this when President Muhammadu Buhari paid him a courtesy call at his palace in Shehuri, Maiduguri, on Thursday.
The monarch dismissed claims by security operatives that the ongoing military operations, particularly in some parts of the state and the Lake Chad region, was yielding positive result.
He said nobody dares move 10 kilometres out of the state without being attacked, adding that farmers are being killed and kidnapped on a daily basis.
While applauding Buhari, the monarch said there is much to be done for the people of the state to be free from the insurgents attacks.
“On behalf of the traditional institution in Borno, I want to commend your excellency for the commitment you have given towards ending the lingering crisis of Boko Haram,” he said.
“It is unfortunate that despite all efforts put in place to restore peace in our land and the north-east, we the people of Borno state are still under Boko Haram siege.
“Nobody can dare move out of Maiduguri by 10 kilometres without being confronted, attacked by Boko Haram.
“Quite a number of farmers are being killed and kidnapped on a daily basis around Molai General Area, which is just 10 kilometres away from the metropolis, along Maiduguri -Damboa -Biu road.
“Most of the surrounding villages and communities in Konduga, Damboa, Mafa and other local government areas have been razed down in the last two weeks.
“We plead that the federal government and the security agencies review the strategies in nipping this lingering crisis in the bud.”
The north-east has been under series of attack by the insurgents, the latest being the attack on the 157 task force battalion in Metele, Borno.
Over 100 soldiers were reportedly killed in the attack but the army said it lost 39 men.
